3.  Minutes

The minutes of the meeting held on 02nd March 16, were proposed by Cllr Rayner, seconded by Cllr Denton and agreed and signed as a correct record by the Chairman. The minutes of the planning meeting held on 24th March 16, were proposed by Cllr Beach, seconded by Cllr Mills and agreed and adopted as part of the proceedings of this Council.

5.  Public Question Time

Mr Atherton raised 3 concerns, the speed of vehicles and motorbikes using Battlefields as an alternative route to West Street due to the lack of speed humps, the lack of facilities in the village for youths and the inadequate provision of salt bins in Battlefields.

In respond to the first issue, it was agreed that although this was a KCC matter the clerk would raise the issue of speed restrictions with Cllr Valerie Dagger.

With regard to facilities for youths, it was pointed out to Mr Atherton, that the village has more facilities than most in the area, but ideas to engage the youth of today and to encourage involvement from their parents would be appreciated.

Cllr Rayner informed Mr Atherton that the village currently has in storage in excess of 10 tonnes of winter salt for use by the village gritter, which will help compensate for the fact that Battlefields fails to meet the KCC criteria for additional salt bins.

6.  Adoption of Standing Orders, Risk Assessment & revised Financial Regulations

The adoption of Standing Orders, Risk Assessment and Financial Regulations was proposed by Cllr Rayner, seconded by Cllr Beach and agreed unanimously by the Council.

iii.  CPA / Skate Park Operational Inspection Quotation 2016-17

It was agreed unanimously to accept the quotation from Commercial Services Ltd for both areas.

iv.  Holiday Programmes: 2016-17 Contribution

A 5% increase over WPC’s contribution in 2015-16 was agreed unanimously by the Council

v.  WPC email address

is a sub-account to an old email that Cllr Gillin no longer uses, and as a consequence of Cllr Gillin not using BT as his internet provider, there will be a £5.00 monthly charge from the May 16 to continue using this address. To initially preserve the address while alternatives are investigated, it was agreed unanimously to reimburse Cllr Gillin this monthly fee.

vi.  Pavilion CCTV

Although three companies have been approached for quotes on the installation to date only one company has responded. Decision deferred until additional quotes are obtained.

Non agenda item to allow Cllr Rayner authority to take forward the following statement to the 3G Pitch meeting of the 26th April 16

‘My council would be sympathetic to giving support for the motion to withdraw from continued membership of the current 3G Pitch’

The council agreed unanimously that it would have been minded to go this route if it had been a full agenda item.

9.  Date of next Parish Council Meeting

The date for the next meeting was proposed for the 04th May 16, at 7.30pm in the Wrotham Pavilion.
