Minutes of the 307th –A (Special )Meeting of the Registration Committee held on 05.03.2010 at 11.30 A.M. in Krishi Bhawan, New Delhi.
The Special meeting of the Registration Committee (RC) related to Boric Acid, in compliance to the Order of Hon’ble High Court, Ahmedabad (Gujarat) was to be held at 11.00 A.M. under the Chairmanship of Dr. Gurbachan Singh, Agriculture Commissioner on 05-03-2010 in his chamber at Krishi Bhavan, New Delhi. However, the quorum was not complete, therefore, the meeting was adjourned for half-an-hour and meeting was reconvened at 11.30 A.M under the Chairmanship of Dr. Gurbachan Singh, Agriculture Commissioner. Dr. P. S. Chandurkar, Plant Protection Adviser to the Government of India, and Dr. Sushil K. Khurana, Secretary, CIB&RC, Dte. of PPQ&S, Faridabad attended the meeting. The following Officers from the Secretariat of CIB&RC were also present:-
(i) Sh. R.V. Singh, Deputy Director (Chemistry)
(ii) Ms. Kamlesh Miglani, Assistant Director (Chem.)
(iii) Sh. Niraj Kulshrestha, Assistant (Legal)

Part-I

STATUS OF PENDING APPLICATIONS FOR IMPORT PERMIT OF BORIC ACID

(1) A certificate has been issued by the Dy. Director Industrial Safety & Health Kalol, Distt. Gandhinagar indicating that the factory licence is under process and will be granted earliest possible.
(2) Standard input output norms (SION), published by Min. of Commerce, was not made available.
(3) Calculation for the quantity are made on the basis of the installed capacity of the plant and machinery.
(4) In the remarks of the inspecting officer, DIC, Mehsana the calculation has been carried out as per the installed capacity of plant and machinery and column 9(iii) and on this basis recommended for 1260MT.
Therefore, it was decided that the applicant may be asked to submit:
(1) Notorized copy of Factory/Work License and its English Version, if it is not in English/Hindi;
(2) Standard input output norms (SION) published by Min. of Commerce is required being new unit.
(3) Calculation sheet as per 11 – v of the application Performa.
(4) Revised original recommendation letter from DIC Mehasana with the calculation as per SION is required being new unit.
Further, it was decided to confirm the issuance of factory licence by the Industrial Safety & Health, Kalol, Distt. Gandhinagar.
On receipt of information, from Sl.No.1 to 4 above, the case will be put up to Registration Committee.
2. / M/s.Laser Glass Industries, 8-A, National Highway, Lakhdhirpur Road, Opp. Gas Terminal, MORBI-363 642 (Guj.)Ltr.No.NIL, dt. 24-11-09 & 10.02.2010 / Approved 250 MT on the basis of recommendation of DIC, Rajkot and the rising pattern of consumption as observed in the year 2008-09.
3 / M/s. Artek Surfin Chemicals Ltd., Surfin Centre, Plot No.121, Marol Co-op Ind. Estate, M.V. Road, Andheri, Mumbai- 400 059.Lr.No. Nil dt. 18.02.2010. / The matter was deliberated and it was found that:
(1) Column no. 9 of the application was not found as per prescribed format, approved by the RC in its 303rd meeting.
(2) The certificates issued by the Central Excise, South Daman was not found as per prescribed format, approved by the RC in its 303rd meeting.
Therefore, it was decided that the applicant may be asked to submit:
(1) Revised application form with respect to column No. (9) should be as per prescribed format, approved by the RC in its 303rd meeting.
(2)Revised certificate issued by the Central Excise, S. Daman for the quantity Imported /consumed as per prescribed format, approved by the RC in its 303rd meeting.
On receipt of information, from Sl.No.1 & 2 above, the case will be put up to Registration Committee.

Ltr.No.NIL,dt.25.09.09,18.12.09,03..02.2010Rcd on 09.02.2010 / The matter was deliberated and it was found that:
The applicant submitted same unsatisfactory deficiency reply again, as in response to our earlier letter dated 27.10.2009, 13.01.2010, & 15.02.2010 issued by this office.
Therefore, it was decided again that the applicant may be asked to submit
(1) Original recommendation letter from DIC/ Nodal Agency
(2) Copy of application made to DIC for obtaining End Use Certificate
If the above documents are not submitted, their application will be treated as closed.
On receipt of information, from Sl.No.1 & 2 above, the case will be put up to Registration Committee.
5 / M/s. Growmore Ceramics Pvt. Ltd., Survey No.519/1, Village Kotha, Ta. Kalol, Dist. Gandhinagar
Lt. Nil dt. 18.02.2010 & 08.10.2009 / The matter was deliberated and it was found that:
The applicant has resubmitted recommendation letter for 27.5MT issued by DIC, Gandhinagar 12.12.2008 against which they have already been granted 25MT of Boric Acid in 298th RC meeting.
Therefore, it was decided that the applicant be asked to submit:
Fresh recommendation letter from DIC.
On receipt of the above information, the case will be put up to Registration Committee.

OF DUAL USE INSECTICIDES (EXCEPT BORIC ACID)

2 / M/s. Tamilnadu Petro products Ltd., P.B.No.9, Manali Express Highway, Manali, Chennai – 600068, Lr.No.TPL/BaCo3/1 dt. 01.02.2010, Rcd.On11.02.2010 / The matter was deliberated and it was found :that the application was made in Form-I for registration of insecticide (Rule-6).
Therefore, it was decided that the applicant may be asked to submit :
Fresh application on the prescribed format approved by the RC in its 303rd meeting.
On receipt of the above information, the case will be put up to Registration Committee.
3. / M/s. Aarti Industries Limited, Udyog Kshetra, 2nd Floor, Mulund Goregaon Link Road, Mulund (W), Mumbai-400 080.
Letter No.NIL, dt. 17-11-09 & 10.02.2010 / Approved 200MT of Sodium Cyanide based on import/consumption pattern for the last 5 years and the recommendation of Nodal Agency.
They may apply for further quantity, if required.
4 / M/s. Reliance Industries Ltd., 3rd Floor, Maker Chambers, Janpath, NewDelhi-110001. Lr.No.RIL/DLH/251(c ) ( iv) dt. 12.02.2010 / The matter was deliberated and it was found that consent letter from State Pollution Control Board was expired on 17.11.2009.
Therefore, it was decided that the applicant may be asked to submit :
Notarized copy of valid consent letter from State Pollution Control Board.
On receipt of the above information, the case will be put up to Registration Committee.
