  1. LONG-TERM EMPLOYEE HEALTH – Lt. Heringer

Paul Schmidt of SDPD presented an overview of a voluntary Fitness testing program offered by his Department. Officers over the age of 40 are offered free of charge treadmill testing. They found that 40% of officers, average age 45, had uncontrolled high blood pressure. After being involved in the fitness program, 25% of those controlled their blood pressure issues. The program covers general fitness, aerobics, weight training, etc. There have been no forceful retirements due to this fitness program. Fresno PD has a voluntary program and Sacramento PD has a mandatory fitness program.

SDPD has their treadmill testing done by SD Cardiac Center at a cost of $160 per treadmill. The first year 300 were tested with a 10% failure rate. An officer can be tested every 3 years. SDPD spends about $ 15, 000 annually for treadmill testing.

A/S Pierce stated that our Department will be putting together a group to study a fitness program. She asked that Jim Duffy provide the name of a representative from DSA to Captain Hanlon to be a member of this committee.

  1. FIRST LINE SUPERVISOR DEVELOPMENT – Lt. Heringer

Lt. Heringer gave a brief overview of the First Line Supervisor Development program that will be used as a comprehensive informational tool for new Sergeants and Professional Staff equivalent. A component of the training program will be the required reading of the book “On Leadership” by John Gardner which is IACP recommended reading. Training will be provided to Lieutenants and Professional Staff equivalent to acquaint them with the program.

  1. DETENTIONS CAPT/LT/SGT JOB SPECS – Denise Reiber

Personnel Division is looking at job specs for Detentions Captains, Lieutenants and Sergeants. They want to add language that would prevent a cross over from LE to Detentions for these promotional positions.

  1. PHOTOS IN CORPORATE DIRECTORY – A/S Pierce

Employee ID photos will be posted on the Corporate Directory.

  1. TIME CAP ON LE RECRUITING SERGEANT – Captain Miller

Item closed – Not pursuing.

  1. WRITTEN TEST FOR SID BASIC – Captain Hanlon

Personnel Division is looking at requiring a written test for SID basic in order to combine the list for RATT, Street Narcotics, etc and streamline the competitive process. There was no opposition from DSA, Fern Steiner.

  1. VESTS – Captain Hanlon

The vests that are being offered as a result of the Class Action Suit are not acceptable and negotiations for a higher grade vest are taking place at this time.

  1. TASERS – Captain Hanlon

The first Tasers are on the streets as of today. There is a familiarization training being offered on Thursday, February 16th, everyone is invited. Doctors will be on hand to discuss sudden death. The plan is to have 600 Tasers in use by the end of the year.
