Westat will distribute copies of the draft measurement matrices being developed as part of the independent evaluation project. During the small group presentations, Westat will provide participants with an orientation to the organization of the draft measurement matrices. Westat is not seeking in-depth feedback during these small group presentations. Instead, the purpose is to explain how the materials are organized. In-depth feedback can be provided at a later date.

Following the Westat presentation, participants will engage in small group discussions facilitated by staff from AUCD. The small group discussions will provide participants with a forum for reflecting with their colleagues on the material presented in the draft measurement matrices.

The purpose of this morning session will be to restart discussions with the UCEDDs about methods for evaluating outcomes at the national and individual UCEDD level. Jennifer Johnson will provide a framework for the discussion and Carl Calkins will offer a historical perspective on UCEDD outcome measures.

This facilitated discussion will be an opportunity to hear briefly about current strategies in government to use performance management systems for internal and external operations and to generate ideas for UCEDD outcome measures.
