Enable Ireland is a vibrant national voluntary organisation with an annual budget in the region of €48million and a whole time equivalent staff of 654 working in various locations across Ireland.

The organisation is recruiting a Regional Director of Services to join the senior management team. The Regional Director of Services will have executive responsibility for direction of the expansion and delivery of services to people with disability as contracted by the State. Services under the appointee’s direction are located in Mayo, Galway, Roscommon, Limerick, Clare, North Tipperary, Cork, Kerry and Kilkenny.

As a member of the senior management team the Regional Director of Services will lead new policy initiatives of a service, corporate and governance nature.

Designated briefs, in line with Enable Ireland’s strategic plans, which will include capital projects and service portfolios, will also be assigned. The appointee will oversee service related ethics through national policy formulation and monitoring. The Regional Director of Services will hold ultimate responsibility for adult service development with special emphasis on Living Options for people with disability.

The new Regional Director of Services will be guided by Enable Ireland’s Strategic Plan 2009 – 2011. The Plan will challenge Enable Ireland to pursue greater creativity and innovation in service provision in response to service users’ needs, wishes, strengths and abilities. The appointee will direct work practices that are open to change in response to service user needs.

The Regional Director of Services, together with colleagues, will oversee Enable Ireland’s role in the Assessment of Needs Process as embedded in the Disability Act 2005 which will soon be extended to children from the ages 5 – 18 years.

The Post: Overall Purpose

The primary role of the Regional Director of Services is to provide strategic and operational direction, guidance, support and advice to named Directors of Services and National Managers together with the line management of those personnel.

Duties are divided into strategic development, project management, line management and lead responsibility for specified initiatives.

Principal Duties and Responsibilities:

·  The Regional Director of Services will hold an advisory role to the Board, Chief Executive and senior management team on all matters of service development.

·  The Regional Director of Services will hold a key function in the advancement of the organisation’s quality and standards service programmes and enhancement of quantitative services to people with disability.

The EFQM Excellence Model of Quality Management will be the framework used by the Regional Director of Services to achieve excellence in all aspects of performance in regional services and national briefs. There will also be adherence to other general and specific codes of practice associated with service delivery.

It will be the responsibility of the Regional Director of Services to ensure that services delivered by Enable Ireland personnel reflect the stated core values of the organisation. These include: Equality

·  Primarily, the Regional Director of Services will direct, guide, support and line manage a number of senior personnel in their complex roles as service leaders and managers of large and varied staff groups in different service settings. In addition, the appointee will play a lead role in service related ethics and adult service development.

·  The Regional Director of Services will lead and support the Directors of Services and National Managers to attain improved resources in funding and in kind to further develop Enable Ireland services.

·  The Regional Director of Services will at all times act with integrity to promote the cause of Enable Ireland to a variety of stakeholders. As a senior representative of the organisation, the Regional Director of Services will be proactive in building services through honesty and openness, encouraging a culture of trust for all.

·  The Regional Director of Services, together with the Director of Finance & IT, will hold responsibility for annual approval and monthly financial monitoring of regional budgets as authorised by the Board of Enable Ireland prior to each financial year.

·  The Regional Director of Services will play a key role in capital development proposals, project monitoring in line with Enable Ireland’s direction and the State’s wish and ability to resource such development in accordance with demonstrable need.

·  The Regional Director of Services will hold ultimate responsibility for compliance with all relevant statutory regulations in the service management areas assigned. In this regard special reference is made to the Health Act 2004 and 2007 and the Disability Act 2005. It will be the responsibility of the Regional Director of Services to monitor the performance of Directors of Services and National managers according to agreed preset performance management requirements in line with HSE service level agreements and internal systems. In so doing, simultaneous assessment and addressing of service user and organisational risk will be an inherent function of the post.

·  The Regional Director of Services will deliver information requirements under Section 38 of the Health Act 2004 (for the regions assigned) if and when requested through parliamentary questions, other State surveys and internal requests.

·  The Regional Director of Services will represent as required Enable Ireland’s position and contribution on government policy and change issues in relation to the disability sector.

·  As a member of the Senior Management Team, the Regional Director of Services will carry out executive corporate and governance functions as deemed necessary by the Chief Executive. In this regard the Regional Director will take cognisance of the company’s Memorandum & Articles of Association, organisational financial probity, and Retail & Fundraising requirements in all matters of regional planning and development.

Principal Conditions of Service:

1.  The successful candidate will be appointed to Enable Ireland Disability Services Ltd. on a whole time, permanent contract.

2.  Duties of Accountability: To perform such duties as may be assigned by the Chief Executive for the purpose of implementing the functions of the post.

3.  Salary will be on the scale of HSE Grade Director of Regional Health Office, as validated on 30.05.08 by the Enable Ireland Finance Committee. This scale will be subject to normal deductions and attract general pay increases assigned to that grade. Entry on the scale will be at a point to be agreed at the discretion of the Chief Executive.

4.  Annual Leave: Annual leave will be 30 working days per year, exclusive of public holidays, plus 9 days fixed leave entitlement. A portion of annual leave will necessarily be taken at a time suitable to the organisation to facilitate senior management or holiday cover. All leave must be taken by arrangement with line manager.

5.  Probation: The successful candidate will serve a probationary period of one year’s duration. If during this period, the candidate’s services are satisfactory as regards attendance, conduct and efficiency generally, the candidate can expect to be appointed on a permanent basis on the completion of the first year. If the candidate’s service is unsatisfactory the appointment can be terminated at any time; alternatively the probationary period may be extended beyond a year.

6.  Sick Leave: Enable Ireland’s sick pay scheme is offered to employees upon completion of 9 months continuous service.

7.  Outside Employment: the appointee must not be connected with any outside business which would interfere with the duties of the office.

8.  Pension: The office is pensionable on a contributory basis for new entrants. Through membership of the Defined Contribution Scheme, members are automatically entitled to benefit under the Death–in–Service and Income Continuance Plans.

9.  Hours of Attendance: The contracted hours are fixed at 35 hours per week. Performance of the duties of the office may require attendance outside normal working hours. No additional payment will be made for extra attendance as the rate of remuneration payable covers any extra attendance that may arise from time to time.

10. Travel: Travelling to the regions assigned and to national events will be an integral part of the post. Mileage and subsistence allowances are payable. Video and telephone conferencing will be used where practicable.

11. Notice: Notice of termination will be three months to be given by either party or in the case of notice given by the Company, at its option, pay in lieu of notice.

12. Structural Training and Development Programme: The person appointed will, at the request of the organisation and on their own initiative, avail from time to time of such training as is deemed necessary to meet the requirements of the Regional Director of Services post.
