MINUTES

of the meeting of 12 and 13 July 2000

BRUSSELS

On {12.07.2000}Wednesday, 12 July 2000, the meeting opened at 3.10 p.m. with Joaquim Miranda, chairman, in the chair.

1. Adoption of draft agenda PE286.801

Speakers: Nelly Maes, Francisca Sauquillo Pérez del Arco, Ulla Margrethe Sandbæk, Jürgen Zimmerling, Glenys Kinnock, Gianfranco Dell'Alba, Miguel Angel Martínez Martínez, Concepció Ferrer, John Alexander Corrie, Generoso Andria, Yasmine Boudjenah, Karin Junker and the chairman.

Item 12 (Bangladesh) and item 17 (ACP Secretary General) were postponed. The order of items was slightly changed.

The draft agenda, as amended, was adopted.

3. Commission announcements

a) Welcome to visitors The chairman welcomed Mr Serge Clair, Co-President of the ACP-EU Joint Assembly.

b) Colombia The chairman proposed that, in the light of the risk of dialogue breaking down and in view of the new Colombia Plan, the committee discuss the situation in Colombia at one of its next meetings.

Speakers: Gianfranco Dell'Alba, Wolfgang Kreissl-Dörfler, Nelly Maes, Yasmine Boudjenah, Marco Pannella, John Alexander Corrie and Francisca Sauquillo Pérez del Arco.

Decision: Colombia would be placed on a forthcoming agenda.

4. Question Time

a) Reform of the banana regime (Glenys Kinnock). Mr Lange, Commission representative, replied to the written questions and to supplementary questions from Glenys Kinnock and the chairman.

b) Tied aid (Margrietus J. van den Berg). Mr Fontaine, Commission representative, replied to the written question.

c) Medicines and patents (Margrietus J. van den Berg). Mr Darmuzey, Commission representative, replied to the written question and to a supplementary question from Ulla Margrethe Sandbæk.

d) Uganda; Haiti; Solomon Islands; Fiji (John Alexander Corrie). The answers would be given in writing.

15. Any other business

a) Fiji John Alexander Corrie said that consideration should be given to applying Article 366A of the Lomé Convention. Glenys Kinnock said the matter should be raised with Commissioner Nielson, as should that of the Solomon Islands.

b) Sri Lanka Nirj Deva raised the question of sending observers to the forthcoming elections.

Decision: The chairman would write to the President of Parliament.
