Operating Calendar
· The Cedar Valley SportsPlex operating calendar does not correspond with the Waterloo or Cedar Falls School District Calendar. The SportsPlex will remain open for business during school vacations, teacher-in-service days and some holidays.
· Holiday hours will be posted 1 month in advance.
Parking
· SportsPlex parking is available in the block directly north of the main entrance across Jefferson Street, as well as throughout other city lots in the area.
Scope of Services in the Building
The Cedar Valley SportsPlex is open to the public. It is owned by the Waterloo Development Corporation and operated by the City of Waterloo’s Leisure Services Department.
Community Fitness: Encompasses all exercise equipment, exercise classes, personal fitness evaluations and personalized fitness programs
Community Recreation Programs: Encompasses all sports and recreation programs offered by Waterloo Leisure Services either at the SportsPlex or another facility.
Order of Person’s in Charge at SportsPlex
Order of persons in charge can be used in many different scenarios including, but not limited to, general facility questions and emergencies. Starting with the Leisure Services Director; if this person is not present in the building, continue down the list until someone is. At least one of the individuals below will always be present when the building is open. If a Facility Attendant is the only person present from the list, it is their job to contact the Leisure Services Director and speak to them in person. Below is the list of order of persons in charge.

Leisure Services Commission
Responsibilities: The purpose of the Leisure Services Commission is to act as an advisory board in the development and use of leisure activities and facilities.
Primary Duties:
· Evaluate the needs and review plans presented by the Leisure Services Director for future leisure activities, programs and facilities
· Advise and recommend to the Mayor and City Council on rate schedules, leases, contracts, major purchases and rules and regulations
· Review and recommend on the annual budget as presented by the Leisure Services Director.
SportsPlex Advisory Committee
Responsibilities: The purpose of the SportsPlex Committee is to represent the wellness interests and needs of the community members. These services include community fitness, health services, and recreation programs. The primary function is to foster communication with the SportsPlex program participants in order to seek their advice in maximizing the effective use of resources for wellness activities.
Primary Duties: To advise and make recommendations on:
· SportsPlex policies and procedures
· Program development
· Long range planning and yearly operating plans
· The Annual Report and other assessment and evaluation documents
Standardization and Control of SportsPlex Operation Documents
Disclaimer: The purpose of these policies is to provide guidelines for the users of the SportsPlex facility. Our goal is to create a safe and enjoyable environment for users of the SportsPlex. The use of the SportsPlex is a privilege, therefore, individuals not cooperating with established policies, may be asked to leave or may have their privileges revoked. SportsPlex staff reserves the right to make judgment and the final decision on policies not covered in this manual.
Purpose: To document the format and process for creating a new or updating an existing Operations Manual.
Scope: This policy applies to all controlled paper and electronic Cedar Valley SportsPlex Operation Manuals.
Policy:
· The Recreation Services Manager, assisted by the SportsPlex Committee, is responsible for the proposal of new policies, or the updating of an existing policy to the Leisure Services Commission. The Leisure Services Commission will review the proposal and bring it to City Council. The City Council will then set the policy.
· When a new policy is created, the effective date must be added to the footer of the policy and the policy must be added to the Table of Contents under the appropriate heading.
· When changes or updates are made to an existing policy, the updated date must be added to the existing footer date, with a strikethrough on the previous date.
· When changes are made to an existing policy or a new policy is created, the Recreation Services Manager will make these changes known on the website and a hardcopy will be displayed at the front desk.
Waiver of Liability, Assumption of Risk, & Indemnity Agreement
The user is fully aware of dangers and risks involved in participating in every activity at the City of Waterloo SportsPlex facility, including but not limited to, group exercise, weight-lifting, cardiovascular equipment exercises, volleyball, soccer, basketball, wrestling, football, climbing, running, walking and observation of activities, and in using the SportsPlex premises and equipment for these and other purposes. Those dangers and risks include, but are not limited to, such things as equipment malfunction, inappropriate or unexpected actions of other participants, muscle or joint tears, sprains, strains, broken or fractured bones, concussion and other severe or fatal injuries. With knowledge of these dangers and risks, I make the promises and agreements stated (Appendix, page 2).
Code of Conduct
In order to maintain a high level of service to our users, the SportsPlex enforces a Code of Conduct that all participants must follow. All users are expected to be responsible, courteous and safety conscious at all times. Disorderly conduct, abuse or misuse of the facility or its equipment, or disregard for policies will not be tolerated. The SportsPlex staff appreciates your cooperation in creating a friendly and positive environment for wellness opportunities in all areas of our facility.
Participation in all programs and recreation at the SportsPlex is a privilege. All users who participate in activities or who utilize the SportsPlex facility agree to abide by the following Code of Conduct.
Participants are expected to:
· Not disrupt the actions of other users.
· Not harass other users.
· Not perform negligent, abusive, or exploitive acts to another user or employee.
· Treat SportsPlex property with respect.
· Will not falsify any documentation or communication pertinent to business or membership within the SportsPlex.
· Remain within bounds of moral depravity.
· Not steal or aide in the stealing of SportsPlex or other user’s property.
· Will abide by SportsPlex staff and employees
· Will not use or be under the influence of alcohol, tobacco, or any other unauthorized controlled substance within the SportsPlex.
· Will not deliberately counsel or invoke other users and/or employees to violate SportsPlex Code of Conduct/Misconduct Policy or SportsPlex Operations Manual.
· Treat the SportsPlex staff, facility and other users with respect.
· Act with character and courtesy while respecting the rights, welfare and dignity of all others in the SportsPlex facility.
· Refrain from vulgar language and offensive conduct. Such language that is deemed offensive to others, will not be tolerated.
· Act in a safe, responsible manner regarding themselves and others.
· Adhere to the rules and policies included in this document and set by the SportsPlex.
Participants engaging in inappropriate behavior or violating SportsPlex policies may be subject to have their privileges of participation suspended or revoked, and could face possible City of Waterloo disciplinary action.
Access/Entrance/Exit
The SportsPlex is accessible from the Main Entrance on Jefferson Street. These doors will be open the same hours that Community Fitness and Recreation Programs operate. The office will be open during normal operating hours.
The Cedar Valley SportsPlex is a controlled access facility and only authorized individuals are allowed to enter. The intended users of Community Fitness and Recreation Programs are authorized users of the community.
Upon entrance to the facility, everyone must check into the building at the front desk and show proper identification. Cooperation for presenting proper identification is expected at all times. Members will scan their membership card.
Those who are not members of the SportsPlex, but utilizing the facility, will check in at the front desk and show a form of identification to check-in. Users taking classes, will not be charged a guest fee.
Those who are guests and using the SportsPlex facility for the day will show proper identification at the front desk. They will be asked to fill out paper work and have their picture taken.
Accepted forms of identification for those non-members include:
· Driver’s License
· State Identification Card
· Student ID (college age and younger)
· Passport
· US Military ID
Membership cards are non-transferable and are to be used exclusively by the individual named on the card. An individual who presents a card other than the rightful member may be subjected to disciplinary action. SportsPlex staff reserves the right to check identification at any time.
Individuals who are suspended or have expired memberships, will not have access to community fitness. Guests must check in at the welcome desk before entering and pay the daily fee for community fitness.
Entry and exiting of the SportsPlex must always be through the designated main entrance and exit. Individuals entering or exiting through non-designated doors, are subject to disciplinary action. All other exits should be used for emergencies only.
SportsPlex Membership
Membership Policy
· SportsPlex memberships are available for purchase to all community members.
· Recreation Programs that are put on at the SportsPlex through Waterloo Leisure Services do not require a membership to the SportsPlex to participate in.
· Fitness classes that are offered at the SportsPlex do not require a membership to participate in. A person who does not have a membership has to pay the regular rate for the fitness class.
· Membership cards are given to all members 12 years of age and older.
· Members who are moving from a Youth Membership to a College or Adult Membership, will occur at time of renewal or September 1st.
Membership Category Definitions
· Adult – Person 18-61 years of age
· Youth – Newborn through summer after high school graduation.
· College – Person who has a valid College ID and a valid, full-time class schedule.
· Senior – Person 62 years of age and older
· Family – Immediate family of 4 with dependent children under the age of 18. A charge of $5.00 per additional family member will be issued, with there being a maximum charge of $20.00 extra per month, per family.
