Funded Community Corrections Programs in Ohio

Juvenile Correctional Facilities – DYS operatesfive correctional and rehabilitation facilities plus one private treatment facility. DYS is statutorily mandated to confine felony offenders, ages 10 to 21, who have been adjudicated and committed by one of Ohio’s 88 county juvenile courts. During their stay with DYS, youth are engaged in programming that is designed to address their criminogenic and behavioral needs, including mental health and substance abuse services. Each DYS facility also operates a year-round school that offers general curriculum as well as vocation opportunities.

Community Correctional Facilities – twelve facilities throughout the State of Ohio, governed by the Ohio Administrative Code, 5139.36, established to reduce the number of youth committed to the Department of Youth Services. The Department funds nearly 100% of the operational costs of these facilities and they are managed by the counties. The Community Correctional Facilities provide cognitive treatment services to felony level offenders between the ages of 12 to 18.

Community Based Treatment Centers (CBTC)– an intensive, 120-day, community-based residential treatment alternative for youth committed to the Department.The program also includes 120 days of community supervision and aftercare prior to a youth’s discharge from DYS or probation. The Department plans to add additional CBTC’s in the future.

Paint Creek Youth Center –a privately owned and managed residential rehabilitation center for 15 – 18 year old males, adjudicated delinquent of a felony offense, committed to the Department of Youth Services. Paint Creek offers intensive treatment programming using positive peer culture and cognitive behavioral therapy. Currently, the Department contracts with Paint Creek for 48 beds.

RECLAIM Ohio – a funding initiative which encourages juvenile courts to develop or purchase a range of community-based options to meet the needs of each juvenile offender or youth at risk of offending. By diverting youth from Ohio Department of Youth Services (DYS) institutions, courts have the opportunity to increase the funds available locally through RECLAIM.

Juvenile Parole – DYS Bureau of Parole has 5 regional offices that cover 88 counties across Ohio. Juvenile Parole Officers seek to achieve a balanced supervision approach by addressing 3 primary components. These components are to ensure community protection, achieve accountability, and to assist with competency development. The regional offices work closely with community centered organizations that offer statewide initiatives, which are rooted in strategic and holistic approaches to youth behavior modification and positive redevelopment.
