GENERAL MEETING MINUTES

June 21, 2016

Present: Director Tony Cicerelli, Director Rich Martin, Director Rick Goedde, Fire Chief Jeff Dorhauer, Assistant Chief Steve Stafford, Fire Marshal Ed Nicholson, Legal Representation Aaron Ellsworth, Administrative Assistant Rita Bartlett, Captain Mike Oakes, Captain Karl Blankenbeker, Engineer Bobby Latham, Firefighter Brian Crumm, Firefighter Eric Newman, Firefighter Brad Hull, Firefighter Jeramiah Johnson, Mr. Gray-Get Air Variance, Lynn McCormick-Chief Tony Schroeder’s Daughter & Family, Michael McDorman, Landon Boehm-Piper Jaffray, Michelle Bock with Piper Jaffray.

Director Cicerelli called the meeting to order at 4:00 p.m.

Public Comment:

No public comment.

Consent Agenda:

Director Goedde made a motion to approve the Consent Agenda. Director Martin seconded the motion. Approved. Motion passed.

Old Business:

Chief Dorhauer reiterated the analysis of the bond debt service from Piper Jaffray that if decided upon, would allow an extension of our current Station 2 debt to an additional 4 years. This would bring $500,000 cash influx to purchase the property along with the construction of a training tower. Landon Boehm of Piper Jaffray presented information on possible options that may be taken to restructure the current debt. Michelle Bock of Piper Jaffray mentioned the interest rate would be fixed and locked in for 30 days for life of term, similar to a “home equity loan” and most banks will allow the debt to be paid off anytime. After consideration, it was determined by The Board of Directors that once a decision is made, Chief Dorhauer will be in contact.

Mr. Matt Gray of Get Air was present to speak on behalf of the requested variance from fire code that he not be required to install a new fire suppression sprinkler system in Get Air, located at 1075 Passover Road due to cost, being a metal building with concrete floor. Director Martin questioned the types of material on the list Fire Marshal Nicholson was provided. Director Goedde questioned if it was feasible. Director Cicerelli noted that if changes occur, Mr. Gray must come in front of the Fire District for advisement. If changes occur without Fire District knowledge and approval the variance is disqualified. Fire alarms must be installed and tested prior to occupancy, annual inspections by an inspector. Fire Marshal Nicholson expressed he had received the requested plans and drawings from Mr. Gray. Although, it does not meet all requirements, Fire Marshal Nicholson expressed it will make the building safer. Director Martin motioned to approve the variance to dismiss the installation of a new fire suppression sprinkler in Get Air with the understanding certain

criteria that were agreed upon must be met. Director Goedde seconded the motion. Approved. Motion passed.

New Business:

Chief Dorhauer, spoke of the sacrifice Chief Charles “Tony” Schroeder and his family made on October 15, 1977, as he responded to a structure fire on Highway KK and LR189 in which his life was lost. On June 11th, 2016 Osage Beach Volunteer Fire Chief Charles “Tony” Schroeder had a memorial brick placed in Emmitsburg, Maryland at the National Firefighters Memorial in his honor. Director Tony Cicerelli , on behalf of the Fire District and Board of Directors presented the family of Chief Charles ‘Tony” Schroeder the “Walk of Honor “ letter and certificate. Captain Mike Oakes, on behalf of the Lake Area Magic Dragon Pipes and Drums spoke of Chief Charles “Tony” Schroeder’s commitment to his country by serving in the Navy during WWII and becoming a Volunteer Firefighter. Captain Oakes presented the family a Resolution with the official pattern of The United States Navy, noting the tartan is worn in honor of the country and community.

Chief Dorhauer stated that on January 1, 2010 it became a Missouri law to post the closet emergency address on docks. It was asked that in regards to Dock Inspections, the posting of the address become a requirement. Fire Marshal, Ed Nicholson clarified that under a new ordinance a dock must have the address posted and be fully compliant to be approved. Director Martin made a motion to approve a change in the current ordinance requiring that docks must be in full compliance along with the address being visibly posted before the dock is approved. Director Goedde seconded the motion. Approved. Motion passed.

Chief Dorhauer mentioned the phone call he received from Mr. Schafermeyer thanking him for the actions of Captain Oakes, Engineer Becker, Firefighter Pillman and Firefighter Schwartze over Memorial Day Weekend, as they went above and beyond.

Chief Dorhauer requested the July Board Meeting be scheduled for July 26, 2016 at 4:00 pm due to himself, Shelley Dougan and Director Goedde attending the Can-Am Games. Director Martin motioned to approve the July Board meeting to July 26th. Director Goedde seconded the motion. Approved. Motion passed.

Chief Dorhauer discussed the Public Hearing in which The Board of Directors held on June 6th in reference to the fire safety issues in our Multi Story Multi Unit Complexes. It was noted that around 50 individuals attended the meeting, in which 18 individuals spoke and 8 individuals were not occupants of The Osage Beach Fire Protection District. A majority of the individuals contested the recommendation that open flame grills not be allowed on non-conforming decks, stating it is unnecessary and would have an economic impact. In light of a resolution, Director Cicerelli made possible recommendations: No charcoal grills be allowed, the grill must be kept away from combustible siding (preferably 10 feet if deck allowed), fire extinguishers be located on the deck, visible exit signs and lighting, along with

a yearly review of the ordinance. Chief Dorhauer mentioned a proposal from a gentleman regarding the construction of a noncombustible enclosure that would be designed to be open on the top and partially on the front for grills to be placed within as an option. Propane cylinders, fire alarms and smoke detectors were discussed along with discussion of a possible change in ordinance. Implementing a new ordinance will be considered after further discussion and research.

Fire Marshal Nicholson informed those in attendance that Mr. S. Duncan will be repairing the alarm and sprinkler system at Eagle Lanes Bowling Alley, located at 914 Highway 42, Osage Beach, Missouri 65065.

Reports:

Assistant Chief Stafford’s report was accepted as submitted. Mandatory two day training will be held in September, 2016. This will be an “active shooter” class, part classroom and tactical. Chief Stafford stated he would like to hold a larger and more realistic ‘active shooter” class in the spring of 2017. SOG’s are in the process of being developed.

Fire Marshal Nicholson’s report was accepted as submitted.

Captain’s report was accepted as submitted.

Board of Directors had nothing additional to report.

Roll call vote to adjourn to Executive Session for discussion of Legal Representation at

5:10 pm.: Director Cicerelli - yes; Director Martin – yes, Director Goedde – yes.

General Meeting reconvened at 5:35 pm with Director Cicerelli stating the Board of Directors chose to go with Attorney Aaron Ellsworth’s legal firm for legal representation for the remaining of 2016.

Meeting adjourned at 5:35 p.m.

Next scheduled meeting of the Board of Directors is Tuesday, July 26th at 4:00 p.m.
