14. General Summary of Function/Purpose of Position
The Network Specialists for the Michigan Public Safety Communications System (MPSCS) provide network management and centralized control of the 800 MHz statewide Motorola SmartZone ® system and its associated microwave backbone network on a 24-hour basis. This position engages in activities involved with system performance, monitoring, identification of potential problems, coordination of network repairs and configurations and other network-wide management services. The Network Specialist performs under the direction of the Network Communications Center (NCC) Manager.

Duty 1

General Summary of Duty 1 % of Time 40
Provide routine, special event and emergency situation system monitoring of all the MPSCS system elements. This position using diagnostic and alarm monitoring equipment determines the status and insures proper operation of the MPSCS with a minimum of interruptions. This position requires the incumbent to properly evaluate radio, network or programming problems and execute the required system control commands to affect recovery or status changes.
Individual tasks related to the duty.
1. Monitor and control all 800 MHz equipment such as trunking controllers, RF repeater equipment, audio switching equipment, central electronic equipment, antenna system equipment and site control equipment
2. Monitor and control all TBN RF and modem equipment.
3. Monitor and control all TBN multiplex and channel bank equipment.
4. Monitor and control all Digital Access Cross-Connect System (DACS) equipment.
5. Monitor and control all associated site equipment such as environmental, security, electrical and tower lighting equipment, etc.

Duty 2

General Summary of Duty 2 % of Time 30
Using EAM, an asset management software, Microsoft Access and Excel, manufacturer’s diagnostic and programming software to provide routine, special event and emergency situation database management for the MPSCS System Elements, which includes the 800 MHz Radio System, Microwave Radio Network, Cross-Connect equipment, network equipment and Physical Site equipment. This will be accomplished through computer operating systems at the NCC. Typically, the databases for these systems control access to various functions, grant valid service requests and route all traffic from source to destination. Each of the many user groups may have its own unique configuration database. Database control and integrity is a critical parameter in MPSCS performance.
Individual tasks related to the duty.
1. Establish, program, manipulate and maintain databases for all 800 MHz radios, trunking controllers, switches, radio and management computer servers and other hardware, etc.
2. Establish, program, manipulate and maintain databases for more than 50,000 alarm points in the Alarm and Control system.
3. Establish, program, manipulate and maintain databases for all Telecommunications Backbone Network (TBN) microwave equipment, channel assignments, RF Modems, Channel Banks , Multiplexer equipment, network switches, network routers, network hubs, etc.
4. Establish, program, manipulate and maintain databases for all Digital Access Cross-Connect equipment.
5. Establish, program, manipulate and maintain databases for all Physical Site equipment, antenna system components, shelters, electrical/mechanical equipment, environmental control equipment, fire suppression equipment, etc.
6. Establish, program, manipulate and maintain databases for all miscellaneous equipment as required or as may be added at a later date.
7. Establish, program, manipulate and maintain databases using the department’s asset management system.

Duty 3

General Summary of Duty 3 % of Time 15
Provide routine, special event and emergency situation system performance measurements and report generation as directed by the NCC Manager. These performance measurements and their associated reports will allow management to render sound decisions in improving network performance, making network changes, etc.
Individual tasks related to the duty.
1. Collect data and produce reports regarding network traffic studies to track network usage, data throughput issues etc.
2. Collect data and produce reports regarding 800 MHz radio activity such as system usage by site, user activity, talkgroup summaries, call duration, system “busy” status, etc.
3. Collect data and produce reports regarding TBN path related performance parameters such as BER vs. RSL, SES data, power outputs, propagation, equipment availability/redundancy, outages, etc.
4. Collect data and produce reports associated with alarms, station RTU status, RTU channel status, real-time alarm status, standing alarms, control status, etc.
5. Using the report integrator inherent to the DACS Management System, provide any required report as directed by the Network Manager.
6. Collect technical and operational data as directed by the NCC Manager in support of the operation of the MPSCS and provide reports as required.

Duty 4

General Summary of Duty 4 % of Time 15
Provide routine, special event and emergency situation maintenance coordination required by any system element in the MPSCS. Typically this will involve scheduled and preventative maintenance coordination such as installation and normal hardware/software upgrades, but will include emergency and priority maintenance as well. The Network Specialist will maintain close working relationships with both engineering and maintenance personnel to accomplish restoration in an efficient manner.
Individual tasks related to the duty.
1. Notify affected users and pertinent maintenance personnel when an outage will or has occurred. This will be accomplished in a logical and efficient manner using established procedures.
2. Reroute network traffic to maintain satisfactory service, allowing the maintenance to be performed with minimal user disruption.
3. Thoroughly document the maintenance performed using available software tools.
4. Clear the maintenance activity when completed, notifying the affected user groups, engineering and administrative personnel.
5. Release the system elements to their restored condition.

16. Describe the types of decisions you make independently in your position and tell who and/or what is affected by those decisions. Use additional sheets, if necessary.
This position has an important degree of responsibility since many of the routine network management and operation decisions rendered have significant user impact. Typical decisions made by this position involve important maintenance, system security, and performance and configuration issues. The supervisor of this position, the NCC Manager, will normally allow this position the necessary freedom and independence to accomplish the routine tasks, intervening only on unusual situations, special requests or emergencies. Typical decisions for each duty may include:
·  Database Management - Makes all routine decisions involving databases for all radios and their unique configurations; alarm points; controller equipment; microwave equipment; channeling; site equipment, etc. Users are directly and immediately affected by any decision, which exemplifies the importance of this duty.
·  System Monitoring - Makes all routine decisions involving monitoring and controlling all equipment as defined in Section 15-Duty #1, which can affect all users and impact system performance.
·  System Performance and Report Generation - Makes routine analysis of standard reports to carry out real-time system configuration options not requiring the NCC Manager’s direction (that may affect the entire user community).
·  Maintenance Coordination - Handles all maintenance coordination, operation and communications necessary to restore the system back to normal for both scheduled and unscheduled maintenance situations. This normally will affect small numbers of users for short outage duration, but under the review of the NCC Manager, may involve large scaled outages or emergencies. Lack of ability to function in this position may result in the loss of crucial communications system features, which could result in jeopardizing user safety.

Typically, the review of the NCC Manager is required for the following:
·  Network management and control situations classified within the above mentioned duties that can be defined as unusual or extraordinary in nature, especially those situations having major impact to the user community (State of Michigan and Local users) and general public.
·  Situations that require specific verbal or written notifications of federal authorities (FCC, FAA etc.) before action is taken.
·  Situations involving the exchange of factual information with management other internal or external bodies such as consultants, federal, state or local agencies, etc..
·  Any significant project management decisions affecting the work group or system users, such as new configurations, future expansions etc.

This position is subject to stress and pressure to resolve problems quickly and effectively because it affects the public safety of the State of Michigan. Emergency situations may be encountered that require extended hours with little or no food or breaks. These situations may occur due to system failures, personnel unexpectedly become ill, or other unusual circumstances. This position is primarily an office job but requires field familiarity and driving to field sites as necessary.

23. What are the essential duties of this position?
The Network Specialists for the Michigan Public Safety Communications System (MPSCS) must have the required technical training in order to provide network management and centralized control of the 800 MHz statewide trunked radio system and its associated microwave backbone network on a 24-hour basis. This position engages in activities involved with system performance, monitoring, identification of potential problems, coordination of network repairs and configurations and other network-wide management services. The Network Specialist performs under the direction of the NCC Manager.
The Network Specialist works an 8 hour shifts and consume their mid shift meal while on duty at their workstation and in a paid status. The Network Specialist will be scheduled to 8 hour shifts and must be available to work the assigned shifts including weekends and holidays. During major events, emergencies or major system problems, or meeting minimum staffing levels in the NCC, the Network Specialist may be required to work up to 16 hour continuously followed by an 8 hour rest break before returning to work.

This position requires close inter-relationships with engineering, maintenance and administrative personnel to accomplish the defined activities.

26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.
EDUCATION:
Associates Degree in electronic engineering, electronic technology, computer technology, information systems, or the equivalent.
EXPERIENCE:
Two years of experience equivalent to the Radio/Communications Technician E10 or one year of experience equivalent to the Radio/Communications Technician 11.
KNOWLEDGE, SKILLS, AND ABILITIES:
General knowledge of the system elements associated with this network, such as LAN/WAN, trunked radio systems, digital microwave networks, packet networks, cross-connect equipment, other controllers and switches, hubs, routers, servers etc. Since it is imperative that the person in this position have a complete understanding of the user’s equipment, he or she must acquire specific knowledge of the MPSCS and the respective System Elements and Subsystems in a short time after accepting this position. Must have knowledge of problem diagnosis, resolution, and communications solutions necessary to maintain and enhance network operation, availability, and reliability. Ability to communicate, orally and in writing, in a clear and concise manner with all levels of personnel, so that necessary maintenance and upgrade activities can be coordinated effectively and widely understood. Ability to function in a high pressure network management environment associated with network control and system coordination. The person in this position must be willing to work long hours on any shift and under potentially stressful situations. Ability to utilize monitoring systems to analyze data, format and report as required. Would like at least 3 years of experience maintaining two-way radio and/or microwave radio equipment or experience functioning in a network management/network control position. Knowledge and/or training is desired in various communications technologies such as LAN/WAN, trunked radio systems, digital microwave systems, network protocols and equipment, etc.
