Main purpose of the role:
  • To provide effective leadership and support to the Commissioner to enable successfulfulfilment oftheir statutory obligations as set out in the Police Reform and Social Responsibility Act 2011, the Policing and Crime Act 2017, the Fire and Rescue Services Act 2004 and other relevant legislation.
  • To act as monitoring officer to the Commissioner intheir role as PFCC for Essex and as Essex PFCC-FRA as set out in section 5 of the Local Government and Housing Act 1989, and as amended by the Police Reform and Social Responsibility Act 2011.
  • Ensure the commissioning of effective and efficient policing, fire and rescue, crime reduction and community safety services across greater Essex.
  • Facilitate the development and delivery of the Commissioners vision, strategy and priorities as set out in the Police and Crime Planand Fire and Rescue Plan.
  • To lead and manage the staff and business of the Office of the PFCC to ensure it achieves its objectives as set out in the Police and Crime Plan, Fire and Rescue Plan and OPFCC annual business plan, engagingclosely with Essex Police, Essex County Fire and Rescue Service and local and national partners to further develop its role and deliver on its statutory functions efficiently and effectively.
  • Working with the section 151 officers and through the Commissioners performance and scrutiny programme, ensure that the PFCC’s budgets for Policing and for Fire and Rescueservicesare properly and effectively used by the Chief Constable and the Chief Fire Officer in furtherance of their statutory duties and the priorities of the PFCC.
  • Direct responsibility for the management of the Office for the PFCC’s budget, ensuring effective budget planning and review and the efficient use of PFCC resources, delivering improved performanceand good value for money to the public of Essex.

Key Responsibilities:
  • To act as Chief Executive to the Commissioner appointed under Section 16 of the Police Act 1996 and to carry out efficiently and effectively the statutory responsibilities of the role as set out within the Act including being principal adviser to the Commissioner in respect of statutory powers and responsibilities, and being Head of Paid Service for the Office of the PFCC.
  • Act as Monitoring Officer for the Commissioner in their role as both PFCC for Essex and PFCC-FRA, as identified under Section 5 of the Local Government and Housing Act 1989 to (a) detect and report any illegality or maladministration in the business of the office and (b) deal with matters connected with the conduct of employees under the Local Government Act 2000.
  • To advise and support the Commissioner in defining, developing and implementing their strategic vision as set out in the Police and Crime Plan, Fire and Rescue Plan and wider strategy and policy objectives.
  • To provide high quality strategic advice to the Commissioner to inform effective governance and decision making.
  • To provide leadership to the OPFCC complaints programme, ensuring that the PFCC delivers on statutory requirements in relation to oversight of the police professional standards and complaints system and on responsibilities in relation to complaints against the Chief Constable and Chief Fire Officer.
  • To lead and manage the staff and business of the OPFCC ensuring the provision of professional, effective and efficient services and support to the PFCC and DPFCC, and ensuring the successful deliveryof priorities as set out within the Police and Crime Plan and Fire and Rescue Plan.
  • As monitoring officer, ensure that all the PFCC’s business is conducted efficiently, effectively and in accordance with legal and statutory requirements.
  • To communicate and engage with senior level stakeholders on local, regional and national levels, forging strategic relationships, influencing outcomes, strengthening strategic partnerships and enhancing the reputation of the PFCC and its office.
  • Ensure that an effective corporate governance framework is in place and delivers effectively across the OPFCC.
  • To horizon scan national and local policy developments which affect the PFCC, actively engaging in strategic discussions to ensure that the PFCC is fully briefed and aware of key strategic issues, risks and opportunities.
  • To develop and maintain effective working relationshipswith chief officers and staff within Essex Police COMG and ECFRS SLT, acting as a principal link in relation to the management of the PFCC’s business.
  • To communicate and liaise on behalf of the Commissionerwith key bodies including HMICFRS, the Home Office, APCC, MoJ and other relevant government departments and bodies and to develop and maintain good working relationships at local, regional and national levels.
  • To provide leadership for proactive communication and engagement between the PFCC and the communities of Essex, ensuring that the role and profile of the Commissioner is understood and recognised across Essex

Dimensions of role:
  • Statutory responsibility for reports under Section 5 of the Local Government and Housing Act, 1989 discharging the statutory duties of the Monitoring Officer to ensure the Commissioner fulfils lawful obligations, statutory duties and performs functions and activities in accordance with the law.
  • Support the Commissioner in overseeing the delegation and monitoring of Essex Police and Essex County Fire and Rescue Service revenue budgets to the collective total of circa £370m and capital assets of circa £295m.
  • Management of the budget of the Office of the Police, Fire and Crime Commissioner circa £1.4m.
  • Personal statutory responsibility to report directly to the Commissioner and the Police, Fire and Crime Panel on all matters of governance and compliance including unlawful or improper conduct by or on behalf of the Commissioner.
  • Exercise delegated authority under the PFCC’s for Essex Scheme of Consent and the Essex PFCC-FRA Scheme of Delegation.
  • Operate as a member of the OPFCC senior management team.

PERSON SPECIFICATION
Essential criteria:
  • Educated to degree level or equivalent qualification or possess significant experience commensurate with the role.
  • Proven senior leadership experience at the level of Executive Director for a minimum of 3 years, including in senior policy roles and in influencing executive-level decision making.
  • Proven ability to work collaboratively to deliver objectives and experience of leading complex programmes of change.
  • Track record of building strong working relationships with politicians, members of the public and executives form all sectors and an ability to influence across strategic/executive level stakeholders.
  • A strong level of expertise across the legislative framework and policy environment in which the PFCC operates.
  • Demonstrates a commitment to safeguard and to keeping children and vulnerable people safe from harm.
  • The ability to demonstrate a good understanding of current issues within Policing, Criminal Justice and the Fire and Rescue Service.
  • Experience of successfully leading a team and developing individuals.
Desirable criteria:
  • Legal expertise.
  • Evidence of experience at a senior level in a public sector organisation.

Vetting Level:
  • This post is deemed to be a designated post and the postholder will be subject to management vetting as per policy P70/06.
  • Vetting clearance is a pre-requisite of employment in designated posts and the postholder will be subject to a vetting assessment every 12 months. National Security vetting clearances are reviewed every 5 years.
