POSITION SUMMARY
Coordinates ITP’s grant management function by performing the following duties.
ESSENTIAL FUNCTIONS
- Responsible for the coordination and oversight of all federal, state and local; operating, capital and planning grants, in accordance with all federal and state requirements.
- Monitors grant-funded projects, via communication with Project Managers to ensure consistency with FTA guidelines; while documenting progress and funding expenditures.
- Prepares reports, applications and processes funding information for the six agencies of the Michigan Specialized Services Operating Assistance program.
- Obtains project funding requests from Project Managers for inclusion in the Transportation Improvement Plan (TIP).
- Prepares grant amendments and budget adjustments to the Federal Transit Administration (FTA) and Michigan Department of Transportation (MDOT).
- Develops third party contracts for specialized services, tracks vehicle inventories and insurance and reports information to MDOT and other agencies.
- Approves all grant related budget adjustments for the Authority.
- Assists the Manager of Grants and Capital Projects in compiling the annual and five-year capital plan from Project Managers and reports to various agencies. Monitors project spending and prepares grant status reports on dollars spent via PO Tracking to insure compliance with federal and state regulations. Prepares Project Milestone reports.
- Prepares quarterly reports to FTA and MDOT
- Coordinates all public input on grant related activities.
- Acts as an agency resource and primary liaison for all federal and state grant requirements and guidelines. Knowledge of technical concepts and practices involved in grant management procedures.
- Compiles and coordinates the Unified Planning Work Program.
- Proficiency with federal and state grant management systems, keeping the systems in compliance with up-to-date information.
- Maintain the Vehicle Accessibility Plan, the Vehicle Inventory and Equipment Inventory specialized services for MDOT.
- Assists the Manager of Grants and Capital Projects in coordinating Triennial Review process; including the maintenance of all grant master files; and appropriate documentation throughout duration of grant life.
- Assists the Manager of Grants and Capital Projects in preparing grant items for Director’s presentation at Board meetings. Provides reports and information documentation to the Board as required.
- Places Public Notices in newspapers in relation to GVMC requirements.
- Serve as primary contact with the staffs of the FTA and MDOT, assuring good working relationships with all.

SKILLS & ABILITIES
Education:Bachelor's Degree or equivalent from a four-year college or university; and/or three (3) to five (5) years of related experience and/or training; or equivalent combination of education and experience.
Computer Skills
Basic computer skills to include Microsoft Office Suite. Ability to learn new and/or proprietary systems as required.
PHYSICAL DEMANDS
Employee must occasionally lift or move up to 25 pounds for movement of boxes, files or other items. May also include frequent bending, stooping, squatting, pushing and pulling. Employee is required to perform job duties in accordance with existing health and safety procedures and policies.
While performing the duties of this job, the employee is regularly required to sit for extended periods. The employee is frequently required to walk and stand. Use of hands and arms is necessary to reach or use various tools or objects. Specific vision abilities required by this job include close vision and ability to adjust focus.
