Waterberg Economic Development Agency (WEDA)is a specialized legal entity wholly owned by Waterberg District Municipality and has civil society and private sector representation. It is utilized to coordinate potential investors and regional investment opportunities in accordance with the development objectives of the Waterberg District Municipality. The agency is looking for highly motivated, suitably qualified and experienced individual to fill the following position:

CHIEF EXECUTIVE OFFICER (CEO)

(FIVE YEAR PERFORMANCE BASED CONTRACT POSITION)

Remuneration: Negotiable, Commensurate with the position’s seniority.

Role: To strategically lead and manage WEDA so that it can effectively achieve its mission and objectives, thereby promoting growth and development within the WDM.

Requirements includes: A relevant tertiary qualification in Public Management or Business Management and Economic Development studies, 5 years experience in Management level, Experience in Economic Development or Business Management, or other relevant areas, a sound knowledge of the challenges of area based integrated development, project management skills, high degree of articulacy and; strong credibility in high level interaction with prospective investors, sound knowledge of local government applicable statutory frameworks regulating the management of municipal entities, strong business acumen with broad experience in economic development and; proven management skills; track record in the preparation and development of strategic plans, business plans and budgets, ability to implement internal systems and controls to ensure sound management and administration.

Duties includes: Provision of guidance and leadership towards realization of WEDA strategic goals and objectives, coordinating the implementation of programmes taking into consideration WEDA spatial, economic, social and environmental dimensions, its regulatory, budgetary, financial and legal implications, communicating on regular basis with all stakeholders to consult and inform upon the implementation of programmes and progress, provisioning of a one-stop centre for access to possible development funding administration on contracts, conducting research on development issues, provision of advice to the Board of Directors, provision of secretarial services to the Board of Directors and implementation of Board of Directors’ resolutions, staff appointments and management of performance of WEDA personnel.

OFFICE OF THE MUNICIPAL MANAGER

CHIEF INTERNAL AUDITOR - POST LEVEL 3

Salary: R236 976 fixed, per annum

REQUIREMENTS:

  • Applicant must be qualified with a B Com degree /Diploma, 4 years working experience in internal Audit or Financial Accounting with exposure to risk management practices and must be registered with Institute of Internal Auditors of South Africa. Valid driver’s license (Code 08)

KNOWLEDGE:

Treasury regulations, Control frameworks, familiar with risk management procedures, proficient in assessing systems of internal control, exposure to performance audit will be advantageous, understanding of Municipal Finance Management Act No. 56 of 2003 and other relevant legislations.

SKILLS AND COMPETENCIES:

Strong in decision making and problem solving, Strict deadline orientation, ability to work under pressure, strong planning skills, project management skills, proficient with Microsoft

KEY RESPONSIBILITIES
Co-ordinate and controls processes and procedures associated with the formulation of the Municipality’s Risk Audit Plan, Program and compile Risk Register
Monitors applications, procedures and processes associated with specific statutory financial responsibilities and functions of the municipality
Manages the implementation of Audit investigative processes to determine irregularities or non-compliance
Disseminate guidance and information on specific key performance areas and requirements associated with the Audit program
Plan, develop and execute comprehensive audit programmes, including performance and financial compliance
Develop and maintain productive staff and management relationships through individual and group meetings
Interact with internal and external bodies such as Risk Management, External Audit, Legal Services
Ensure the sharing of knowledge based on audit activity conducted
Compile and provide periodic reports as and when required by the Municipal Manager
Report directly to the Municipal Manager
Assist external auditors with data provision
  • Provide administrative support to Audit Committee

INFRASTRUCTURE DEVELOPMENT

DIVISIONAL MANAGER: CAPITAL PROJECTS (PROJECT MANAGER) POST LEVEL 03

SALARY: R 236976 fixed, per annum

REQUIREMENTS

  • An appropriate three year N. Diploma in Civil Engineering plus three years experience in Project Management preferably in local government environment/senior project management level. Computer literacy and a valid driving license (code 10).

KNOWLEDGE AND EXPERIENCE

  • Sound knowledge and understanding of Local Government Administration and Legislation.
  • A proven track record of project planning, implementation and monitoring.

COMPETENCIES AND SKILLS

  • Must be able to prepare and present high quality reports.

  • Political sensitivity and highly developed ability to identify and manage confidential and sensitive information and to operate with professionalism and integrity.

KEY PERFORMANCE AREAS

  • Control expenditure in line with business plans.
  • Manage MIG funding within the Municipal system.
  • Co-ordinate the proper identification process in terms of relevant IDP’s
  • Co-ordinate the project feasibility process with the involvement of relevant departments
  • Establish and approve contracts with contractors for each project, including feasibility studies.
  • Project management, including ensuring that project meet planning objectives.
  • Co-ordinate project base capacity building initiatives.
  • Submit weekly, monthly, quarterly, bi-annual and ad hoc reports to Departmental Manager, Municipal Manager, Portfolio Committee and DPLG as determined in applicable legislation
  • Liaise with the Planning and Economic Development Department
  • Prepare tenders and tender adjudication.

BUDGET AND TREASURY OFFICE

DIVISION: SUPPLY CHAIN MANAGEMENT

DIVISIONAL MANAGER SUPPLY CHAIN MANAGEMENT POST LEVEL 03

REQUIREMENTS:

  • An appropriate Degree/diploma in Supply, Purchasing, Procurement Management and/or appropriate proven experience in the field of Local Government Administration, procurement and tender management. 2-3 years experience, computer literacy and Code C1 driving license.

KEY RESPONSIBILITIES:

  • Manages and establishes an effective Demand Management System for the Municipality
  • Develops drafts, formulates and reviews policies, procedures, manuals and produces management reports related to Supply Chain Management.
  • Manages, monitors, recommends and keep record of procurement of goods and services between R30 000 and R150 000 delegated to the CFO by the Municipal Manager.
  • Promotes, recommends and implements SMME and BEE and job creation strategies and programs and compiles reports.
  • Manages and supervise staff in the Unit.
  • Assist the CFO with budget compilation, control and monitoring.
  • Responds and investigates tender and procurement complaints and legal challenges and obtains legal opinion and advice where necessary.
  • Manages the compilation of Service Provider databases of Professional Service Providers, General Services Providers and Contractors for the entire Municipality.
  • Management of the internal support to departments on SCM and bidding issues.
  • Provides support in terms of SCM to local municipalities.
  • Establishing an effective system of risk management for the identification, consideration and avoidance of potential risks in the SCM system.
  • Manages the disposal of municipal goods no longer needed and/or are redundant
  • Plans and monitors the municipality’s bidding processes.
  • Establishment through operational procedures, an effective system of acquisition management.
  • Establish and manage an effective internal monitoring system in order to determine, on the basis of retrospective analysis, whether the authorized SCM process were followed.
  • Management of the submission of statutory reports in terms of the MFMA and SCM regulations.

OFFICE OF THE MUNICIPAL MANAGER

DIVISIONAL MANAGER: STRATEGIC SUPPORT AND PLANNING POST LEVEL 03

Salary: R 236976 fixed, per annum

REQUIREMENTS:

  • Appropriate B Degree or equivalent qualification, five- year experience in local government with 2- year experience in local government strategic and development programmes (preferably senior management level)
  • Valid driver’s license (code 08).

KNOWLEDGE:

  • Sound knowledge of local government legislations
  • Sound knowledge of intergovernmental and international relations
  • Monitoring and strategic planning

SKILLS AND COMPETENCIES:

  • Ability to advice the Municipal Manager on strategic developmental issues of the municipality,
  • Communication skills at all level (internally and externally)
  • Proven track record of planning and leadership
  • Facilitation skills and sound computer literacy
  • Project management and strategic planning skills

KEY RESPONSIBILITIES:

  • Render strategic and leadership functions for the Municipality including the preparation and annual review of the IDP strategic planning documents
  • Monitoring and overlooking alignment of sectoral plans with the Integrated Development Plan
  • Strategic support to Municipal Manager, and management in aspects of strategic management, performance management system and organizational development
  • Develop a system of checks and balances with regard to implementation of Council resolutions, strategic decisions taken by Provincial and National IGR forums
  • Assist in managing the interface between the Office of the Municipal Manager and other senior managers in the district municipality
  • Assist in the co-ordination of the operations of the district municipality’s management team
  • Identification of strategic capacity building needs
  • Supporting the Municipal Manager in implementation of organizational performance management and monitoring implementation of priority projects
  • Development and co-ordination of an integrated strategic planning framework for the District Municipality
  • Assist in the sound administration and management of the staff that is attached to this office,
