SUBJECT: Call for entries

RE: Low-value public procurement procedure to be conducted as an anonymous public competition to design a new logo and slogan for Slovenia

The contracting authority, the Republic of Slovenia, the Government Public Relations and Media Office, is calling for entries for a low-value public procurement order via an anonymous public competition to design a corporate visual identity for Slovenia in the following two areas:

  • Area A: a logo for Slovenia
  • Area B: a slogan for Slovenia

Entrants must make separate entries for each area. An individual entrant may submit an entry for both areas, or for a single area. An individual entrant may submit multiple entries for a particular area.

The contracting authority will choose the best entries for each area. The contracting authority may award the order to different entrants for each area, or to the best entrant for the two areas together.

1. Guidelines

The subject of the anonymous public competition is the design of a corporate visual identity for Slovenia in the following two areas:

  • Area A: a logo for Slovenia
  • Area B: a slogan for Slovenia

The guidelines for designing the basic elements of the subject of the competition are given in Appendix 1 of this call for entries.

2. General conditions for submitting entries

The contracting authority will conduct the procedure for awarding the low-value public procurement order in the form of an anonymous public competition.

Entries will be deemed to have been submitted on time if they are submitted by 12 pm on Monday, 4 September 2006, to the Government Public Relations and Media Office at Gregorčičeva 25, 1000 Ljubljana, Slovenia.

(Note: the rule is that the contracting authority must receive the entry by the deadline; submitting the bid to a post office by the deadline is not sufficient)

Because the competition is anonymous, entrants must submit their entries in a sealed envelope labelled “Anonimni javni natečaj – Logotip in slogan Slovenije” (Anonymous public competition – Logo and slogan for Slovenia), on which there are no discerning marks by which the contracting authority could identify the entrant.

Envelopes that reveal the identity of the entrant will be disqualified.

Incorrectly labelled or incorrectly completed entries, entries that reveal the identity of the entrant in contravention of this call for entries, and late entries will be disqualified by the contracting authority.

Each entry must contain two sealed envelopes inside, labelled 1 and 2, the upper left corner on the outside of the envelope being labelled with the entrant’s four-digit code. This ensures that the entries are anonymous.

3. Contents of envelopes

3.1 Contents of envelope 1

The envelope labelled with the number 1 and the entrant’s code must contain the following, correctly completed, signed and stamped:

the Declaration Form

The forms are given in Appendices 2 and 3 of this call for entries.

3.2 Contents of envelope 2

The envelope labelled with the number 2 and the entrant’s code must contain the design of the logo or the slogan for Slovenia that is the subject of the call for entries. The design itself must be labelled with the entrant’s four-digit code and the code of the area of the competition for which it has been submitted, in a visible place (the upper left corner). Should the design not be labelled with the entrant’s four-digit code, the head of the public procurement procedure will label it when it is opened. Should the area of the competition not be designated, and should the head of the public procurement procedure be unable to determine the area of the competition for which it has been submitted, the entry will be disqualified. There may not be any discerning marks identifying the entrant on the envelope, and neither may the identity of the entrant be revealed by the contents of the envelope. The contents of envelope 2 will be forwarded to the jury.

4. The jury

The jury will consist of the members of the Council for the Promotion of Slovenia, and four experts drawn from the fine arts, marketing, design and ethnography, who will be appointed later by the Council for the Promotion of Slovenia. The members of the Council for the Promotion of Slovenia are:

  • Aleksander Zorn, State Secretary at the Office of the Prime Minister
  • Dr Dimitrij Rupel, Minister of Foreign Affairs
  • Andrej Vizjak, Minister of the Economy
  • Dr Vasko Simoniti, Minister of Culture
  • Janez Lenarčič, State Secretary at the Government Office for European Affairs
  • Gregor Krajc, Director of the Government Public Relations and Media Office

5. Special conditions for entries:

The solutions proposed in the entries must meet the following conditions:

5.1 Conditions for Area A (the logo):

  1. Designs must be submitted in colour and monochrome versions, and a simulation of relief version
  2. Each version must be produced in variants with maximum sides of 200 mm, 100 mm, 20 mm and 10 mm
  3. The rules of geometry, artistic aesthetics and colour for designing a logo should be followed
  4. The design for the logo must be illustrated in vertical A3 format (297 mm x 420 mm)
  5. All designs must be executed so that it is possible to subsequently realise a variety of applications from them (for commercial printed material, publications, promotional material, etc.), which means that the logo must be designed in vector format
  6. Entrants must provide a written explanation and argumentation for their designs

5.2 Conditions for Area B (the slogan):

  1. The slogan must be elaborated in Slovene and English versions
  2. Entrants must provide a written explanation and argumentation for their designs

Designs that do not meet the above conditions will be disqualified, and will not be scored by the jury.

6. Scoring criteria

The jury will only score design solutions that are submitted in accordance with this Call for Entries and that satisfy the competition conditions.

The jury will score the entries anonymously, and separately for the designs for each area of the competition.

6.1 Scoring criteria for Area A (the logo):

  1. clarity (expressiveness) of the substantive precepts10 points
  2. ease of recognition and distinctiveness10 points
  3. artistic purity and originality 10 points
  4. multi-purpose usefulness and applicability10 points
  5. ease of recollection 10 points

The highest total score is 50 points. The entrant that achieves the highest total points score will be chosen as the winner. If two or more entrants are awarded the same total points score, the entrant with the most points for the first criterion will be ranked highest. If the entrants have the same points score for the first criterion, the entrant with the most points for the second criterion will be ranked highest. If the entrants have the same points score for the second criterion, the entrant with the most points for the third criterion will be ranked highest, and so forth, until the entrants can be separated.

6.2 Scoring criteria for Area B (the slogan):

  1. clarity (expressiveness) of the substantive precepts10 points
  2. ease of recognition and distinctiveness10 points
  3. originality10 points
  4. multi-purpose usefulness10 points
  5. ease of recollection10 points

The highest total score is 50 points. The entrant that achieves the highest total points score will be chosen as the winner. After the designs submitted in the anonymous public competition have been scored in line with the criteria, the jury will rank the designs for each area that achieve at least 30 points. The ranking will be expressed in terms of the entrants’ four-digit codes and the serial numbers of the designs (in the event of an entrant submitting multiple designs for a particular area). The jury will draw up a report of the scoring of the designs.

The contracting authority will announce the results within 30 days of the deadline for submitting the entries.

7. Opening of the entries

The entries will be opened at 10 am on Tuesday, 5 September 2006, in the conference room on the 1st floor of the premises of the Government Public Relations and Media Office of the Republic of Slovenia; the opening will not be public.

All envelopes labelled 1 will be stored with the head of the public procurement procedure until the jury makes its decision. On the basis of the jury’s report, the head of the public procurement procedure, who is not a member of the jury, will open the envelopes labelled 1. After the jury’s decision, and on the basis of the ranking of entrants as drawn up, the contracting authority will call on the winning entrant to sign a contract, and will notify the other entrants of the choice.

8. Purchase of the design and reimbursement of the material costs

The contracting authority will for each area purchase the single design that received the highest number of points from the jury. The winning entrant(s) will be called upon to sign a contract for the exclusive transfer of all material rights as specified in Article 22 of the Copyright and Related Rights Act on the logo and the slogan for Slovenia from the designer to the contracting authority for use in Slovenia and in the rest of the world, for the entire duration of the copyright, for use in print and in electronic form. For the transfer of the material rights on the aforementioned things, for all the services provided in connection with the subject of this public procurement order, and for the winning entrants’ work with the contractor for the production of individual applications and work with the contracting authority on the preparation of the tender documentation for the procedure of choosing a contractor for the production of applications, the contracting authority will pay each of the winning entrants a fee of SIT700,000 excluding VAT, which also covers any other charges for the entrant.

The contracting authority will pay half of the sum to the winning entrant 30 days after signing the contract and receiving the official invoice, and the remainder 30 days after the work with the contracting authority on the preparation of the tender documentation for the procedure of choosing a contractor for the production of applications and the work with the chosen contractor for the production of individual applications is completed.

The contracting authority will not reimburse the other entrants that submitted entries for their material costs.

The contracting authority reserves the right to refrain from choosing any of the entries and from signing a contract on the purchase of the material rights with any of the entrants, should none of the submitted designs receive at least 30 points.

After the anonymous public competition procedure is completed, the contracting authority will return samples of the designs for the logo and the slogan to entrants at their express request, and will archive copies or photographs of the designs.
