Third Phase Tsunami Rehabilitation Program

It is already 38 months period is completed after the Tsunami has attacked the sea cost people in around Indian Ocean. Though the State and NGOs involved quite extensively on immediate relief, rehabilitation has not been reached the real needy as it has been said by the state. Therefore, lot more victims are deprived of the proper rehabilitation. On the other hand, the State Government has already stopped rehabilitation since their priorities have changed. Further, taking the advantage of people’s psychology with the attack of Tsunami, the government of India is planning to bring out costal zone management notification, through which the corporate sector can rightfully expropriate the coastal resources. SAHANIVASA in collaboration with ASHA has been able to take up the rehabilitation program which has helped 30 villages to get direct benefits covering 708 families and mobilized rehabilitation for an addition of 730 families from the Government. As planned we are yet to cover 862 families, of which third phase will be covered for 299 families. The uniqueness of Sahanivasa / ASHA rehabilitation is that the poorest of the poor even among fishing community has been covered with the rehabilitation. They are majority Tribals, but even the state had did not consider them as fishing community just because they do not belong to Besta caste and do not own the boats and big nets. In other words their small nets and Kattamarams are no way comparable with the cost of big boats and big nets. But loss of those tools is also big loss for Tribals as they cannot afford to invest to buy even such a small items as their meager resources will not be sufficient. So, the efforts of Sahanivasa has been supporting the most needy community among the victims. Therefore, even after 3 years any support towards their livelihood resources is a great help for them as they will not be any way getting nets and Kattamarams from the government. Therefore, the project is still relevant.

The staff support that is generated through this project helped the communities to organized collectively to mobilize state resources to Besta community. Further, they are involved in campaign against the Government planes of Costal Management Zone Notification. SAHANIVASA support towards rehabilitation and promoting unity among fisher people is taking place hand in hand to ensure fisher people to restore their livelihood resources. Therefore while the rehabilitation directly supported, the empowerment process improves their capacities to demand their due share from the national economy.

All the Government rehabilitation Programs are mobilized only for Besta caste which is considered as fishing community by the Government. In other words, government will not consider the Tribals as victims of Tsunami. Therefore, major support by Sahanivasa has gone for Tribals depending on fishing. The above consolidated list covers the total number of beneficiaries supported in 2 Phases with an addition of beneficiaries got the government support. All together 1438 families are covered out of 2300. The government has already stopped supporting any rehabilitation. The third phase will cover 299 families. So, the remaining families to be covered by Sahanivasa in subsequent phases are 563 families.
