ACCCESS TO RECOVERY III (ATR) is a presidential initiative which provides vouchers to individuals recovering from substance use disorders for the purchase of services that support recovery. The goals of the program are to expand capacity, improve and sustain outcomes, support client choice, increase the array of faith-based and community- based providers for clinical treatment and recovery support services and assist in transforming the SUD service delivery system to a Recovery Oriented System of Care.
