Guidance 4(iv)Roles and Responsibilities of a Chief External Examiner

Proposed role specification

  1. The Chief External Examiner (CEE) shall normally be selected from the existing appointed External Examiners, and be identified as such at initial appointment,or shall be a distinct nomination for the particular programme(s) or institution. In all cases the CEE must meet the University’s criteria for the appointment of External Examiners (see Guidance 4(i))
  1. The CEE shall be involved in meetings of the Assessment Board, or for programmes delivered at more than one centre, thefinal Assessment Board as well as meetings of his/her local Assessment Panel
  1. Minutes and module grade spreadsheets shall be forwarded to the CEE following Assessment Panel meetings
  1. At Assessment Board meetings, the CEE shall be involved in resolution of borderline cases or other matters signalled as requiring further consideration by Assessment Panels
  1. While the CEE shall be expected to comment on overall grade profiles from Assessment Panels and other matters, s/he shall not normally propose modification of those grades
  1. At each assessment period, samples of assignments from all Degree Centres representing a cross-section of grades awarded shall be made available electronically to the CEE
  1. The CEE shall be a signatory to the final Conferment Lists produced by Assessment Boards; this may be by e-mail
  1. From time to time meetings between the Link Directors, the CEE and other External Examiners may be called, using video or telephone conferencing
  1. The CEE shall submit an annual report from the perspective of that role in addition to his/her local responsibilities. For programmes delivered at more than one centre the CEE will receive copies of all local EE reports and submit an overview report incorporating themes arising from these reports.
  1. The CEE shall guide and review the work of local External Examiners and report to AQS on these matters, as per Guidance 4(iii). The CEE’s role shall be primarily to coordinate and advise the team of External Examiner Assessors , who retain their individual independence and autonomy as set out in University documentation
  1. The above points are supplementary to the Rights and Duties of External Examiners specified in Section 4.3.3.
  1. The CEE shall receive a copy of the responses to external examiners’ reports.
