The role:To support the design, implementation, monitoring, evaluation and learning of Oxfam’s economic development programme in Myanmar in order to promote gender equality and maximize the impact on the lives of poor men and women.

KEY RESPONSIBILITIES:
Lead the planning and implementation of monitoring, evaluation, accountability and learning for all projects under the Economic Justice programme, to enhance the quality of the work andto meet Oxfam’s minimum standards.
Together with programme staff, lead the design of MEAL frameworks and action plans for all projects under Oxfam’s Economic Justice programme
Implement a systematic approach to identifying, capturing, sharing, applying and creating knowledge, analysing and documenting how change is happening within programmes.
Conduct regular project monitoring, including developing and conducting data collection tools and processes
Commission or design and implement baseline/midline/end of project evaluations as required to support programme quality improvements
Quantitative and qualitative data analyses
Disseminate data through simple and meaningful reports, graphs, and maps).
Support intended users such as programme implementers and partner organizations to apply knowledge/innovation to improve practice (in programme, service delivery and training)
Perform data quality assessment in order to verify the quality of reported data for key indicators and the ability of data management systems.
Support in designing and facilitating an annual programme learning event, and smaller project reviews
Implement accountability mechanism between partner organizations and communities.
Act as a catalyst and focal point for Economic Justice Programme learning, bringing in best practice from outside the organisation, as well as facilitating learning within the organisation, ensuring that it is shared in accessible ways with country teams.
Provide training to partner organizations and staff on MEAL together with Programme Quality Manager & Country MEL Coordinator.
Assist MEL Coordinator as required & agreed, take on MEL design work with relevant country teams.
Be an active member of the Programme Quality Team
SKILLS AND COMPETENCE:
Demonstrated commitment to using documentation and M&E to learn from programmes, and applying this to improving our overall impact.
Demonstrated commitment to, and experience of, promoting gender equality through Economic development interventions
Demonstrated monitoring and evaluation skills, including developing MEAL frameworks, designing and undertaking data collection processes, analysing qualitative and quantitative data, and reporting.
Strong academic understanding of quantitative, qualitative and mixed methods
Experience in establishing community feedback mechanisms
Experience in building capacity of varied stakeholders
Clear understanding of rights based programming on, livelihoods, responsible investment and natural resources management
Ability to communicate and influence effectively with teams and individuals.
Good written and verbal communication skills in English and Burmese
Able and willing to travel extensively within project areas
Strong time management skills and able manage simultaneous tasks
At least 3 years working experience in right based programme on livelihood or Governance or natural resource management sectors including experience in designing and implementing MEL
