Request for Expression of Interest (EoI)

To conduct mid-term review of the project “Support for Sri Lanka national reconciliation efforts by addressing grievances of the concerned sections of the population through targeted resettlement of the last of the conflict affected internally displaced persons”


With $1.2m of funding support from the UN Peacebuilding Fund’s Immediate Response Facility, UNHCR and UNICEF are currently implementing a project entitled “Support for Sri Lanka national reconciliation efforts by addressing grievances of the concerned sections of the population through targeted resettlement of the last of the conflict affected internally displaced persons”. The project was signed in June 2015 and aims to support the resettlement of internally displaced persons (IDPs) to land released by the military in 2015 from High Security Zones in the north (Jaffna) and the east (Trincomalee). While the government allocated certain resources for re-settlement, they also requested support from the UN to facilitate a speedy return for the IDPs, with access to basic supplies and services for the initial period of resettlement. This project was therefore designed to provide some of the immediate needs of the most vulnerable families (including female headed households) who wish to return to their places of origin as part of the initiative to deliver durable solutions for the IDP returnees. Sustainable resettlement will be a key element of trust and confidence building among the communities.

Against this background, the UN is looking to commission an independent third-party mid-term review of the project’s performance to date that would provide evidence of the project’s relevance, efficiency, effectiveness and sustainability in achieving its objectives.

Required expertise, experience and capacity

Be a legal entity with a valid registration such as Business Registration Certificate or registration with the NGO Secretariat

The research institute should comprise of national experts with high levels of technical, sectoral and policy expertise; rigorous research, mid-term review and drafting skills; and the capacity to conduct an independent and quality analysis.

Specific requirements:

1. Excellent understanding of the local peacebuilding context;

2. Prior experience conducting field based research in the resettlement areas;

3. A sound understanding of the United Nations system and its modalities of working;

4. Prior experience conducting project/programme mid-term reviews using a combination of qualitative and quantitative data collection methods;

5. Demonstrated ability to undertake similar assignments with adequate human resources. The research team should bring extensive experience in research and policy analysis, with the lead researcher(s) having an advanced degree and preferably a PhD in a relevant field and bringing at least 10 years work experience. Research Assistants should have an academic degree in a relevant field and experience. Data collection colleagues with fluency in Sinhala and Tamil and good local/ geographical knowledge of project sites and technical knowledge of the construction works.

6. Strong networks on the ground with government and civil society partners.

7. High degree of professionalism and able to adhere to agreed timelines and deliverables; and

8. Proven ability to produce high quality reports in English.

Interested institutions are requested to submit a brief EoI demonstrating their capacity to undertake the task, along with copies of relevant documents (Registration Certificate copy, Organizational profile/ last annual report, audited accounts, CVs of Key Personnel, and summarized details of similar previous assignments, etc) on or before 07th April 2016 to:
