EPPO SUMMARY OF THE PHYTOSANITARY REGULATIONS

OF CROATIA

This summary of the phytosanitary regulations of Croatia forms part of the EPPO publication Summaries of Phytosanitary Regulations. It has been prepared by the EPPO Secretariat from the original text of the Croatian regulations. Its content is identical to that of EPPO's computer database PRS. PRS is provided with a user-friendly interface for retrieval of this information in relation to consignments of specific commodities exported to Croatia from any country. Users are strongly advised to consult PRS in the first instance, and to refer to this printed summary only for an overall view. The original text of the Croatian regulations is also supplied with PRS, as a computer text file.

^PROHIBITED IMPORTS

Plants, plant products and other articles infested by quarantine pests of Lists 1 and 2 (except Quadraspidiotus perniciosus on fruits) and any of these pests in an isolated state (see Lists of Quarantine Pests).

Plants, plant products and other articles infested by economically important pests (List B) in quantities exceeding those determined by the Standards for the establishment of phytosanitary condition of crops and facilities, seeds and propagating material (see Lists of Quarantine Pests).

Certain plants or plant products (see Commodity requirements).

^POINTS OF ENTRY

The import of all consignments of plants, plant products and other regulated articles as well as their export is permitted only through specified border control checkpoints.

^TRANSIT

No special conditions apply to plants and plant products which are in transit through Croatia, provided they are in closed containers or packed in such a way that no risk of spread of pests exists. Otherwise, the same requirements as for import apply.

^REGULATED ARTICLES

Regulated articles include the following:

- living plants, seeds, propagating material, cultures of edible mushrooms, plants in tissue culture;

- harvested plants and seeds not intended for planting, fresh or dried, whole or mechanically treated, fruits and vegetables;

- parts of plants, fresh or dried (cut flowers, wreaths, twigs, branches and trees with or without foliage, medical and seasoning herbs, aromatics, tobacco, reeds and similar plants, herbaria, etc.);

- flour and other mill industry products, some food industry products;

- wood;

- cattle feed of plant origin not so far included (hay, straw, maize stocks, hulls, oil cakes, copra, dehydrated fodder plants) birdseed, etc.;

- textile plant fibres and their wastes.

- packaging material of plant origin and dunnage;

- soil (including also remnants of soil on plants and plant parts, soil samples), peat, manure, compost and other substrates for plant growth.

^ Exceptions

The above-mentioned regulated articles are not subject to obligatory phytosanitary inspection if a possibility of dissemination of plant pests has been eliminated by chemical, thermal, mechanical or other processing methods.

^IMPORT PERMITS

Consignments of planting material of perennial plants for which monitoring of the phytosanitary situation of the country of origin or post-entry monitoring of the phytosanitary situation is obligatory must be imported on the basis of the previous approval of the NPPO (Import permit - IP). A written request for the IP must be forwarded by the importer to the NPPO with all data required on the consignment.

If a consignment of planting material of perennial plants for which the IP is obligatory arrives at the point of entry without an IP, the phytosanitary inspector at the border can decide on the interception of such consignment without inspection. In this case the consignment must be returned to the sender or destroyed.

^CERTIFICATES

The phytosanitary certificate (PC) is in general required for all regulated articles (see Exceptions). It must be issued by the NPPO of the exporting country in conformity with the IPPC, not more than 14 days before crossing the border of the issuing country. The PC must indicate the scientific names of plants and the name of the cultivar or hybrid for seeds and propagating material and be written either in English, French, German or Russian.

If the PC is issued in an exporting country which has not ratified the IPPC, the PC issued under the regulations of that country is accepted if its contents meet the requirements provided by the phytosanitary regulations of Croatia.

The reexportation certificate (RC) is issued by the last reexporting country. The RC is required for consignments exported by a country which is not a country of origin and must be accompanied by the original PC of the country of origin or its true certified copy.

In some cases specified in the Commodity requirements concerned, the PC should carry an additional declaration (AD). The AD for re-exported consignments of plants must be printed either on the original, or the certified true copy of the PC of the country of origin.

If a consignment of regulated articles arrives at the point of entry without a PC, the phytosanitary inspector at the border can decide on the interception of such consignment without inspection. In this case the consignment must be returned to the sender or destroyed.

^ Exceptions

No PC is required for:

- dried fruit and vegetables, dried and fresh mushrooms, spices, tea, dried medicinal herbs and herbaria, green coffee beans;

- packaging of plant origin which has not been previously used;

- peat in original packaging;

- food industry products of plant origin (malt, cereals flakes, muesli, rice, flour) in their original packaging, prepared for retail, up to 5 kg;

- consignments of Croatian origin which have not been unloaded and are returning to the Republic of Croatia;

- fruits and vegetables for consumption up to 5 kg per species of plant (commodity);

- bunches of cut flowers and wreaths when not saleable;

- cultures of edible mushrooms;

- plants in tissue culture imported by legal entities engaging in plant breeding, introduction of new species, cultivars, lines or hybrids, or in plant protection, or in preparation of plant collections, or in maintenance of gene banks, or in exchanging samples of plants;

- aquarium plants;

- cactus seeds and cactuses without substrate;

- sawn wood (carpentry timber, parquet, veneer, panelling, planks and beams etc.) which has not been used before and is completely free from bark;

- small commercial samples of plants (except planting material) or plant products;

- small original packages of vegetable or flower seeds up to 100 g, or bulbs and tubers up to 3 kg, with declaration, originating in EU countries.

Samples of plants imported by legal entities engaged in selection and introduction of new species, lines or hybrids, or in plant protection, or in preparation of plant collections, or in maintenance of gene banks require an IP but no PC.

If a large quantity of plants for industrial processing is imported from neighbouring countries, from one place, and if the phytosanitary inspector at the border of the Republic of Croatia has carried out the inspection in the field or storage in the country of origin, all consignments to be imported in one day may exceptionally be accompanied by one PC, if the phytosanitary inspector at the border assesses that there is no danger of introduction of quarantine pests.

The PC shall not be required in those cases in which it is not foreseen by any bilateral agreement on cross-boundary transportation.
