1.  A male aged about 50-55 years, height about 5’ 7”, sallow complexion, Medium built, long face and wearing white & blue colour jeans pants found on 10.6 .2013.

2.  A male aged about 48 years, height 5’3”, whitish complexion, round face and wearing white green colour shirt & black colour pants found on 10.6.2013.

3.  A male aged about 50-55 years, height 5’6”, whitish complexion, strong built and wearing blue & white colour T-shirt & sky blue colour pants found on 11.06.13.

4.  A male aged about 30-35 years, height 5’6”sallow complexion, medium built, found on 13.6.2013.

Four Robbers Arrested

The police personnel of P. S. Kirti Nagar, West Distt have arrested three robbers namely, (1) Akhtar Hussain @ Pappu s/o Manzoor Hussain r/o C-726, J.J.Colony Bawana Indl. Area Delhi, age – 40 Yrs (2) Sujit @ Ajit s/o Basant Chaterji r/o C-379, J.J.Colony Bawana Delhi, Age – 20 Yrs. (3) Arun @ Vickey s/o Shailender Singh r/o C-541, J.J.Colony Bawana Delhi, Age-24Yrs and (4)Dharmender @ Golu s/o Bawa Singh r/o A-42, shardauri Ramesh Nagar New Delhi, age- 39 Yrs, who were involved in a case of robbery in the house of C-75 M.S.Garden Kirti Nagar vide Case FIR No. 202/13 dated 18.6.13 U/s 452/393/34 IPC P.S. Kirti Nagar New Delhi. The robbers were arrested due to the courage shown by an 84 years old lady, who managed to set herself free from the clutches of robbers and raised an alarm.

INFORMATION / OPERATION

On 18.6.2013, a robbery attempt was made in the area of P.S. Kirti Nagar at C-75, Mansarovar Garden Kirti Nagar New Delhi. The robbers entered in the house at about 2.00 PM posing as employees of NDPL and asked the lady Smt Kaushalya Devi, aged 84 Yrs (Senior Citizen) to open the door as they have come from NDPL for meter reading and one of the robbers namely Akhtar Hussain caught hold of the lady and threatened her to keep quite otherwise he will kill her. The other two namely Sujit and Arun started searching the house. Some how the lady got herself free and shouted “Chor Chor”. With the help of neighbours, who arrived at the spot, police apprehended the above criminals. On the basis of the statement of Smt. Kaushlya Devi r/o C-75, Mansarovar Garden, Kirti Nagar, a case vide FIR No. 202/2013 u/s 452/393/34 IPC was registered at P.S. Kirti Nagar and a team of officers of P. S. Kirti Nagar under the supervision of Sh. Eish Singhal, IPS, ACP/Rajouri Garden led by Inspr. Kishore Kumar, comprising of SI. Bahadur Singh, HC Balbir singh, HC Mahender Singh, HC Ravinder Singh, Ct. Virender Kumar and Ct. Rajeev Kumar was constituted to apprehend the master mind Dharmender @ Golu.

DISCLOSURE & MODUS OPERANDI:-

During interrogation accused Akhtar Hussain disclosed that he had been arrested in robbery and murder cases earlier also when he was residing at Yamuna Pusta. In 2004, the Jhuggies of Yamuna Pusta were demolished and he was allotted a jhuggi in J.J.Colony, Bawana, Delhi. He came in contact with Dharmender @ Golu, who hit upon a plan to get more money for himself as he was facing financial crisis in his business. Dharmender told him that an old lady r/o M.S.Garden is having a lot of money. They can enter in the house as employees of NDPL, catch hold of the lady and ransack the house. Akhtar Hussain shared the plan with his friends Sujit and Vickey. Dharmender showed the house number
C-75, M.S. Garden to them. They carried a diary for showing them as NDPL employees, tape to tie the lady and a kitchen knife, but were caught at the spot due to the resilience of the lady. Later on Master mind Dharmender @ golu has also been arrested, who disclosed that earlier he was residing in C- 75, Mansarover Garden and later he sold it. He wanted to get rich quickly so he contacted Akhtar and planned the robbery. Akhtar Hussain alongwith his two friends Sujit and Arun @ Vickey went to the house of old lady and were caught at the spot.

Police personnel involved in the good work are being rewarded suitably. The senior citizen is also being rewarded for her resilience and fortitude.

A SENSATIONAL MURDER CASE OF DREADED CRIMINAL MOHD. KHALIL SOLVED WITH THE ARREST OF DESPERATE CRIMINAL/ GANGESTER MOBIN @ SHAVEZ @ BABU.

BRIEF FACTS OF THE CASE:

On 29.05.2013 at about 11.20 p.m., a call was received at PS Lahori Gate regarding firing in Tilak Bazar, Khari Baoli, Dehi-6. On reaching the spot, it was found that Khalid Ahmad s/o Jameel Ahmad r/o H.No. 107 Gali No 9, Wazirabad Delhi was killed by one Mobin who had been working alongwith Khalil in his Office and was later removed from job because of some differences between the two. Another person Ismail was also sustained gun shot injury. Later, Khalil Ahmad succumbed to his injuries at St. Stephen’s hospital. In this connection, a case vide FIR No 100/2013 u/s 302 IPC was registered at P.S Lahori Gate and investigation handed over to Inspector Amrit Raj, ATO/ P.S. Lahori Gate, Delhi.

INVESTIGATION:

During the course of investigation, various raiding parties were formed and sent at suspected hideouts of the accused persons. One accused Rishi Gupta was arrested by SOS Crime Branch on 2.6.2013 vide FIR No 96/2013 dated 2.6.2013 u/s 25/54/59 Arms Act, P.S Crime Branch, Delhi. During interrogation, Rishi Gupta confessed to his involvement in case FIR No 100/2013 u/s 302/307/120-B & 27/54/59 A. Act PS Lahori Gate and admitted to having arranged the vehicle TATA Safari bearing No DL-9CZ-0849 for his friend Mobin @ Shavez @ Babu and to have him driven to the area of P.S Lahori Gate and that Mobin proceeded to Tilak Bazar and fired several rounds upon Mohd Khalil. It was Rishi Gupta who facilitated the stay of main accused Mobin in ‘Shripati Guest House’ at Agra. On the basis of disclosure statement, Rishi Gupta was arrested in case FIR No 100/2013 u/s 302/307/120-B IPC & 27/54/59 A. Act P.S Lahori Gate on 4.6.2013.

On the basis of secret information, a raiding party was formed at P.S Lahori Gate comprising of Inspector Rajender Kumar, SHO Lahori Gate , Inspector Amrit Raj, ATO/ P.S L. Gate, ASI Jagat Singh, Constable Nagesh Kumar No 2489/N & Constable Om Parkash No 1095/N. The team reached ISBT Kashmiri Gate, opposite Out Gate, near Faridabad Bus Stand on Ring Road and cordoned off the area. At about 1 P.M, the wanted criminal Mobin @ Shavez @ Babu s/o Sajjad Ahmad @ Sajjan r/o Mohalla, Kut Kuian, Angoor Wali Masjid , Dhobiyo Wali gali, P.S ; Kotwali , Rampur (U.P) was finally overpowered near Faridabad Bus Stand by the team members and arrested after sustained interrogation. During interrogation, Mobin disclosed that he had known Mohd. Khalil since last about 15 years and had got close to him while serving sentence in Tihar Jail. After release on bail, Mobin started working in the office of Mohd Khalil at Tilak Bazar. Mobin used to consume liquor which Mohd. Khalil did not like and was often scolded by Mohd. Khalil for this reason. Mobin also started liking a girl who used to live near the office of Mohd. Khalil. Mohd. Khalil humiliated the family members of the girl which was not liked by Mobin. Mobin was finally removed from the Office by Mohd. Khalil some 2 / 3 months back. Mobin had also become suspicious that Khalil was trying to get him killed through his gang members. Due to these reasons, Mobin got angry and was in search of an opportunity to kill Mohd. Khalil. Finally he struck on 29.5.2013 at about 11.15 P.M just in front of Khalil’s office in Tilak Bazar.

He belongs to Muslim washerman family. He has three brothers and two sisters. He passed class 8th from a school near his home and left his studies. Later he fell in bad company and started committing crimes. He is involved in several cases of dacoity, robbery, theft, murder, Arms Act etc of U.P & Delhi. He is a B.C. of Bundle ‘A’ of PS Rampur, U.P

41 Cartons of “Party Special” (for Sale in Arunachal Pradesh Only) and 34 Cartons of “Besto Whisky” (for sale in Chandigarh only) total 3600 quarters recovered-from Tata 407 Tempo; One arrested.

AATS of North District , has apprehended a supplier of illicit liquor namely Raju s/o Babu Ram r/o H No. 130/2, Masale Wali Gali, Newkoat Village, PS Kotwali, District Ghaziabad, UP, age 28 years. Seventy Five cartons containing 3600 quarters of illicit liquor and one vehicle make ‘Tata-407’ bearing registration No.UP-16T-9438, being used for supplying illicit liquor was recovered from his possession. Out of these 75 cartons, 41 contain Party Special brand (for sale in Arunachal Pradesh Only) and 34 contain Besto whisky brand (for sale in Chandigarh only). In this regard, a case vide FIR No. 152/2013 dated 20.06.2013 u/s 33/38 Delhi Excise Act, has been registered at Police Station Civil Lines, North District Delhi.

TEAM & OPERATION

On the evening of 19.06.2013, an information was received that a notorious bootlegger Raju, involved in supply of illicit liquor in Delhi and its adjoining areas would proceed to Ghaziabad via Majnu Ka Tilla, I.S.B.T Kashmere Gate with huge quantity of illicit liquor in a vehicle bearing registration No.UP-16T 9438. In order to apprehend him, a team comprising of HC Mahesh Chand, HC Satish Patil, Ct Amit, Ct. Ajay, Ct Ansar Khan and Ct. Parveen, led by SI Ravindra Singh and under the overall supervision of Sh R.K. Singh, ACP/Operation Cell, North District, Delhi was constituted. The raiding team was deployed around Outer Ring Road near Majnu Ka Tila Gurudwara. At about 12:30 am at the instance of informer, vehicle bearing registration No.UP-16T 9438 was intercepted by the police party but the driver tried to flee away. After chasing the vehicle, driver was apprehended by the raiding team.

INVESTIGATION

During investigation, it was revealed that on the direction of his employer Vikas, he used to procure illicit liquor from Haryana and used to deliver it at identified destinations in Delhi and UP. In the present case he was directed by his employer Vikas to deliver illicit liquor for distribution in Ghaziabad. It is further revealed that his employer Vikas pays him Rs.2000/- per round apart from his salary. Raju revealed that liquor was loaded on the road somewhere near Murthal (HR) through other vehicles. Efforts are being made to apprehend Vikas. By supplying the illicit liquor from other state by these persons, the Government suffers a loss of 200% on the manufacturing cost of illicit liquor which includes Sales Tax and Excise Duties etc. Thus, the bootleggers earn more than 100% profit by supplying the illicit liquor from one state to another. Accused Raju has found to be involved in 1 more case of Delhi Excise Act in Delhi.
