Brief Short Term Bid Notification
(Through e-procurement platform)

1.00 Tenders in two parts are invited through e-procurement portal for the supply of 1 Number Proportional Valve forrunner blade at Mani Dam Power House , Mastikatte-577 448 from the manufacturers / authorised suppliers of Proportional Control Valve
2.00 Instructions regarding e-procurement
The bid has to be submitted in the Government of Karnataka e-procurement portal website only. i.e.,
Bidders who have not registered in e-procurement portal, may do so by registering through website
Bidders can access the bid document on website, fill & submit the completed bid documents into electronic tender on website itself within stipulated date. Blank bid document can be accessed through e-procurement portal website
Bidders shall attach scanned copies of all certificates pertaining to prequalification requirement as mentioned under minimum qualifying requirements. Whenever required, bidder shall furnish the original certificates to the KPCL authorities, failing which the bidder will be disqualified.
Conditional bids, incomplete bids, bids without EMD, bids not uploaded properly and late submission of bids shall be rejected.
Bidders shall refrain from altering/ modifying/ revising the price bids after the date & time fixed for submission of bids in calendar of events, even though if it is accepted by the portal. Date & time stamp of portal shall be final in deciding time & date of submission of bid. Decision of the Corporation in this regard is final and acceptable to all the bids.
3.00 Earnest Money Deposit
Earnest Money Deposit of Rs 15,000.00 (Rupees Fifteen thousand only) shall be paid online through e-procurement portal only, using any of the payment modes such as Credit Card, Direct Debit, National Electronic Fund Transfer (NEFT), Over The Counter (OTC).
4.00 Tender Processing Fee
Payment towards tender processing fee of Rs 550.00 (Rupees five hundredfifty only) can be made through Credit Card, Direct Debit, National Electric Fund Transfer (NEFT), Over the Counter (OTC). Tender processing fee is non-refundable.
5.00 Brief scope of work
The scope of work includes the supply of 1 Number Proportional Valve forrunner blade at Mani Dam Power House , Mastikatte-577 448 Detailed specification is described in the bid document which is binding on all the bidders.
6.00 Pre-bid qualification
The bidders shall have the following pre-qualifying requirements
1)The bidder should be a regular manufacturer / authorised suppliers of Proportional Valve andhas successfully supplied similar type of oil seperators to at least two reputed organisations. The purchase order copies have to be furnished as a proof of experience.
2)The bidder should have a minimum average Annual turnover of Rs. 30.00 lakhs during the past any two of the consecutive five financial year 2010-11 to2014-15 and to furnish a copy of Annual reports duly certified by the Chartered Accountant
3)The intending bidder should have following registration & in proof shall furnish scanned copies of following along with the tender.
- Bidders PAN number
- VAT registration Certificate
4)The bidder Shall submit EMD of Rs 15,000/= through e-portal
7.00 The tender shall be submitted in Two Part only (Two cover system)
Part-I shall consist of pre-bid qualification, technical details, necessary documents & EMD.
Part-II shall consist of financial bid.
8.00 After evaluation of PQR’s and Technical details, those offer which meets our PQR,sTechnical specifications of tender in complete manner, will be accepted & only such bidder’s financial bid will be opened.
9.00 The intending Bidders shall upload all documents along with application.
10.00 The bidder shall quote in Indian Rupees only.

12.00 Validity of Bid
The bid shall be valid for 180 days from the date of opening of Part-l.
13.00Security Deposit:
Successful bidder shall furnish bank guarantee from scheduled bank towards contract performance, equivalent to 10% of contract value with an appropriate validity period (including guarantee period in addition to completion period of work envisaged), while executing contract agreement. BG shall be furnished in prescribed format only.
14.00 Bid with stipulation for settlement of disputers by reference to arbitration is not acceptable
15.00 Bidders whose EMD has been forfeited/ contracts have been terminated/ foreclosed on account of their default in KPCL/ elsewhere during past 10 years are not eligible to participate in the bid. Bidder shall declare that, EMD has not been forfeited & none of his contracts have been terminated/ foreclosed on account of their default in KPCL/ elsewhere during past 10 years.
16.00 The prospective bidder should not coerce any other bidders to detail the healthy & competitive bidding process. Such acts entail the disqualification for participating in the tender process.
17.00 Prospective bidder shall not resort to anti-competitive practices like prices rigging, cartelization, ring formation / adopt unfair practices both civil and criminal aimed at preventing other bidders from quoting for the bid / any act inhibits competition / any act that will be detrimental to the interest of Karnataka Power Corporation Limited. If the bidder is found to have resorted to such practices as specified above, he and others who act in concert with him shall be debarred from quoting for this bid and future bids for a further period of three years.
18.00 KPCL reserves the right to verify any information/ documents furnished by bidders, should the circumstances so warrant in overall interest of Corporation. In case, the information/ documents furnished are found to be incorrect/ invalid, then, EMD furnished by such bidders will be forfeited.
19.00 KPCL reserves the right to accept or reject any or all the bids, without assigning any reason thereof. However the reasons for rejection will be recorded as per KTPP Act.
