The following describes information items submitted for placement on the agenda of the next Interim Finance Committee meeting:

VARIOUS BUDGET ACCOUNTS

Reason for submittal, i.e., statutory requirement, letter of intent, IFC request, etc.

Pursuant to the Executive Order relating to the American Reinvestment and Recovery Act of 2009 (ARRA) signed by the Governor on August 14, 2009, and under the authority of NRS 353.220(5)(a), the following work programs are being submitted as Information Items. These work programs are consistent with the provisions of Nevada Attorney General Opinion No. 2008-04, and are necessary "for the protection of life or property" in the form of the substantial federal stimulus dollars on the line for Nevadans (reference the attached letter from the Governor to the Controller dated August 17, 2009):

PEACE OFFICERS STANDARDS & TRAINING - FY 10

Addition of $1,415,000 in Federal American Recovery and Reinvestment Act (ARRA) Justice

Assistance Grant funds to standardize policies/procedures for state and local law enforcement

agencies and develop a series of training materials through a Lexipol web-based system. Work Program #C16013

DCNR - ENVIRONMENTAL PROTECTION - WASTE MANAGEMENT AND FEDERAL FACILITIES - FY 10

Addition of $1,266,000 in American Recovery and Reinvestment Act (ARRA) Grant funds from the Federal Hazardous Materials Grant Program in support of the agency's Leaking Underground Storage Tank (LUST) Program. Work Program #C15226

DCNR - ENVIRONMENTAL PROTECTION - WATER QUALITY PLANNING - FY 10

Addition of $194,300 in Federal American Recovery and Reinvestment Act (ARRA) Grant funds from the US Public Health Services Plan Grant Program to support the agency's water quality management planning activities as authorized under the ARRA. Work Program #C15795

HEALTH AND HUMAN SERVICES DIRECTOR'S OFFICE – GRANTS MANAGEMENT UNIT - FY 10

Addition of $5,000,000 in Federal American Recovery and Reinvestment Act (ARRA) Community Services Block Grant funds to support community services to low-income families. Work Program #C40251

HEALTH AND HUMAN SERVICES DIRECTOR'S OFFICE – GRANTS MANAGEMENT UNIT - FY 10

Addition of $80,034 in Workforce Investment Act Governor's Reserve American Recovery and

Reinvestment Act Stimulus funds transferred from the Department of Employment, Training and

Rehabilitation to provide employment and training services to Northern Nevada's at-risk youth

through expanded summer employment opportunities. Work Program #C40263

B&I - HOUSING DIVISION - LOW INCOME HOUSING TRUST FUND - FY 10

Addition of $2,035,393 in American Recovery and Reinvestment Act (ARRA) of 2009 for the

Homeless Prevention and Rapid Re-Housing Program to assist homeless families and individuals. Requires Interim Finance approval since the amount added to the ARRA for the Homeless Prevention and Rapid Re-Housing Program Subgrantees category exceeds $50,000. Work Program #C15995

B&I - HOUSING DIVISION - FY 10

Addition of $15,184,795 in American Recovery and Reinvestment Act (ARRA) of 2009, Tax Credit Assistance Program (TCAP) funds; $825,000 in ARRA, TCAP Asset Management fees; $24,000 in ARRA, TCAP Set Up fees; and $31,438,338 in ARRA, TCAP 1602 Exchange funds to provide funding for capital investment in low-income housing tax credit projects. B&I - HOUSING DIVISION - WEATHERIZATION - FY 10

Addition of $10,466,951 in American Recovery and Reinvestment Act of 2009 (ARRA) funds to provide weatherization assistance to eligible households. Work Program #C15817

GOVERNOR’S OFFICE – OFFICE OF THE GOVERNOR – FY 10

Addition of $257,709 in American Recovery and Reinvestment Act of 2009 (ARRA) funds to establish two new positions focused on ARRA reporting requirements and provide funding to contract for ARRA reporting system development services. Work Program #C16245

EMPLOYMENT SECURITY DIVISION – DETR – EMPLOYMENT SECURITY – FY 10

Addition of $3,755,889 in American Recovery and Reinvestment Act of 2009 (ARRA) Unemployment Insurance Special Administration funds to replace the existing call center with a modernized virtual telephonic unemployment claims system. Work Program #C16253
