Distinguished permanent representatives:

At its meeting of June 17, the Special Committee on Transnational Organized Crime (CE/DOT) decided to convene a meeting on September 11, 12, and 13, 2006, at the headquarters of the Organization of American States, to be attended by experts in this field from the OAS member states, to conclude the negotiation of the new Draft Hemispheric Plan of Action against Transnational Organized Crime.

Bearing in mind resolution AG/RES. 2116 (XXXV-O/05), which called for the preparation of a Draft Hemispheric Plan of Action against Transnational Organized Crime, and resolution AG/RES. 2189 (XXXVI-O/06), which calls for the work on that Plan to be concluded before October 31, 2006, CE/DOT has held 11 meetings to negotiate the text of the Draft since March 27, 2006.

The document is in the final negotiation phase and its conclusion will require participation by experts who deal with this topic and are able to support CE/DOT in negotiating the draft text that is to be submitted to the Permanent Council for consideration.

The permanent representatives are urged to provide, before Friday, August 11, 2006, the names and titles of the experts who will work with Ms. Martha Braga, Chief of the Organized Crime and Gangs Section of the Department for the Prevention of Threats against Public Security of the OAS General Secretariat (e-mail: ).
