PurposeThis unit standard is for people who work, or intend to work, as managers for compliance and/or enforcement patrols. People credited with this unit standard are able to: review compliance and/or enforcement patrol patterns; plan a patrol route; and advise patroller or patrollers of patrol plan.

1Assessment will be in relation to those laws, regulations, bylaws, activities, procedures, and policies defined by the compliance and/or regulatory organisation relevant to the performance context.

2Organisational requirements refer to instructions to staff on policy and procedures which are documented in memo or manual format and are available in the workplace. These include the application of legislation.

Element 1

Review compliance and/or enforcement patrol patterns.

Performance criteria

1.1Reasons for patrol are established.

1.2Historical patrol patterns are identified.

1.3Types of non-compliance likely to be encountered in patrol location are identified.

1.4Risks of non-compliance in patrol area are identified.

Element 2

Plan a patrol route.

Performance criteria

2.1Goals are identified and completed, and meet organisational approval criteria.

2.2Plan is completed in accordance with organisational requirements, and includes response to contingencies.

Element 3

Advise patroller or patrollers of patrol plan.

Performance criteria

3.1Briefing is completed in accordance with organisational requirements.

Rangestatement of patrol goals, recommendation for the patrol patterns, statement of health and safety considerations, presentation of communication protocols for patrol, any special conditions to be considered for specific patrol, procedures for liaison with other agencies in emergency or non-compliance situations.

3.2Communication is factual, relevant, delivered in a manner able to be readily understood by patroller or patrollers, and in accordance with organisational requirements.

Please note

Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment.

Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards.

Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards.

Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The AMAP also includes useful information about special requirements for organisations wishing to develop education and training programmes, such as minimum qualifications for tutors and assessors, and special resource requirements.
