INTERNATIONAL INVITATION FOR TENDERS

for Execution of the works on the Reconstruction and Adaptation of former Military-Technical Institute building in 15 Kataniceva street, Belgrade

The Ministry of Justice of Republic of Serbia(hereinafter referred to as “the Borrower”) has received a loan from the European Investment Bank – EIB (hereinafter referred to as “the Bank”) towards the cost of the Upgrading of Judiciary Buildings. This International Invitation for Tenders relates to the contract for Execution of the works on the Reconstruction and Adaptation of former Military-Technical Institute building in 15 Kataniceva street, Belgrade.

This contract will include:

  • Reconstruction and Adaptation of the part of the complex of the former Military-Technical Institute in Kataniceva Street in 14.242 m2gross floor area which include all necessary construction, mechanical, electrical and craft works.
  • Description of the works:
  • Reconstruction and adaptation of the building should keep the overall shape and outline of the building with modifications in respect to the disposition of judicial authorities within the building and rationalization of space combining individual organizational units of the courts and prosecutors' offices in integrated functional units in terms of space in accordance with the Main Design. Perform all necessary construction and finishing works on reconstruction/replacement and adaptation of all construction parts of the building in order to provide adequate accommodation and technical conditions of future users.

-Facade: The reconstruction is performed for changes in both functional and substantive terms. Facade walls above ground were designed partly as masonry walls with thermal insulation and final cladding of stone on substructure (ventilated facade), and partly as a structural glass facade.

-Internal walls: designed as lightweight prefabricated gypsum board walls d = 12.5 cm or built with lightmasonry blocks, where fire protection requirements should be met

The following materials are planned for finishing walls:

Existing stone to be reconstructed, cleaned and polished

Granite ceramics with final look as close as possible to the existing stone

as wall claddingin the entrance hall

ceramic granite in sanitary facilities

dispersion paint

wooden wall cladding with veneered MDF

-Roof: roof finishes are designed in accordance with the existing type of roof in terms of permeability. Several roof finishes have been defined:

Impassable flat roof - finishing waterproofing membrane

Low-slope roof – finishing galvanized plastic coated steel sheet metal

Passable flat roof – with final covering in granite ceramics on adhesive

Passable flat roof – finishing waterproofing membrane over thermal insulation on trapezoidal sheet.

-Floors: All floors in the building are designed as floating ones with all necessary hydro and thermal insulation according to the place of installation

-Ceilings: designed as a coffered suspended mineral fibre ceilings in the basement or monolithic gypsum board ceilings in the aboveground part of the building with built-in lighting system. Ceilings are finally coloured with dispersion paints

  • Carry out the rehabilitation, reconstruction and adaptation of the structure (load-bearing structural elements) in accordance with the Design as follows

- Solution of possible reinforcement of the structure with execution details of concrete and steel structure

- Adaptation of the structure resulting from a new architectural solution, or the design of new structural elements

- Repair of the cracks in the walls

- Repair of damaged surfaces

- Load-bearing substructure of the facade

  • Provide for the complete replacement of electric installations in the building
  • Install completely new HVAC installations with all the necessary equipment in accordance with the Design
  • Carry out replacement of existing lifts with new and modern ones, which correspond to the applicable standards and the needs of future users
  • Conduct reconstruction - replacement of the existing substation, with a newly designed one, which will correspond to the future use of the building, in accordance with the conditions of the Electric Power Distribution Belgrade company
  • Install the following telecommunication systems and technical protection systems:

1. Telephone and IT network - structured cabling

2. Supply telecommunication cable and telecommunication duct network

3. cableTV

4. Synchronized clock system

5. Audio and video presentation systems

6. Fire alarm system

7. Video surveillance system

8. Accesscontrolsystem

9. Burglaralarmsystem

10. Videointercomconnections

11. SOSalarmsystem

12. Guardpatrolsystem

13. Technical protection system management – central monitoring

  • Within the design for water supply and sewerage is necessary to install the following installation systems:

1. cold sanitary water supply ;

2. hot sanitary water supply with circulation;

3. water supply for fire fighting purposes (hydrant network);

4. sewerage system network;

5. storm water drainage network;

6. network oftechnical sewerage;

  • Throughout the reconstruction and rehabilitation of the building, improve energy efficiency.

This contract is expected to be implemented from the first quarter of 2015 to the end ofthe first quarter of 2016.

The criteriato be used in the tender evaluation is the lowest price of the compliant and technically responsive tender.
