Applications Development, Support and Maintenance Services

Objective of the Request for Expressions of Interest (RFI)

The Global Fund to Fight AIDS, Tuberculosis and Malaria (“TGF”) and the World Health Organization (“WHO”), together invite organizations to indicate their interest in providing services for Applications Development, Support and maintenance in general, onsite and/or off-shore, in a long term framework agreement with TGF and/or WHO. Application Development Background

TGF and WHO’s current application development use common technologies mostly based on Microsoft technology stack (i.e. DOT.NET; Office Suite; SQL server, etc.).

To expand and outsource the development environment, TGF in conjunction with WHO are seeking the following profiles at different seniority levels:

·  Business and Systems Analysts

·  Software and Systems Engineers

·  Database Specialists (Architects, Application Modellers)

·  Technical Project Managers

·  Technical Documentation Specialists

·  Software Quality Assurance Specialists

·  Trainers

Companies are invited to submit their interest for either or both TGF and WHO. Both TGF and WHO are seeking companies that can support one or more of the technologies. This will lead us to the selection of one or more companies.

TGF application environment

Historically, for the development of a specific Grant Management System (“GMS”), TGF has outsourced the development of the entire application. Then, in order to better manage the development and the internal knowledge, TGF internal Information Systems department has taken over the responsibility of managing and deploying all the applications. Now, it is envisaged to outsource the development of the GMS and subsequently its maintenance, as well as the development of other applications.

Most of these applications are built or will use the following Microsoft technologies:

·  Windows 2003, C#, InfoPath, Office Suite 2000 to 2003 (Access, Excel), ASP, ASP.Net, SQL 2000 and 2005, SharePoint 2003, Analysis and Reporting service 2000 & 2005

TGF is composed of 7 business units and the number of staff is approximately 300 located in Geneva. TGF partners are estimated to 300 and the Key Players outside TGF, recipients of information are:

·  Countries and governmental bodies

·  TGF collaborating centres

·  Major donors

The WHO application environment

Application Management Engineering unit (AME) is part of the Information Technology and Telecommunication department in the General Management cluster and is responsible for managing most of the software application development, maintenance and operation in WHO headquarters.

AME is seeking to establish a long term relationship with privileged partners for the development and maintenance of its portfolio of legacy and future applications.

AME portfolio currently includes approximately 200 applications ranging from 3 man/month Access applications to multi man/year web applications including several public web sites. Those applications are mostly used by WHO HQ or Regional staff which represents around 3000 users.

The portfolio of applications is broken down into 3 categories managed by different teams:

·  Corporate Management Systems includes administrative and management systems such as the Travel Management System (TMAS), Online procurement system (WebBuy), Activity Management System (AMS) or Donor management (AVANA) etc…

·  Information Worker Applications includes information management and collaboration tools available to the whole WHO staff such as the WHO Intranet, the Datacol application or the numerous SharePoint web sites etc…

·  Health Technical Systems includes applications which directly support WHO's strategic mission such as the Event Management system, the Polio Vaccine Financial Forecast database, the HIV Price Reporting application or the Craniofacial Abnormalities database etc…

Most of those applications are built on Microsoft technologies:

·  Windows NT, 2000 and 2003, Visual basic 6, Office Suite 2000 to 2003 (Access, Excel), ASP, ASP.Net, SQL 2000 and 2005, SharePoint 2003, Analysis and Reporting service 2000 & 2005

Few but large ones also use Powerbuilder 6.5/8/9 and Crystal Report 7.0/9.0.

Expression of Interest

TGF, in conjunction with WHO invite organizations to indicate their interest in providing services for application development, maintenance and support and in particular for the development, maintenance and the deployment of TGF Grant Management System in Geneva. The working language will be English.

All interested firms are encouraged to provide the following information in English, indicating that they are qualified to perform any of the above mentioned services by completing the attached RFI-response template. Subsequently if your company profile meets our requirements, you will receive on or about September 12, 2006 the complete Request for Proposals.

2.  Company organizational chart

3.  Duly completed RFI-response template using exclusively the attached Excel file (appendix B).

Selection Criteria

·  Organization structure, staff approach, development methodology, expertise and experience in systems implementation and in projects similar to the one described in this RFI

·  Project success, and financial stability

·  Proximity, capability to “lease” people locally


Appendix A:

For TGF, one of the key applications where outsourced development, deployment and maintenance is requested is the Grant Management System (GMS).

1.1  Objectives of the GMS

TGF initiates the development of a GMS to improve communication and the systematic coordination of grants allocated to diseases. The aim of the GMS is to help staff in their everyday work of capturing data and reporting on TGF grant activities. The results of the grant process are to be published and easily compiled. The purpose is also to offer and facilitate access to grant information and enabling all levels of TGF and its partners to create, share, and appraise grant information in a timely and transparent fashion.

The GMS Core of TGF is meant to track the evolution of the Grants that are provisioned to the countries. It serves both as a performance analysis tool, a statistical and reporting system, as well as to keep track of all disbursement that occur in specific territories for a specific disease. The GMS Core will be used by all the business units within TGF, as well as by external donors.

Today the grants are being managed through various information systems that are spread across business units. With the implementation of the GMS Core, it will help move away from the currently spread information systems and data to a more consistent, unique data management system across grant lifetime. It is also meant to provide a user friendly tool to manage data associated to grants.

The following five objectives for the development of the GMS has been planned and laid out:

1.  Build TGF data store

2.  Feed the data store

3.  Provide user interface modules

4.  Populate and upload Excel sheets

5.  Promote the use of the system

1.2  Proposed GMS Features

·  Global repository of grant information, financial data, updates, communications, documentation, targets, objectives, performance, results and decisions

·  Document creation, filing and storage capability, including powerful search functionality

·  Standardized information products for Member States, public health officials, media and the public

·  Electronic distribution and grant allocation and disbursement processes

·  Data exchange / integration with other systems, vertically as well as across TGF and its partners

·  Administration features which allow TGF managers to custom tailor user profiles and process flow

Attachment II

NONDISCLOSURE AND CONFIDENTIALITY AGREEMENT

Introduction

By a pre-solicitation notice dated August 4, 2006, the Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) in conjunction with The World Health Organization (WHO) has notified ______(the “Company”) that the Global Fund and WHO intend to issue a request for proposal (the “RFP”) for Applications Development, Support and Maintenance services, as more particularly described in the RFP (RFP HQ-GVA-06-026).

The RFP will contain some documents, files and other information, whether in hard copy, electronic or other form, that is confidential and proprietary to the Global Fund and/or WHO (collectively the “Global Fund and/or WHO Information”). The Global Fund and/or WHO Information include all communication of the Global Fund and/or WHO Information between the parties in any form whatsoever, including oral, written, electronic or other form.

The Company understands that delivery of the RFP to the Company is conditional upon the Company entering into this Agreement.

The Company wishes to receive the RFP.

Accordingly, the parties hereby agree as follows:

1. The Company agrees:

(a)  to treat all The Global Fund and/or WHO Information as confidential and not to disclose the Global Fund and/or WHO Information, either in whole or in part, to any third parties;

(b)  to use the same degree of care to maintain the Global Fund and/or WHO Information secret as the Company uses in maintaining as secret its own proprietary information, provided that at least a reasonable degree of care is employed at all times;

(c)  not to view, copy or otherwise access or use the Global Fund and/or WHO Information except as necessary to prepare a proposal by the Company to deliver services to the Global Fund and/or WHO pursuant to the RFP (the “Permitted Purpose”);

(d)  to restrict disclosure of the Global Fund and/or WHO Information solely to those employees and consultants of the Company who have a need to know such Global Fund Information for the Permitted Purpose, to advise each such employee and consultant, before he/she receives access to the Global Fund and/or WHO Information, of the obligations of the Company under this Agreement and to require each such employee and consultant to maintain those obligations; and

(e)  not to remove or copy any information from Global Fund and or WHO premises or information technology systems, except as authorized by the Global Fund and WHO.

2. the Global Fund and/or WHO Information does not include any information:

(a)  which was known to the Company before receipt of the RFP from the Global Fund or WHO (other than any such information that is known to an employee or consultant of the Company by reason of such employee or consultant having formerly provided information technology services to the Global Fund or WHO);

(b)  is lawfully obtained by the Company from a third party under no obligation of confidentiality;

(c)  is or becomes generally known or available other than by unauthorized disclosure; or

(d)  is generally disclosed by the Global Fund to third parties without any obligation of confidentiality on such third parties.

3. The Company must return all the Global Fund and/or WHO Information (and all copies, extracts and other objects or items in which it may be contained or embodied) to the Global Fund and WHO by the deadline for delivery of proposals as stated in the RFP and, in any case, within three days following receipt by the Company of notice from the Global Fund and/or WHO.

4. The Company understands that this Agreement does not obligate the Global Fund and/or WHO to disclose any information or negotiate or enter into any agreement or relationship with the Company.

5. The Global Fund and/or WHO Information shall remain the sole property of the Global Fund and WHO respectively.

6. This Agreement is binding upon the parties hereto and upon the directors, officers, employees and agents of each. This Agreement is effective as of the later date of execution by the parties.
