REGULAR MONTHLY MEETING
MARCH 07, 2016
The Regular Monthly Meeting of the Greater Krotz Springs Port Commission was held on Monday, March 07, 2016, at 5:00 p.m. at the office of the Greater Krotz Springs Port Commission in Krotz Springs, Louisiana. The following Commissioners were present, which constituted a quorum:
COMMISSIONERS PRESENT: Batiste, Carter, Cornelius, DiCapo, Haynes, Leger, McMillan, Reed, Soileau, Thibodeaux, and Thompson.
COMMISSIONERS ABSENT: None
OTHERS PRESENT: Gary Soileau, Cindy Stelly, James Lopez, St. Landry Parish Councilman Ken Marks, and Krotz Springs Councilman Andre Lanclos.
Commissioner James Soileau called the meeting to order. He also led the Prayer and the Pledge of Allegiance was recited by everyone.
APPROVE MINUTES OF FEBRUARY 01, 2016:
MOTION: REED SECOND: BATISTE
A motion was made by Monita Reed and seconded by Senic Batiste to approve and accept the FEBRUARY 01, 2016 Regular Meeting Minutes as written. All Commissioners present agreed unanimously.
INDUSTRIAL INDUCEMENT COMMITTEE REPORT:
MOTION: REED SECOND: CARTER
A motion was made by Monita Reed and seconded by Cheryl Carter to approve and accept the FEBRUARY 08, 2016 Industrial Inducement Committee Meeting minutes as written. All Commissioners present agreed unanimously

A motion was made by Dallas Leger and seconded by Monita Reed authorizing the Port to renew its property and general liability insurance with Reeves, Coon, & Funderburg at a cost of $13,537.26. All Commissioners present agreed unanimously.
MOTION: REED SECOND: BATISTE
A motion was made by Monita Reed and seconded by Senic Batiste authorizing the Port to advertise for bids on the hunting lease. All Commissioners agreed unanimously.
MOTION: LEGER SECOND: DICAPO
A motion was made by Dallas Leger and seconded by Paul DiCapo to approve and
accept the FEBRUARY 22, 2016 Executive Committee Meeting minutes as written. All Commissioners present agreed unanimously.
OTHER BUSINESS:
RIVER LEVEL:
The river level on meeting day was 18.1 ft. This is a gradual rise but not unusual for this time of the year.
FINANCIAL DISCLOSURE FORMS:
All Commissioners present received a copy of the financial disclosure forms. Deadline to submit the completed forms is May 15th.
HAZELWOOD ENERGY:
Gary received a report from Mr. Bob Edmondson with Hazelwood Energy. They are in the final review this week for both the air quality permit with LDEQ and the Army Corps permit for the barge terminal as well as the final draft for the Port charter amendment with Port Attorney James Lopez. He said possible construction may begin as soon as late summer.
ETHICS CLASS:
The annual ethics class has been scheduled for Monday, July 25th at 1pm and will be held at the Krotz Springs Community Center.

LEGISLATIVE SESSION:
The regular legislative session will begin on Monday, March 14th. The Port’s Legislation Amendment will be handled by Senator Fred Mills and Representative Bernard LeBas and other members of the Port’s delegation. Attorney James Lopez reported that the bill has been prefiled and it is SB 31.
The next meeting date was scheduled for April 04, 2016. There being no
further business, Commissioner Mike Thibodeaux motioned for the meeting to adjourn, seconded by Commissioner Monita Reed.
