JOB TITLE: CHIEF FINANCIAL OFFICER

QUALIFICATIONS: 1. Bachelor’s degree from an accredited four-year college or university with a concentration in Accounting, Finance, or Business Administration. Certified Public Accountant preferred.

2. Extensive knowledge required in the following areas: Generally Accepted Accounting Principles, Governmental Accounting Standards, State requirements, spreadsheet programs, and accounting software.

3. Supervisory experience.

4. Minimum of five years of professional experience in auditing, governmental accounting, or related field. Public school system administrative experience preferred.

5. Strong communication and organizational skills.

SUPERVISES: Administrative Assistant; Director of Payroll; Payroll Assistant; Budget Analyst; Director of Financial and Data Services; Purchasing Agent; Accounts Payable; Accounting Clerk; Programmer/Analyst

JOB GOAL: The Chief Financial Officer (CFO) determines, defines and implements procedures and policies for achieving the financial and operational goals, objectives and priorities of the School District. The CFO develops short and long-range strategic plans for School District budgets and fiscal stability and evaluates the efficiency and effectiveness of the School District’s financial and operating activities.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

Serves as chief financial officer and supervises the management of the financial affairs of the school system.

Acts as an advisor to the Superintendent on matters relating to financial and business matters of the school system.

Performs functions assigned to the “school finance officer” as outlined in N.C. General Statues 115C-435 and 115C-436.

Keeps the accounts of the school district in accordance with generally accepted principles of governmental accounting, Board policy , the rules and regulations of the State Board of Education and the rules and regulations of the Local Government Commission.

Invests the idle cash balance of any funds.

Determines the staffing structure necessary to accomplish the business and financial affairs of the school system and the numbers and characteristics of staff members needed to affect that structure.

Accepts responsibility to oversee recruiting, hiring, training, supervising, assigning, promoting, demoting, and evaluating and dismissing all staff employed as part of the school system’s Business Office.

Prepares financial reports for Superintendent, Board, County Commissioners or other appropriate agencies as requested or required by statute or regulation.

Works with community organizations and citizens in interpreting the financial needs and impact of the school system by providing program and financial data and analyses through written or oral presentation, as appropriate.

Recommends and implements financial and resource management methods, procedures and internal controls as deemed necessary and desirable and develops appropriate Board policy.

Arranges for an annual independent financial and compliance audit of all accounts.

Works with the independent auditor to prepare and publish a comprehensive annual financial report.

Develops guidelines and coordinated preparation, publication and distribution of the annual budget in accordance with state and federal regulations and sound financial management practices.

Takes the lead in developing improvements in the financial management of the school system, including budget methods, format, and presentation.

Performs or oversees internal audits of school system or individual school financial records as necessary.

Serves as chairman of the Advisory Budget Committee and coordinates the process of obtaining broad-based input on the annual budget.

Supervises the execution of the enacted budget, including recommendation of administrative controls where required.

Assists in planning and makes financial recommendations for the long and short range use, renovation, and construction of facilities. Manages resources available for school capital outlay and oversees all financial aspects of renovation or construction projects.

Performs such other duties as may be assigned to the position by law, by the Superintendent and by rules and regulations of the Board of Education and the Local Government Commission.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to sit, stand, walk and drive a car. Must be able to lift boxes up to 10 pounds. Physical demand requirements are for Light Work.

Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things.

Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments or directions to subordinates or assistants.

Numerical Aptitude: Requires the ability to utilize mathematical formulas, to add, subtract, divide and multiply.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, with and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using computer and other technology.

Manual Dexterity: Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors or shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under average levels of stress.

Physical Communications: Requires the ability to see, talk and hear.
