LPCC Oversight Council – Cluster C

Meeting participants: Kaeleigh Porter (LPCC Coordinator), Lily Osborn (SPOE Director), Mary Ellen Schreck (SPOE Coordinator Supervisor), Paula Fox (Turnstone), Nicole Wysong (Early Childhood Alliance), Amy Ellis (Homefront), Robyn Culley (Early Head Start – Grant Co.), Nichole Hall (Brightpoint Head Start), Kathy Weibel (FWCS), Theresa Sell (AWSSC), Candace Lisinicchia (HCCSC), Clare Mann (1st Kids), Stephanie Furnas (Hand in Hand), Nancy Moore (Possibilities Northeast)

Introductions were made.

Meeting minutes were reviewed from June. Kathy motioned to approve the meeting minutes. Paula Fox second the motion. Minutes approved.

Cluster Report: Clare revised the Cluster Report and reviewed how it was obtained. Clare reported that referrals have increased. Clare reviewed everything that the report contained; child count, breakdown of referrals by county, and the under 1 population.

Fiscal Report: Clare discussed that the last fiscal year ended 6/30/15. Clare reported that 1st Kids was approved to expand First Steps’ funds in order to help cover costs. The majority of these additional expenses were mileage for coordinators, insurance, and liability funds.

HR Report: Lily discussed the current HR status of employees. 1st Kids recently hired a new ongoing service coordinator to cover parts of Grant County. Danielle Sevrence, currently covering Grant County, will be moved up to Allen County to take over caseload from previous service coordinator who resigned. Jessica Greene will be now covering Huntington and Wabash counties. Robyn Culley asked about training timeline and Mary Ellen Schreck explained that the new ongoing service coordinator will be trained by Jodi Curtis (Coordinator Supervisor in Grant County office), Lily Osborn, and herself.

Assessment Team: First Steps reported no changes in Assessment Team as of now. Scheduling is going well even with the high amount of children being referred.

Data Review: Lily reported that the rough drafts of First Steps Quality Improvement Plan (QIP) are due 9/15/15. Lily explained the indicators that First Steps were not incompliance on. Clare discussed the QIPs in depth and how they are outlined. Clare explained each indicator First Steps reported on and clarified the outcome created in order to achieve the indicator presented. Clare explained the collaboration with the NICU at Lutheran Children’s Hospital. Robyn asked if there was any collaboration with NICU at Peyton Manning Hospital and Riley’s Children’s Hospital. Clare reported that it was only through Lutheran.

Transition/Child Find Committees: Robyn summarized the discussion from yesterday at the Transition/Child Find Committees for Grant, Wabash, and Miami counties. Robyn reported that we discussed the Late Referral/Department of Education Agreement and that Laura Fulton, principal at Pipe Creek Elementary in Maconaquah School District, would look into doing a pilot study with her school system. Kaeleigh Porter summarized the Transition/Child Find Committee meeting from earlier that morning and everything that was discussed. The committee discussed updates and also talked about the Late Referrals/Department of Education Agreement and there weren’t many volunteers to take on a pilot study. Theresa Sell reported that if AWSSC were to take on the study she would need to get approval from administrators in the school district.

LPCC Coordinator Report: Kaeleigh reported that she attended the DSANI Buddy Walk on September 12th and will be attending a Developmental Screening Day at Bona Vista in Kokomo at the end of September. Kaeleigh also has the Health and Safety Fall Fest in Marion, Indiana on October 1st. Kathy Weibel asked if the council was familiar with GiGi’s House and Kaeleigh reported that she just received information about the program at the Buddy Walk. Kathy will send Kaeleigh information on a contact person and information.

New Business: Clare gave a brief explanation about the Late Referral/Department of Education Agreement to council members who were not at the Transition/Child Find committee meetings.

Concern Log: Kaeleigh had the council review the Concern/Complaint Log and ask questions, if needed. The council had no questions.
