SCOPE OF RESPONSIBILITIES
Responsible for planning and assisting with day-to-day operations of the Section 5311, 5310 & 5307 Transit Programs under supervision of the Public Transportation Manager.

ESSENTIAL JOB FUNCTIONS

  1. Administers, coordinates and implements the ATCOG transportation programs.
  2. Administers the oversight for the DOT drug program, fiscal charges for operations, maintenance, and planning.
  3. Administers transit program procurements for all purchases, including Request for Proposals (RFPs) for vehicle procurement.
  4. Develops, implements and monitors all transportation reporting functions for the Transportation Programs.
  5. Performs outreach functions to publicize and promote the ATCOG Public Transportation Programs.
  6. Plans, organizes and conducts public meetings, hearings and workshops related to transportation programs as needed.
  7. Assist in researching and preparing annual budget fortransportation program.
  8. Responsible for monitoring transportation programs, delivery of service and oversees maintenance administration.
  9. Assists in the preparation of both annual and quarterly reporting to TxDOT and FTA.
  10. Researches and writes policies to comply with TxDOT and FTA requirements.
  11. Develops and maintains a positive working relationship with elected and public officials and funding agencies.
  12. Coordinates with ATCOG mechanic regarding warranty information of Transportation Vehicles.
  13. Writes and administers grants for the department.
  14. Attends conferences, meetings, seminars and training sessions as required.
  15. Travels as necessary to perform assigned job functions.
  16. Other duties as assigned.

NON-ESSENTIAL JOB FUNCTIONS
  1. Provides assistance in the implementation of other transportation programs and activities as assigned.
  2. Performs similar or slightly more responsible duties as needed.
  3. Provides assistance in other ATCOG programs on an as-needed basis.

POSITION SPECIFICATIONS

EDUCATION/TRAINING:
Bachelor’s degree (BA/BS) from an accredited college or university with a major in planning, business administration or public administration, and twoyears experience with a significant emphasis on local government or community development and rural public transportation; OR High School Diploma or equivalent, plusfive years experience working with regional, community or transportation programs; OR any combination of education and experience that provides the required knowledge, skills and abilities.
KNOWLEDGE, SKILLS AND ABILITY:
Extensive knowledge of government organization and administrationand local government management. Experience in grant writing and management. Knowledge and extensive training in rural public transportation programs in areas of operations planning, logistics and/or administration. Time management and organizational skills required. Ability to manage employees and program activities and interface with local elected officials and the general public. Computer skills in a windows environment required. Ability to see, hear, reach, stoop, bend, and lift and carry up to 30 lbs. required. Must be able to perform the essential functions of this position with or without reasonable accommodation.
Additional Requirement: Must possess a valid vehicle operator’s license subject to an approved motor vehicle report and reliable transportation with valid proof of insurance for travel within ATCOG region.
