The meeting was held at 4425 N. Market Street, Wilmington, DE. A quorum of the Board was present for the meeting. Present: Elmer L. Newlin, Chairman of the Board, Patricia Bailey, Vance G. Daniels, Sr., Mr. Dryden, and A. Wayne Meluney, Board Members. Also present were Mary Page Bailey, Deputy Attorney General, Counsel for the Board, and Philip Johnson, Paralegal to the Board, and Diane Bourne, Acting Board Secretary.
THE FOLLOWING CASES WERE HEARD BY THE BOARD:
Dorothy Jones v. Crossroads – AD # 163522
Crossroads, the employer, although duly notified, failed to appear. Present: Dorothy Jones, claimant. A motion was made by Mr. Dryden and seconded by Ms. Bailey. The Board moved to affirm the Referee and deny benefits. Mr. Newlin, Ms. Bailey, Mr. Daniels, Mr. Dryden, and Mr. Meluney agreed to the motion.
Nadine Henry v. Polymer Tech – AD # 20008460
Present: Nadine Henry, claimant, Melissa Henry, claimant’s observer; Kathy Vance, employer’s representative and Dori Prybutok, employer’s witness. A motion was made by Ms. Bailey and seconded by Mr. Meluney. The Board moved to reverse the referee and award benefits. Mr. Newlin, Ms. Bailey, Mr. Daniels, Mr. Dryden and Mr. Meluney agreed to the motion.
Christine Lopez v. Steelhed Inv – AD # 100077722
Present: Christine Lopez, claimant, Sandra Mingo, claimant’s witness; Karen Brown, employer’s representative. A motion was made by Mr. Daniels and seconded by Mr. Meluney. The Board moved to reverse the Referee and deny benefits. Mr. Newlin, Ms. Bailey, Mr. Daniels, Mr. Dryden and Mr. Meluney agreed to the motion.

Although duly notified, the claimant, Michael Carden, failed to appear. Present: Denise Sitypinski, employer’s witness. A motion was made by Mr. Dryden and seconded by Bailey. The Board moved to dismiss the case. Mr. Newlin, Ms. Bailey, Mr. Daniels, Mr. Dryden and Mr. Meluney agreed to the motion.
Stephanie Johnson v. La Caosta, Inc – AD # 20007858
Present: Stephanie Johnson, claimant, Mary Moctezuma, employer’s representative. A motion was made by Mr. Meluney and seconded by Mr. Dryden. The Board moved to affirm the Referee and award. Mr. Newlin, Ms. Bailey, Mr. Daniels, Mr. Dryden, and Mr. Meluney agreed to the motion.

Although duly notified, the employer, Liberty Mutual, and the claimant, James Jennings, failed to appear. A motion was made by Mr. Dryden and seconded by Mr. Meluney. The Board moved to dismiss. Mr. Newlin, Ms. Bailey, Mr. Daniels, Mr. Dryden, and Mr. Meluney agreed to the motion.
Summer Rose v. Caldwell Staffing – AD # 10010653
A withdrawal was requested by the employer. Elmer L. Newlin, Chairman of the Board accepted the withdrawal.
Michael Barlow v. MJM Services – AD # 20011321
Although duly notified, the employer, MJM Services and the claimant, Michael Barlow, failed to appear. A motion was made by Mr. Dryden and seconded by Mr. Meluney. The board moved to dismiss. Mr. Newlin, Ms. Bailey, Mr. Daniels, Mr. Dryden and Mr. Meluney agreed to the motion.
