GENERAL DUTIES: The Fiscal Research Division serves as the primary nonpartisan staff that provides budgetary and policy analyses to members and committees of the North Carolina General Assembly. Fiscal Research analysts are expected to perform complex research and analytical assignments on behalf of legislative committees and commissions, individual legislators, or other legislative staff.

This vacancy is for a position on the Finance Team within the Fiscal Research Division. Analysts assigned to the Finance Team provide expertise in the areas of finance and taxation and serve as staff to the House and Senate Finance committees and the Revenue Laws Study Committee.

Responsibilities for this position include preparation of fiscal analyses of tax and finance proposals related to a variety of state and local revenue sources. The position requires experience with analyzing data, formulating conclusions and writing reports. Experience in a similar position related to state or local finance and taxation is preferred.

All work must be performed objectively with a high degree of skill and in a timely manner. The position requires the ability to work well with individuals and groups. Candidates for the position should have the ability to communicate effectively in both writing and public speaking .

Examples of Duties:

· Prepare fiscal impact analyses on proposed tax and finance legislation..

· Present objective analyses of finance issues to legislative committees in a public setting before an audience of diverse interests and opinions.

· Accurately interpret statistical and fiscal data for substantive trends and note key observations.

· Prepare and deliver written and oral presentations in legislative committee meetings.

· Perform other duties as directed.

Minimum Qualifications:

·  A master’s degree from an accredited institution and one year of relevant applied experience or an equivalent combination of education and experience. Candidates must: (1) demonstrate effective oral and written communication skills; (2) be able to interpret quantitative measures and determine their relevance to an issue; (3) be proficient in using computer software applications to produce professional work products (i.e., graphs, charts, tables, and memorandums with standard desktop packages); (4) produce effective results within short time frames; and (5) adhere to objective, non-partisan work standards.

· Experience analyzing or working on public finance issues.

· Ability to maintain composure and work cooperatively under pressure on a daily basis.

· Demonstrated ability to work objectively and impartially and adhere to strict confidentiality requirements.
