The minutes of the meetings of the 25th June 2014 were approved and signed.
Item.3 Matters Arising.

Chairman’s introduction to be added to the Home page and the Chairman’s report to the Mins & Agenda page. Clerk to request copies of Mins dating back to the early 1900’s for possible inclusion on site. Clerk to bring camera to next meeting to take photos of individual Councillors with the possibly of introducingthemselves with a short write up on the Councillor’s page.

C. / Provision of Cycle Rack at Kerry Car Park
PCC advice that the purchase, installation and maintenance will be the responsibility of KCC. PCC ask to be consulted on location and suggest the Village Hall car park as an alternative. Initial costs: £181 for a 10 cycle rack, +£85 delivery, + VAT. =£302 + installation. (£750) Clerk to contact the Village Hall Committee requesting permission to site cycle rack in their car park; also to continue feasibility study contacting PCC in regard to any requirements needed, Insurance company to ascertain any possible increase in liability and local companies to supply and fit cycle rack.
D. / Fly Tipping at Gilfach Lane
The response to the letter sent to Mr Frank Moore at PCC Highways department as follows:
“A bin has been placed at a relocated site further up the lane out of sight of the main road in the hope to discourage fly tipping and prevent vermin attack. The site will continue to be monitored as long as is deemed necessary.” It is noted that rubbish is still being left at the road side.
E. / P&W Cemetery Contract
Letter received 3rd July offering apologises for damage done on site and a reassurance of a higher degree of care and general standard of work. Exceptional growing conditions given as possible reason for the lower standard of work. Complaints are still being received from residents. Council to monitor situation and discuss at the next meeting.

- The applicant fails to meet items one, three, four, five and seven as detailed on Powys Policy E3 Wind Power guidelines.
- A full environmental impact assessment on the site has not been carried out.
- Kerry Community Council strongly objects to the proposed 132 Power Line and the close proximity of this application to that site endorses their objection to both applications.

Item 9. Any Other Business.
Casual Vacancy / Cllr. B. Breeze informed Council of his intention to stand down thus creating a Casual Vacancy in the Kerry Ward. Clerk to inform PCC and to start the election procedure during the summer recess.
Tree Surgery/ Replanting. / PCC advice that permission to carry out tree works is granted. Clerk to request Tilhill Forestry to start work.
Consultation for a sustainable library service. / The Chairman read aloud back ground information and three possible options for the intended cut backs to the library service. After an informed discussion Council voted for option A which is as follows;
This option currently has the support of the council’s Cabinet, pending the results of the consultation.
- Reduce all area and branch library opening hours by 20%
- Maintain branch libraries in current locations, seeking opportunities to co-locate the libraries with other council or community facilities in the area.
- Maintain the Mobile Library Service, including all existing routes and stops, but replace the 2 weekly service with a 4 weekly service.
Perceived Variation in Services and
Funding across Wales. / A number of Councillors expressed their concern and frustration at the perceived underfunding and excessive cutbacks being made in Powys. The following are items Council wish to bring to the attention of the Welsh Assembly and to that end the clerk has been asked to draft a letter for Council’s approval at their next meeting detailing these concerns.
- A disproportionate distribution of wealth and investment creating a North/South divide.
- The level of encouragement for industry to invest outside of Cardiff and Swansea is seen as negligible.
- The standard of health and transport services is considerably lower outside of major cities.
- Powys is being asked to make greater cuts and has been awarded the lowest annual settlement from the Welsh Government for the last five successive years.
- The centralization of major health and educational facilities is marginalising our rural communities.
- Lack of competition allows Arriva Trains to hold a monopoly on charges and services available for rail travel. The anticipated hourly service from Aberystwyth to Birmingham only serves to upgrade a totally unacceptable service to a service that remains unacceptably low.
- Investment per head of population is considerably lower throughout Powys in comparison to larger towns and cities.
Vote of Thanks for Cllr. M. Morgan / Council wish to thank Cllr. Morgan for his swift and efficient repairing of the leaking tap in the Cemetery grounds.
Sarn / It was bought to Council’s attention that Pam Jones (wife of the late Cllr. Hywel Jones) has been asked to leave herfamily home leased by PCC Holding home as a result of Hywel’s death. Pam is under considerable stress with the worry of finding suitable housing in Sarn or Kerry within the notice time. Council request the clerk to write to the Housing Manager in Welshpool highlighting Pam’s concerns about being rehoused outside the area.
The drains remain blocked at the Old Smithy, clerk to advice PCC Highways.

There being no other business the meeting closed at 9-45 pm.
Meetings are open to residents, who may only address the meeting with the Chairman’s prior consent.

* Although KCC works in conjunction with PCC as consultants, it has no authority to grant planning permission.
