On May 28, 2010, the UN Security Council adopted Resolution 1925, renaming the mission in the Democratic Republic of the Congo to reflect the trend toward increased peace consolidation efforts, as a way to ensure the protection of civilians which remains the UN mission’s number one priority. The implementation of that task requires both short-term measures to protect civilians under imminent threat, as well as longer-term strategies of protection through stabilization and peace consolidation.

In advance of the Council’s May debate on MONUSCO, this seminar is an opportunity for a more forward-looking dialogue on mid- and longer-term strategies to consolidate peace in the DRC. Sessions will focus on how to further progress in the areas of security, governance, and socio-economic development with the aim of developing recommendations on how MONUSCO can best support the priorities and efforts of the Congolese authorities in these key areas.

10:00-11:00 Session 1: Laying the ground for peacebuilding in the DRC: what has been done so far?

A background paper prepared by the Groupe de recherche et d'information sur la paix et la sécurité (GRIP) will serve as the basis for a discussion on lessons from MONUC and MONUSCO efforts towards longer-term stabilization and peacebuilding.

11:15-12:45 Session 2: Ensuring long-term security and stability in the DRC

More than a military challenge, long-term security in the DRC is foremost a political one, which necessitates dialogue between DRC authorities and those of neighboring countries. This session will examine which additional steps should be taken to consolidate the recent achievements in this process. It will also look at the role of regional organizations in supporting a sustained regional dialogue, and ways to strengthen the regional peace process. Finally, it will examine the importance of reforming security forces (police, army) in strengthening long-term security in the DRC, and discuss the role of the MONUSCO and bilateral donors in supporting this process.

This session will focus on key aspects of ongoing and future efforts to strengthen governance and build democratic institutions in the DRC, namely: promoting the rule of law; combating corruption and impunity; supporting free, fair, and timely national elections; and the role of the media and civil society in the democratization process.

16:00-17:30 Session 4: Towards sustainable socio-economic development in the DRC

The last session will feature a discussion of the importance of socio-economic development in achieving long-term stability in the DRC. The session will focus in part on the role of international actors (the World Bank, the IMF, UNDP and MONUSCO) in supporting national efforts and strategies to: manage natural resources; expand socio-economic opportunity for all Congolese, especially women; and create sustainable employment. Participants will also reflect on the progress to date of the national post-conflict stabilization and reconstruction program (STAREC) and the international strategy in support of security and stabilization in Eastern DRC (ISSSS).
