Funding Purpose To provide funding for professional development, an approved piece of equipment, or materials and supplies to support the recognized Program of the Year.
Eligible Applicants All Alabama Career and Technical Education programs in operation for the past three years.

Total Funding One grant of $5,000 will be available during FY 2010-2011, contingent upon funding.
Funding Period Award date through September 30, 2011.
Date of Award Funds are available for obligation upon receipt of award letter through September 30, 2011.

Allowable Costs Awardees agree to use funds to pay for professional development, an approved piece of equipment, or materials and supplies to support the recognized program.

II. APPLICATION INSTRUCTIONS
Proposals must address all the statements in the sequence and format provided below based upon the proposal objectives and other information as required.
While the information requested for the application is comprehensive, the responses and descriptions should be succinct. NOTE: LEAs applying for an award should provide as much detailed information as possible in addressing each component of the proposal.
APPLICATION FORMAT
A. Application
The signed application cover sheet must appear as the first page of the proposal. See Appendix A.
B. Abstract
Include no more than a one-page abstract that briefly describes the program and why it should be selected as
the 2011 Program of the Year.
C. Proposal Narratives
Using the 14 Quality Indicators recommended by the Southern Regional Education Board (SREB) for evaluating the quality of a career and technical education program, describe why your program should be selected as Program of the Year. Please confine your responses to no more than 250 words per indicator. Maximum points that may be earned for each indicator are listed at the right. Suggested topics are provided. All narrative responses must be double-spaced and typed in 12-point font with minimum 1-inch margins. See Appendix B.
D. Budget and Budget Summary
Complete the proposed budget form and describe in detail each line item of the budget. The budget summary should identify the amount of funds requested for each category as well as the total. See Appendix C.
III. APPLICATION SUBMISSION
One (1) program will be honored as Program of the Year. To be considered for funding, all applications
submitted must adhere to the following requirements:
w Applications must address all proposal narratives.
w Applications must follow the format described in this document.
w Applications must be typewritten, double-spaced on one side of standard (8½" x 11"), un-ruled, white paper with minimum 1-inch margins.
w Include 12 to 16 good quality, color photos. Digital images stored on a diskette or CD-ROM are acceptable and preferred. Color photos limited to size (4"x 6") and mounted on plain, white paper with no border that can be scanned, or high resolution digital photos printed in the same manner are acceptable. Compound or digitally rendered photos are unacceptable. Newspaper clippings and photos may be attached on no more than five separate (8½" x 11") sheets. Scrapbooks or large notebooks are not acceptable.
w Applications may be stapled in the upper left-hand corner but should not be bound or placed in a binder.
w One original set of documents bearing the requested signatures, signed in blue ink, and three copies of the proposal must be submitted.
w Applications may not be faxed or transmitted by email.
w Applications can be submitted by regular mail, express courier delivery, or hand delivery.

IV. ADDITIONAL INFORMATION
w The CTE Program of the Year Committee will review applications. Selected sites may be visited
during March 2011 as part of the selection process.
w Applications will be scored by readers outside of the Department of Education.
w Awardees will be notified in May 2011, and will be recognized at the 2011 AACTE Annual
Summer Conference.

Statements of Agreement
Grant recipients agree to:
1. Comply with all applicable state and federal requirements, including the resolution of any audit exceptions.
2. Provide a budget with detail based on final allocation within 30 days of award. The budget must be tied to the proposed activities and should be reasonable in relation to the potential program impact. Equipment purchases must be approved by the Alabama Department of Education.
3. Identify and summarize the benefits of the grant activities and be willing to participate in Alabama Department of Education monitoring activities by September 30, 2011, and annually through the duration of the grant.

Statements of Assurance
(LEA), as applicant, hereby assures the Alabama Department of Education, Division of
Professional Services, Career and Technical Education Section, the following:
1. The applicant will provide such methods of administration as are necessary for the proper and efficient administration of the Title II, Carl D. Perkins Career and Technical Education Act of 2006.
2. Fiscal control and fund accounting procedures will be provided as may be necessary to ensure proper disbursement of, and accounting for, federal and state funds.
3. The applicant will provide, upon request, a description of current programs, activities, and services receiving assistance from federal, state, and local services in the area to be served.
4. All programs, services, and/or activities shall be coordinated with, and not be duplicative of, other services, programs, or activities made available in other federal, state, and local programs within the applicant’s service delivery area.
5. The applicant shall provide data/information to the Alabama Department of Education as determined by the Alabama Department of Education.
6. Upon request, the applicant will provide a description of the actions to be taken to ensure equitable access to and participation in the program for teachers and other program beneficiaries who may face the potential barriers of gender, race, national origin, color, disability, or age.
7. By accepting funds made available under the Title II, Carl D. Perkins Career and Technical Education Act of 2006, the applicant agrees that in spending such funds, the entity will comply with the Buy American Act (41 U.S.C. 10a). Further, the applicant understands that it is the sense of Congress that entities receiving assistance under the Act should purchase only American-made equipment and products.
8. The applicant understands that the State Superintendent of Education may reduce the amount of a grant, terminate the grant, or take other measures relevant to the grant if the agency/organization allocated funds under this subtitle fail to adhere to the terms of the grant.
