SUB: CIVIL CONSTRUCTION AND PEB WORK AT BHEL RUDRAPURPLANT.

Dear Sir,

This has reference to your letter no BHE/CFP/FIN/09/143 dated 30-10-09.In this context we would like to put your attention that as discussed in meeting on dated 31-10-09 with your self and GM BHEL that required documents for bill submission are already submitted in your technical department. Point wise reply of your above referred letter is as under:

  1. As per clause 36.2 of general condition of contract we have deputed Mr. Rajender Pal Agrawat and authorization of the same has been submitted to BHEL.
  1. Refer point no.2 of your letter required documents submitted to BHEL at the time of Bill submission.
  1. Refer point no.3 of your letter required documents submitted to BHEL at the time of Bill submission.
  1. Refer point no.4 of your letter Photocopy of ESI challan has been submitted to BHEL at the time of Bill submission.
  1. Refer point no.5 of your letter Fee deposit receipt for labour license has been submitted to BHEL.
  1. Refer point nos.6, 7, 9 & 10 of your letter pleasemention the clause nos. of the contract.
  1. Refer point no 8 of your letter in which you have mentioned that your boundary wall has been damaged due to our fault is completely false as it fell down due to rains only and we have fixed barbed wire fencing on obligatory basis as requested by Sr. Manager (Projects) so any litigation on this account is not acceptable to us.
  1. Refer point no.11 of your letter accidental insurance policy cover has been submitted by mail and hard copy is being send by courier.
  1. Refer point no.12 of your letter it not mentioned any where in contract that we have to deposit electricity charges provided by BHEL. We have installed separate electric meter as per instruction of Engineer In Charge and whatever charges comes by calculating of units can be deducted from our Bill.
  1. Refer point nos.13 & 14 of your letter all sample testing record and design mix records has been submitted to BHEL long back.

We would also like to put your attention once again that after repeated reminders about release of payment of our 1strunning bill (submitted on 03-09-09).We could not receive any payment from your end and after almost 59 days we have got your letter for furnishing the required document which is a tactics of making delay in payment and also it is not a professional approach.

Please be intimated that if we will not receive the payment within 15 to 20 days from submission of Bill and your payment cycle will be like this in future also then we will be forced to foreclose the project.
