The workgroup approved both the June meeting summary (with edits) and the July meeting summary.

The ELC/OHPB Joint Policy Committee has asked for recommendations for dashboard measures and Hub/CCO accountability measures.

Dashboard

The Workgroup reviewed by domain and as a whole measures that received the highest support for inclusion in the Child & Family Well-Being Dashboard at the July meeting. There was a robust discussion to ensure that that the measures recommended for the dashboard were both comprehensive and actionable. Some measures that had received support were deemed infeasible after further vetting and removed from consideration. However, two measures that had been removed (Incarcerated Parents and Cumulative ACEs) were reinstated by the Workgroup members at this meeting. The measure on incarcerated parents will likely require some further development, but it now appears that it will be feasible within a reasonable timeframe. Based on the discussion, several measures were moved to different domains to better reflect the intent behind including them and their data sources. And, given that currently available measures around family relationships derive from system interventions and, therefore, tend to be negative, the group decided to change the name of the first domain from “Positive Relationships” to just “Relationships.”

Since there was not a quorum of members at this meeting because of vacations and other commitments, these recommendations will need to be confirmed by the full Workgroup membership, particularly the inclusion of Measure #8 – Cumulative ACEs. An email will be sent to Workgroup members who were absent from today’s meeting for their feedback prior to the next meeting.

Joint Accountability Measures

Eight measures were adopted by consensus of those present to recommend as Joint Accountability Measures:

#223 Kindergarten Attendance

#218 Rate of Follow-up to Early Intervention after Referral

#188 Preventive Dental Care

#141 Well-Child Visits in the 3rd, 4th, 5th, 6th Years of Life

#84 Developmental Screening by 36 Months

#177 Among CYSHN who needed mental health/counseling, the percentage who received all needed care

#178 Among CYSHN who needed specialized services, the percentage who received all needed care

#TBD Food Insecurity Screening (under development by Metrics & Scoring, expected to be ready by 2017)

Four other measures had been proposed for joint accountability, but are not being recommended:

#141 Well Child Visit for children under 15 months: older children more appropriate age group for Hubs; this age group currently covered under Developmental Screening measure

#76 Immunization status: as currently defined, this measure covers only children under age 2

#236 Kindergarten Readiness Bundle: needs development, not implementable at this time

#100 Mental, Physical & Dental Assessment within 60 days of entrance into DHS custody: since this measure covers all children in foster care, the age range (up to 18) is too broad to be appropriate for Hub accountability

Final Report

A draft outline for the final report was presented to the Workgroup. Members noted that they were particularly interested in having the report call out their “wish list” for measures not currently available and for new data sources. Michael Bailit will draft the final report. Workgroup members will be given an opportunity to review the draft and suggest edits by email prior to our next meeting. The final report will be voted on at the September 10 meeting in preparation for final presentation to the ELC/OHPB Joint Policy Subcommittee on September 14.
