On motion of M., seconded by M., the following resolution was offered:

RESOLUTION NO.

A resolution authorizing the Chair or, in her absence, the Vice Chair of the Jefferson Parish Council to sign the attached Parish Infrastructure and Environmental Review (PIER) Certificate in regard to Cargill Application No. PIER 2016-14 (P20160501) to perform maintenance dredging to a depth of -15 ft. at their existing permitted barge fleeting area on the Mississippi River at 933 River Road, in unincorporated Jefferson Parish on the west bank of the Mississippi River. (Council District 2)

WHEREAS, a total of 23,000 cubic yards of non-vegetated water bottoms will be dredged to allow sufficient draft for barges to be fleeted; and

WHEREAS, all dredged material will be placed back in the river beyond the -55 ft. contour; and

WHEREAS, the proposed site is an existing fleeting area, which was previously permitted under P20150192 and MVN-2015-1157-EPP; and

WHEREAS, no coastal wetland impacts are anticipated from the project, as all work will be performed in the Mississippi River using a barge mounted crane; and

WHEREAS, the Louisiana Department of Natural Resources Office of Coastal Management (DNR OCM) has determined that the proposed activity has no direct and significant impact on coastal waters and a Coastal Use Permit will not be required; and

WHEREAS, the Louisiana Department of Transportation and Development (DOTD) has issued a no objection to the proposed maintenance dredging; and

WHEREAS, Cargill has submitted an application for a PIER Certificate, along with an associated application fee, to the Jefferson Parish Clerk of Council; and

WHEREAS, in accordance with Section 39-10 of the Jefferson Parish Code of Ordinances, the proposed project activity has been determined to be consistent with the PIER Certificate requirements.

NOW, THEREFORE BE IT RESOLVED by the Jefferson Parish Council of Jefferson Parish, Louisiana, acting as governing authority of said Parish:

SECTION 1. That the Chair or, in her absence, the Vice Chair of the Jefferson Parish Council is hereby authorized to sign the attached Parish Infrastructure and Environmental Review (PIER) Certificate in regard to Cargill Application No. PIER 2016-14 (P20160501) to perform maintenance dredging to a depth of -15 ft. at their existing permitted barge fleeting area on the Mississippi River at 933 River Road, in unincorporated Jefferson Parish.

SECTION 2. That a copy of this resolution be sent to Lanier & Associates Engineers, Attn: Price Lanier, 4101 Magazine Street, New Orleans, LA 70115.

SECTION 3. That a copy of this resolution and the PIER Certificate authorized herein be sent to Cargill, Attn: Lucas Giedd, 933 River Road, Westwego, LA 70094.

The foregoing resolution having been submitted to a vote, the vote thereon was as follows.
