PLEASE READ BOOKLET CAREFULLY

OFFICIALS:Site convenors will be responsible for the officiating of each respective tournament. High school students, grade 8 Students or coaches with soccer experience are suitable referees for each tournament. If high school officials cannot be retained, grade 8 students or coaches will be officiating at the tournaments. Coaches, please bring a whistle. See your schedule for assignment. Grade 8 students will keep time and score, but may be used as officials if agreed upon by coaches and convenors. Otherwise coaches will need to take on these responsibilities. Coaches should not referee any “final” game involving their own teams. A neutral official, whenever possible, should be used.

  • PLAYING REGULATIONS:

We will use Indoor Soccer Rules (see below) with the following additions:

  • A size 5 ball (SAP # 1760 by Sports Equipment ($8.72) (i.e.: sponge ball) is to be used Each school is asked to bring a game ball.
  • If a double gym is available the number of participants in a game should be 5 players and a goalie (if not 4 and a goalie) can be adjusted for a smaller gym.
  • Time of games: 4 Team Pool ( 2 x 15 minute halves) 5 Team Pool ( 2 x 12 minute halves)
  • win = 3 points, tie = 1 point, loss = 0 points.
  • Every team for junior indoor soccer must be comprised of 2 lines for each tournament—a grade 6and under line and a grade 5 and under line.The goalie may be from any grade 6 and under and may play the entire game. Each line will play 3 minutes.Athletes should not play on both lines with the exception of the goalie.The fair play rule about the lines is only for round robin games and the playoffs will be up to the coaches discretion.
  • The nets need to be adjacent to the gym wall.
  • To promote fair play during matches that are “one sided”, no team shall win with more than a five goal differential. (Maybe only display the 5 goal spread on the scoreboard and record the actual score on paper)Therefore, a team could win a game 7 – 0 but will only be awarded a five goal margin of victory if goal differential is required for a tie breaker. If a coach is involved in a “one sided” game she/he is encouraged to play all members of their team.

INDOOR SOCCER RULES

All rules, unless stated below, shall be the same as those for a regulation soccer game. (See FIFA Laws of Game and Universal Guide for Referees.)

PLAYERS PLAY - COACHES COACH – AND PARENTS CHEER

If for any reason fans get out of hand, team coaches need to speak to the parents that are coming to support their kids. Please remind them to cheer and NOT have any influence in the outcomes of the games.Remind them that if they don’t comply then the convenor will ask them to leave.

TEAMS

Students must be in grade six or younger, not older. A team consists of one goalkeeper and 4/5 other players on the playing surface. A team may ‘carry’ as many players as they would like but you need to have the proper supervision.

Substitutions

They may take place when play has stopped.Each line plays for 3 minutes. If a player is injured he /she may be replaced with an age appropriate player. The referee(s) must be notified of any change of goalkeepers. Coaches can choose diffentent players to begin each 3 minute shift as long as they follow the age rule.

DRESS

Players must wear numberedshirts, shorts, and running shoes (shin pads are recommended). No soccer cleats allowed. In addition, goalkeepers are advised to wear track pants and kneepads. The competing teams shall not wear the same colours. The colour worn by the goalkeeper must be distinct from those worn by all other players. Please ensure no jewelry or other material is worn that may injure players or others.

TIME

A time keeper/scorer will be appointed. The timekeeper will signify the end of all periods of play. Tournament games are divided into(4Team Pool) two 15-minute halves with a 3-minute half time and (5 Team Pool) 2 x 12 minute halves with a 3 minute half time. .First the grade 6 line plays, followed by the grade 5 line. Each line will play 3 minutes. A referee may stop the clock whenever he/she deems necessary.

PLAYING AREA

A double gym is preferred. If a double gym is not available then the site convenor has the option of adjusting down the number of players and/or the size of the ball. The nets must be pushed against the walls so that no player may travel behind the net while the ball is in play. The walls are considered ‘in’ the field of play. No player can use the wall to fend off an opponent. If so, a free kick is awarded to the opponent. A player may touch the wall only to prevent themselves from falling.

GOAL AREA

The goal area is approximately 6m wide and 4m deep with the penalty spot 4m from the centre of the goal line. Indoor soccer/floor hockey nets are to be used for nets. A passback is an INTENTIONAL pass from a player to his/her own goalie. The goalie is not permitted to pick up the ball with their hands if it is INTENTIONALLY passed back by their own teammate.If this occurs, a free kick will be given to the opposing team 4m from where the infraction occurred. There are some exceptions to the back-pass rule. If a player uses his head, chest or knee to pass the ball back to his goalkeeper, the goalkeeper can pick up the ball. If a player miskicks the ball and it goes to his/her own goalie--this is not a passback.

SCORING

Goals can be scored from anywhere on the playing field. Any player may be in the crease at any time. Goalies are permitted to score.

PUTTING THE BALL INTO PLAY

At all kick offs, the defense must be inside their own half and at least 4m from the ball.

When the ball goes out of bounds, hits an object or person not in the playing area, or lands on top of the goal net, the opposing team, gets the ball. The game resumes by rolling the ball (underarm bowling action) into play from the corner of the team‘s bench or a goal kick.The ball may not roll higher than the waist (approximate judgement needed).If the ball has rolled higher than the waist, the referee will blow the whistle and the player will retake the roll.After making a save, thegoalie must release the ball with an underhand roll that goes no higher than the waist. If the goalie chooses to put the ball down and kick it, the ball is live and may be challenged.The goalie will not kick the ball from his hands.

FREE KICK/PENALTY KICKS

  • At any free kick or penalty kick, all members of the defending team must be at least 4m from the ball until it has been played.
  • Free kicks or penalty kicks will not take place within 4m of the opponent’s goal.
  • Goalkeeper must be within 50cm of the goal line on all penalty kicks.
  • Offside does not occur in indoor soccer.
  • All free kicks are indirect

TIE BREAKING PROCEDURES

TWO TEAM TIE

  • 1st tie breaker – game to be played between tied teams – winning team ranks higher
  • 2nd tie breaker – least goals against
  • 3rd tie breaker – goals “for” minus goals “against”
  • 4th tie breaker – extra game between tied teams and overtime if necessary

THREE TEAM TIE

  • 1st tie breaker – least goals against. If this knocks out only 1 team and 2 are still tied, then proceed to 2 team tiebreak procedures.
  • 2nd tie breaker – most goals scored in all games. If this knocks out only 1 team and 2 are still tied, then proceed to 2 team tiebreak procedures.
  • 3rd tie breaker – goal aggregate in all games. If this knocks out only 1 team and 2 are still tied, then proceed to 2 team tiebreak procedures.
  • 4th tie breaker –– if 3 teams are still tied, there will be one coin toss to decide who will get a by in a sudden death game set. (Example: 2 heads, 1 tail – tail gets by) The two teams with heads play one sudden death overtime game. Then the winner of that game plays the by team in a sudden death game.

SUSPENSIONS

The referee will be expected to show players a yellowcard for any flagrant foul (i.e. trip, slide tackle, aggressively knocking down an opponent, inappropriate language, etc.). Time must be stopped to properly record the player's name and number. (Coaches may substitute the offending player at this time if they deem it to be appropriate.) Two yellow cards on a player will result in a red card and the player being ejected from the game. The player's team will then be assessed a 2 minute penalty where they must play with only 3/4 players and a goalie. The team may add another player "on the fly" once the 2 minute penalty has elapsed. A player who is ejected from a game will automatically be banned from his/her team’s next game. If the same player is ejected again he/she will be suspended from all remaining tournament play.

Championship Game

If the score is tied at the end of regulation in the championship game, there is one 10 minute overtime period. The game will end when a goal is scored; the team that scores that goal duringovertime will be the winner. (golden goal)If after a 10 minute golden goal there is no score, then proceed to 5 penalty shots to determine the winner.If after both teams have taken five kicks, both have scored the same number of goals, or have not scored any goals, kicks continue to be taken using players that have not shot yetuntil one team has scored a goal more than the other from the same number of kicks.​ Example: if shooter # 6 on red team scores and shooter #6 on green team misses, the game is over and the red team has won.

Please Note: Convenors meeting should be held before or after the first match.At this point welcome, questions or concerns should be addressed.

TCSAA Convenor Duties

  1. Know the rules in the booklet
  2. Provide student scorekeepers and scorekeeping equipment (clock, score sheets, etc…). Post schedule of play and standings sheets.
  3. If off site, arrive at least 30 minutes prior to the start of the tournament. Set up equipment and seating areas (if applicable). Teams are to be on one side, all spectators are on the other side.
  4. Inspect site for safety. Resolve any safety concerns.
  5. Meet with and review rules and expectations with referees.
  6. Provide game ball(s) and a set of pinnies (in case two teams have the same colour jerseys). Teams would flip a coin to determine who should wear the pinnies. Bring a First Aid Kit.
  7. Get the first game started on time/as soon as possible.
  8. Stick to the schedule and format in the booklet. Only adjust the start time or length of games as necessary in order to keep as close as possible to the finish time of the tournament. All coaches must be in agreement of time changes.
  9. Give feedback to referee(s) after 1st set, at halftime, at the end of the 1st game
  10. After the first game/match – all teams will have arrived: Stop and meet with all players, coaches, and visiting parents
  11. During this meeting you should: - officially welcome everyone to the event;

-open with a prayer;

-review the rules, schedule, lunch/washroom/change room procedures;

-review expectations for players, coaches, and parents;

-convenors could make changes to the schedule etc.. as long as all schools are in agreement.

-remind everyone to be respectful to the referees and that any concerns should be brought to you/the convenor

  1. Resume tournament, record scores, give feedback to referee as needed
  2. If any conflicts arise – stop the tournament and resolve them, you may even need to call on the host school’s principal or master convenor. Do not let a poorly refereed game, coaches, or parents get out of hand.
  3. Award pennants and crests, and send/e-mail convenor report to the Master Convenor the same or the next day
  4. Fill out Convenor Report. Record student referee names and schools. Send report to Master Convenor
  5. Make sure teams keep and leave the site clean.
  6. Coaches need to sign the tournament sign-in sheet.
