ADVERTISEMENT FOR BIDS

Federal Aid Project No. STP-6926-00(004)LPA/105507-701000

The City of Madison Mississippi will receive bids for the widening and overlay of Old Canton Road from St. Augustine Drive to Hoy Road, Federal Aid Project No. STP-6926-00(004)LPA until 9:30 A.M. Local Time, Tuesday, March 29th, 2016, at the Office of the City Clerk, City Hall, 1004 Madison Avenue, Madison, Mississippi, 39110 and then until 10:00 A.M., local time at the Denson Robinson Public Services Complex, 1239 Highway 51, Madison, Mississippi, 39110. All bids so received will be publicly opened and read aloud at 10:00 A.M. at the office of the Public Works Department, Public Services Complex, 1239 Highway 51 North, Madison, Mississippi, 39110.

The work shall consist essentially of the following items:

Milling, widening, overlaying and striping approximately 1 mile of Old Canton Road from St. Augustine Drive to Hoy Road. The installation of curb and gutter and sidewalks will also be included in this project. All other related items of work required to complete the project as shown as specified in the contract documents.

This general description of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required to complete the project as shown on the Contract Drawings and as specified in the Contract Documents.

The attention of the bidders is directed to the Contract Provisions governing selection of employment of labor. Minimum wage rates for the federal-Aid projects have been predetermined by the secretary of labor and are subject to Public Law 87-5881 Work Hours Act of 1962, as set forth in the contract Provisions.

The City of Madison herby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to the invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

Plans, specifications and contract documents are on file and open to public inspection at the Office of Stantec Consulting Services, Inc., 100 Depot Drive, Suite B, Madison, Mississippi, 39110 and the Office of Public Works of the City of Madison. One (1) copy of the Plans, Specifications and Contract Documents may be procured upon payment of $200.00 (by check, made payable to "Stantec Consulting Services, Inc.") from Stantec Consulting Services, Inc., 100 Depot Drive, Suite B, Madison, Mississippi, 39110 or Stantec Consulting Services, Inc., 200 North Congress Street, Suite 600, Jackson, Mississippi, 39201. The payment is non-refundable.

Each bidder must deposit with his proposal a Bid Bond or Certified Check in an amount equal to five percent (5%) of the total bid payable to the City of Madison as bid security. The successful bidder shall furnish a Performance Bond and a Payment bond each in the amount of 100% of the contract amount awarded.

Bidder shall also submit a current financial statement if requested by the City of Madison.

Attorneys-in-fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file with each bond a certified and effective dated of their power of attorney.

Proposals shall be submitted in entirety, sealed and deposited, with the Office of the City Clerk of the City of Madison prior to the hour and date above designated. Stripped proposals will be rejected.

Bidders may not withdraw their bid within sixty (60) days after the date of the actual bid opening without the consent of the City of Madison.

Work to be performed shall be in accordance with the “Mississippi Standard Specifications for Road and Bridge Construction 2004 Edition”, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.

The City reserves the right to reject any and all bids and to waive informalities.
