Enhancing the law enforcement by improvement of institutional capacity of the Ministry of the Interior (hereafter: MoI) system in the fight against corruption / ·  Reduced average time needed to finalise successfully part of the criminal procedure under responsibility of the MoI in case of suspicion for corruption
·  Increased number of charges brought by relevant units of the MoI adopted by the State Attorney / ·  Regular statistics and reports of the MoI

1. Gaps and Needs Report on the existing MoI system for fight against corruption and on integrity and transparency drafted and approved
2. Revised Mini-Programme and its Action Plan for fight against corruption adopted by the MoI
3. Programme guidelines of the MoI, with adequate focus on “Integrity” approach, drafted, adopted by the MoI, printed and disseminated to all Police Districts
4. Knowledge and skills relevant for fight against corruption in form of trainings transferred to a number of mid-level police managers / ·  Gaps and Needs Report drafted and approved

Activities / Means / Specification of costs / Assumptions
1.1.1. Twinning experts conduct site visits, surveys, workshops and internal studies to identify possible types and scope of corruption, the existing public procurement system and regulation of conflict of interests
1.1.2. Experts also analyse the legislative framework and the MoI internal acts for fight against corruption, as well as the trasparency and accountability of the MoI towards the public, with adequate focus on “Integrity” approach
1.1.3. Experts include concrete proposals on necessary legal improvements in its status analysis
1.2.  Drafting the first draft of the Gaps and Needs Report
1.3.  Examination and discussion of the first draft of the Report at the stakeholder seminar
1.4.  Seminar feedback analysis, revision of the draft of the Report and sending the final draft to MoI for approval
1.5. Approval of the Gaps and Needs Report
2.1.  On the base of analysed gaps and needs, drafting the Background report on content and implementation of the Mini-Programme and its Action Plan
2.2.  Drafting the first version of revised Mini-programme and its Action Plan on the base of the Background Report findings
2.3.  Revising Mini-programme and its Action Plan at the stakeholder seminar
2.4.  Adoption of Revised Mini-Programme and its Action Plan by the MoI
3.1.  On the base of Gaps and Needs Report, the existing programme guidelines and internal procedures of the MoI assessed
3.2.  Forming work groups and drafting programme guidelines, which could have the following tentative titles:
·  Guidelines for a more efficient fight against corruption, according to the National Programme, which includes introduction of adequate measures and investigative techniques,
· Guidelines for conduction of more efficient internal control, professional integrity and prevention of conflict of interests,
·  Guidelines for the transparency and accountability towards the public, specially regarding reports, complaints and petitions submitted by citizens’ against the work of MoI employees,
·  Guidelines regarding the implementation of the Public Procurement Act and best practices in the EU member states
3.3.  Drafting the new Guidelines and their submission to the MoI for adoption
3.4.  Printing and dissemination of adopted Guidelines to all Police Districts
4.1.  On the base of Gaps and Needs Report assessing training needs
4.2. On the base of identified training needs holding adequate number of seminars in four regional cities. / ·  Twinning light contract

Preconditions
1.  Criminal Code, Criminal Procedure Code and Public Procurement Law contain all main forms of corruption and adequate tender and criminal procedures
2.  The MoI further develops its institutional framework for the fight against corruption
