Procurement Technical Assistance Centers (PTACs) provide local, in-person counseling and training services for you, the small business owner. They are designed to provide technical assistance to businesses that want to sell products and services to federal, state, and/or local governments. The NASA Vendor Data Base (NVDB). This database is open to all vendors, both large and small, who wish to do business with the National Aeronautics and Space Administration. As representatives of their companies, they can post their capability briefs in any format, sign up for email messages that will give them information on Source Sought Notices, Requests for Information (RFI) or Request for Proposals (RFP). For major procurements, the following initiatives will be utilized:

  1. Specifying in the RFP LaRC’s expected level of subcontracting
  2. Applying that percentage of subcontracting to the “total contract value” versus “total planned subcontracts.”
  3. Inclusion of factors in the source selection process and the fee determination process that evaluate the offeror’s commitment to meet or exceed the expected level of subcontracting, and compliance with goals negotiated in their subcontracting plan.
