Synopsis of New Information in the Revised TPF Program Procedures Manual (April 2010)

The Transportation Pooled Fund Program Procedures Manual (April 2010) provides step-by-step guidance on the Program and its process, including accessing the TPF website, establishing a TPF Project, committing funds, and closing a pooled fund project. Additional chapters andpoints of clarification are included in this version of the Manual to address frequently asked questions that are presented to the TPF Program Manager. A synopsis of those additional chapters and points of clarification are provided below:

Additional Chapters:

  • Technical Advisory Committee (TAC) – Explains the role and responsibilities of theTAC and includes examples of eligible SP&R travel and training.
  • Transfer of Funds between Projects – Details the process to transfer a portion of funds from one project to another.
  • Transfer of Lead Agency Role – Details the process to transfer the lead agency role to another State DOT or FHWA office.
  • Project Closeout - Details the new closeout procedures that include information as to how any remaining funds will be returned to the project partners.

Points of Clarification:

  • PAY.gov – Details the process to request a waiver from the use of required electronic processing when submitting non-federal funds to an FHWA-led project.
  • Project Management – Provides detailed information and useful resources to successfully manage a pooled fund project including:
  • Quarterly Reporting Requirements –Details the process that will be followed if the quarterly report is not submitted within a timely manner.
  • Sources of Financial Tracking of Active Projects – Outlines the sources of information that are available for monitoring funding contributions.

  • Submitting Invoices – At the time of the Manual’s printing, all projects were undergoing reconciliation to ensure the accuracy of the funding balance.
