1.7to consider issues concerning the amateur and amateur-satellite services:

1.7.1possible revision of Article 25;

1.7.2review of the provisions of Article 19 concerning the formation of call signs in the amateur services in order to provide flexibility for administrations;

1.7.3review of the terms and definitions of Article 1 to the extent required as a consequence of changes made in Article 25

1Introduction

This agenda item relates to amateur and amateur-satellite services. This agenda item reviews complete Article 25 and provisions of Article 19 concerning the formation of call signs in the amateur services. Also if required, in view of any changes in Article 25, review terms and definitions of Article 1 of the Radio Regulations. Article 25 is reviewed to simplify and revise the existing provisions with additional provisions to recognize the disaster communications role of the amateurservice and to facilitate global roaming by amateur stations.

ARTICLE 25

Amateur services

Section I – Amateur service

25.1§ 1Radiocommunications between amateur stations of different countries shall be forbidden if the administration of one of the countries concerned has notified that it objects to such radiocommunications.

Reasons:To conform the principles embedded in 0.11 of the Preamble of the Radio Regulations.

25.2§ 21)When tTransmissions between amateur stations of different countries are permitted, they shall be made in plain language and shall be limited to communications incidental to the purposes of the amateur service, as defined in No. 1.56. Transmissions between amateur stations shall not be encoded for obscuring their meaning.messages of a technical nature relating to tests and to remarks of a personal character for which, by reason of their unimportance, recourse to the public telecommunications service is not justified.

Reasons:To clarify the meaning of plain language.

25.32)It is absolutely forbidden forIn only emergency cases amateur stations to may be used for transmitting international communications on behalf of third parties provided they obtain permissions from the administrations of the two countries concerned by the transmission.

Reasons:To ensure that such transmission is used only in emergency cases.

25.43)The preceding provisions may be modified by special arrangements between the administrations of the countries concerned.

Reasons:Giving flexibility to administrations willing to change any of the proceeding provisions by special arrangements.

25.5§ 31)Administrations shall determine whether or not a person seeking a licence to operate an amateur station shall prove that this person is able to correctly send texts in Morse code signals.Any person seeking a licence to operate the apparatus of an amateur station shall prove that he is able to send correctly by hand and to receive correctly by ear, texts in Morse code signals. The administrations concerned may, however, waive this requirement in the case of stations making use exclusively of frequencies above 30MHz.

Reasons:To provide flexibility to administrations with regard to licensing an operator.

25.62)Administrations shall take such measures as they judge necessary to verify the operational and technical qualifications of any person wishing to operate the apparatus of an amateur station.

Reasons:It provides clarity to the text.

25.7§ 4The maximum power of amateur stations shall be fixed by the administrations concerned, having regard to the technical qualifications of the operators and to the conditions under which these stations are to operate.

25.8§ 51)All the general rulespertinent Articles and Provisions of the Constitution, the Convention and of these Regulations shall apply to amateur stations. In particular, the emitted frequency shall be as stable and as free from spurious emissions as the state of technical development for such stations permits.

Reasons:Editorial amendments to clarify the text and simplifications of the Radio Regulations. Partially redundant with Nos. 3.6 and 3.7.

25.92)During the course of their transmissions, amateur stations shall transmit their call sign at short intervals.

Section II – Amateur-satellite service

25.10§ 6The provisions of Section I of this Article shall apply equally, as appropriate, to the amateur-satellite service.

25.11§ 7Space stations in the amateur-satellite service operating in bands shared with other services shall be fitted with appropriate devices for controlling emissions in the event that harmful interference is reported in accordance with the procedure laid down in Article15. Administrations authorizing such space stations shall inform the Bureau and shall ensure that sufficient earth command stations are established before launch to guarantee that any harmful interference which might be reported can be terminated by the authorizing administration (seeNo.22.1).

25.XAdministrations are encouraged to take the necessary steps to allow amateur stations to prepare for and meet communication needs in support to disaster relief.

Reasons:Recognizing the value of amateur communications during disaster situations.

25.XXAdministrations may determine whether or not to permit a person who has been granted a licence to operate an amateur station by another administration to operate an amateur station while that person is temporarily in its territory, subject to such conditions or restrictions as it may impose

Reasons:Article 18 requires that all transmitting stations be licensed but provides special arrangements in certain circumstances. None of these special arrangements applies to the amateur and amateur-satellite services. The proposed addition makes it clear that administrations are authorized and encouraged to permit visiting amateurs to operate without being required to issue them a licence while protecting the prerogatives of administrations.

3Proposal for modifications of Article 1 of the Radio Regulations

The Arab Administrations do not support any modifications to Article 1 of the Radio Regulations with regard to amateur services, in relation to this agenda item.
