The 7th World University Equestrian Championship will be organized by the Fédération Française du Sport Universitaire (FFSU) in La Rochelle, France, from 8th – 11th June 2006 under the auspices of the International University Sports Federation (FISU) and in accordance with the most recent FEI regulations.

4 CONDITIONS OF PARTICIPATION

To participate to the World University Equestrian Championship 2006, the countries invited by the OC shall meet the following requirements:

·  Member association affiliated to FISU

·  If not – affiliated to the National Equestrian Federation or to the National Olympic Committee.

·  Only the competitors who meet the following conditions may take part in the event:

a)  be a national of the country they represent

b)  be at least 17 and less than 28 years of age on 1st January 2006

c)  students who are officially registered for and pursuing a full-time course of study at a university or a similar institute which has a university status that is recognized by the appropriate national academic authority

d)  former students of the institutions mentioned in c) who have obtained their academic degree or diploma in the year preceding the event

5 PROCEDURE FOR ENTRIES

Procedure

The countries invited to participate must follow the following procedure. Country must ensure that all their entries reach the Organizing Committee (OC) in due time and in the form prescribed by the OC and the FISU Regulations.

When entering, countries shall sign an undertaking that their competitors shall not withdrawing from the sport event once it has begun in contravention of the spirit of the General Principles of FISU Regulations.

Participation fee

Three months before the beginning of the championship, the countries entering the event must confirm their entry with an advance payment of 25% of the total participation fees (US $ 60, - + 15, - per person) by 8th March 2006.

The participation fee, which guarantees an entry, shall be directly collected by the Organizing Committee. If the competitor competes in the championship, his participation fee shall be credited to the costs of stay to be paid to the Organizing Committee. In the event of a forfeit, this participation fee shall cover the costs undertaken by the Organizing Committee.

Entry forms

Entry forms must be completed in capital letters (typed or hand-written) in one of the working languages of FISU (English or French) and must be submitted according to the procedure laid down by the Organizing Committee. The candidatures will be accepted under the following conditions:

Deadline for entry

a)  General entries (engagement of participation) must be sent at least six (6) months before the beginning of the championship, by 8th December 2005.

b)  Quantitative entries (confirmation of participation) indicating the number of officials and participants, accompanied by the payment of the participation fee, must be sent at least three (3) months before the beginning of the championship, by 8th March 2006.

c)  Nominative entries (conditions of participation) with the list of competitors and substitutes, the events in which they will participate and the necessary photographs, must be sent one month before the beginning of the championship, by 8th May 2006.

It is highly recommended to enter the individual data of each participant.

Entry procedure

-  The general, quantitative and nominative entries may be sent by telegram, telefax or e-mail within the required entry deadlines, but they must also be confirmed as soon as possible in writing, on official forms.

-  Entries arriving after the required deadlines will not be taken into consideration, except in extraordinary circumstances, with the agreement of the FISU Executive Committee and after having consulted with the Organizing Committee.

-  The entry forms must be countersigned by an official representative of the organization invited to participate and stamped with a seal from this organization.


Individual dossier to submit on arrival

The individual dossier of each competitor to be presented to the CISCA must include:

a)  a passport or identity card which shall include:

-  full name

-  nationality, date and place of birth

-  a recent photograph

b)  if a student:

-  a document proving that he has satisfied the conditions normally required in his country for the entrance to a University or similar institutes

-  a FISU Eligibility Form stamped and signed by FNSU and University or similar institute or a student card or certificate from the appropriate academic authority certifying that the competitor is officially registered and is pursuing a full-time course of study

c)  if a former student:

- Proof of the date in which they obtained their final academic degree or diploma

The Head of Delegation or his deputy, submitting the individual dossiers for his competitors, shall produce a list certified by the appropriate national academic authority of his country of the universities or similar institutes whose statutes as universities meet the requirements.

6 FINANCIAL CONDITIONS

FISU Registration fee

FISU shall receive from each competing country the following entry fees:

a)  effective members of FISU: twenty (20) US$ per competitor and official

b)  other associations: forty (40) US$ per competitor and official

FISU registration fees will be collected by the CISCA before the issue of the competitor’s identity cards.

Travel cost

The countries shall be responsible for their own round-trip travel costs to the nearest International Airport of La Rochelle which is Bordeaux, France.

Participation fee

The competing countries, upon arrival, shall pay their dues for participation fees sixty (60) US$ + fifteen (15) US$ = seventy five (75) US$ per person and per day to the Organising Committee.

II. TECHNICAL REGULATIONS

In case of any disagreement in the interpretation of these regulations, the French version will be considered as authoritative.

Any point which is not mentioned in the regulations will be submitted to the Technical Commission.

11 GENERAL TERMS

11.1 The sports events of the 7th World University Equestrian Championship (WUEC) shall be organized in accordance with the most recent technical regulations of the Fédération Equestre Internationale (FEI) and the FISU Regulations.

11.2 All technical protests or complaints must be presented by a Head of Delegation (chief of the team) or his deputy, no later than thirty (30) minutes after the results have been presented to the Chairman of the Technical Commission (CTI).

11.3 The protests must be submitted in writing to the Jury of Appeal and must be accompanied by a deposit of fifty (50) US$ which will be returned, if the protest is considered to be justified.

11.4 Any decision of the Jury of Appeal is final and must be reported immediately to the Head of Delegation (chief of the team) of the country concerned.

12 TECHNICAL REGULATIONS

12.1 Each country may enter a maximum of nine (9) persons: four (4) riders, and a maximum of five (5) officials. Only complete teams with three riders may take part in the competition.

At the first General Technical Meeting, the Head of delegation or his representative shall confirm and sign the official list of the accredited competitors by the CISCA.

12.2 The competition is composed of two parts, dressage and show jumping, in which the same riders must participate. The dressage and show jumping events will be organized according to the "Knock out" system (see article 13.1.2)

12.3 The reserve rider shall complete the team only in case of physical inability certified by the official doctor of the competition. If this inability should occur before the beginning of the championship, the reserve rider is allowed to substitute the affected rider in both dressage and show jumping. In case the event has already begun, the reserve rider can only substitute a rider in one of the two parts before the beginning of the first round of the part in question.

13 COMPETITION REGULATIONS

13.1 GENERAL PRINCIPLES

13.1.1 Treatment of Horses

All riders must treat the horses in a fair and sporting manner in accordance with the FEI "code of conduct". Any abuse or violence will lead to the elimination of the rider further to the decision taken by the CTI, the judges or the Jury of Appeal.

13.1.2 The “Knock out” System

All the events will be judged according to the “knock out” system: riders draw lots for each round to know which horses they will ride. Only in the first round of dressage and show jumping will the team draw a group of three horses; the team is allowed to decide which rider will ride which horse. Every horse is ridden by two (2) or three (3) riders. The rider with the best result on the horse will be qualified for the next round.

After the first two rounds, half of the riders finishing in second on their horse will also be qualified. This based on the lowest difference score to the best rider of the same horse. (See also articles 13.4.8, 13.6.3, 13.6.4, 13.6.6, 13.6.7, 13.9.1.1, 13.9.1.2)

For example, if 24 countries participate to the championship, this means:

1st round: 72 riders (24 horses)

2nd round: 24 direct qualified riders + 12 best second-best riders from 1st round = 36 riders (12 horses)

3rd round: 12 direct qualified riders + 6 best second-best riders from 2nd round = 18 riders (6 horses)

Semi-finals: 6 (direct qualified) riders (2 horses)

Small-finals: 2 second-best riders of the semi-finals (2 horses)

Finals: 2 (direct qualified) riders (2 horses)


13.1.3 Warm-up of the horses

During the whole competition, horses will be warmed up by riders who are not participating in the competition. If all the Heads of delegation (Chiefs of the teams) of the teams riding the same horse find the warming-up inappropriate, they must inform the chairman of the technical commission (CT).

13.1.4 Presentation of the horses

During the competition, the horses must be presented at an equivalent level to the test in which they will compete. The horses must be shown in the arena where the test will take place.

13.1.5 Preparation

The organizers will set the time allowed during which the competitors are allowed to ride their horses before the test. This preparation time will be the same for all competitors. The riders must respect the orders of the person(s) responsible for the warm-up arena, designated by the OC. (see also articles 13.4.5 and 13.5.5)

13.1.6 Lame Horse

If the Heads of delegation (Chiefs of the teams) of all the countries riding the same horse consider this horse lame, they must inform the chairman of the technical commission who will find a solution.

13.2 SERIES

13.2.1 General Principles

3 series A, B and C are created to avoid teams of the equal strength to compete against each other in the first round.

The teams will be split up in three series. The number of teams in each series must not exceed one compared to the number of teams in the other series.

Separate series are made for dressage and for show jumping.

The teams within each of the series will not ride against each other in the first round.

For the 2006 championships, the distribution of the teams in the different series will be established according to the results obtained in the three previous WUEC’s (Tokyo 2004, Mechelen 2002, and Bern 2000).

13.2.2 Seeding of Teams

Two ranking-lists will be made: one for dressage according to the dressage results and one for show jumping according to the show jumping results obtained at the competitions mentioned in 13.2.1.

13.2.2.1  The results of the competitions mentioned in article 13.2.1 are converted into points.
