Service Provider Committee Goal: to strengthen relationships with partner member organizations, other CoC programs, diverse populations, and consumers while addressing the Coalition Mission, including broader poverty challenges.

Presentation: Andrea Pasqualucci Ashwaubenon School Social Worker will be doing a presentation on the McKinney-Vento Program (MKV)

  1. Andrea is the Ashwaubenon MKV Homeless Liaison
  2. Every school district has an MKV Liaison
  3. Handed out MKV Contact sheet (School district MKV liaisons)
  4. MVK is Federal Law in place to ensure educational stability
  5. Who qualifies for MKV services?
  6. Families that are homeless, motel/hotel regardless of who’s paying, doubled up, etc. (Doubled up doesn’t always qualify)
  7. Students who lack fixed, regular, and adequate nighttime residents qualify for the MKV program.
  8. MKV Funds
  9. There are no extra funds specifically dedicated to MKV.
  10. Once a child is identified as homeless. Their rights are:
  11. Immediate Enrollment – don’t have to provide birth certificate, guardianship paperwork, etc. Can get into school right away.
  12. Attend school of origin – When kids switch schools they lose 3-6 months of education.
  13. Can stay in school of original regardless of where the family is living
  14. Transportation is provided by the school district
  15. Next year (Sept 2016) MKV required to provide transportation throughout the entire school year that the family is homeless. Even if they become stably housed early on in the school year.
  16. Free meals (breakfast, lunch)
  17. School supplies are provided
  18. If there’s anything that a student needs – call the school social workers or the MKV coordinator. They may have supplies that can help.
  19. School social workers do the basic case management and the MKV coordinator is responsible for being sure that the services are being provided.

2.  Housing Resource Day update: Ashley Kohls

·  Compiled survey results

o  When families and individuals check out at the exit table, they are given an optional and anonymous survey.

o  Everything is generally positive. They feel better when they leave.

o  Ashley put all comments on the results. Might not all make sense since they are taken word for word.

·  Courtney – Talk about Coalition/Updates

o  What needs to change about service providers? What’s not working? What are our goals? Suggestion – Case Manager meeting – not really happening right now. Can we shift that half hour to be HRD meeting or Help for the homeless meeting? We can continue to talk later in the meeting.

·  Coalition applied for a grant for a Housing Navigator Position – follow up case management with people who attend HRD. This will change what the HRD looks like. Believed to have gotten $9,000 from the grant. There will be discussion on the executive level. Estimating 20 hours per week.

·  UWGB – interns to help with HRD. Hopefully will bring HRD up to the next level. 3-5 social work interns. Housing Navigator could be supervisor. (Have been offered interns in the past, didn’t have anyone to supervise them).

·  Gap – Working with more vulnerable community members who need extra assistance going to appointments, looking for apt. etc. This could be a duty of the Housing Navigator and or interns.

·  You don’t have to be housing provider to participate in HRD. Opportunities include volunteers for the Coalition table (Exit table). What do you do at the table? – Job description and supplies available at the table.

o  At first, people were leaving with paperwork and not capturing data.

o  Survey, collecting paperwork, laundry/gas card (filling out voucher). Noting what needs were met and weren’t met.

o  This could be an opportunity to get upper level people involved in working directly

IMPORTANT: Agencies present at HRD – be sure to note on the client paperwork what you helped the client with/what information was given to them/where you referred them to. This information is put into Service Point. It will also be important once there is a person who will follow up with families and individuals. Should also initial after what you wrote on client’s paperwork.

Abbie’s question – how familiar with services do you have to be in order to volunteer at the exit table? Courtney – don’t have to be too familiar because there are others there who could answer questions. Many conversations will have happened already.

3.  WISP concerns/updates

·  We don’t have a WISP representative

·  No questions or concerns

4.  Brown County Coalition Updates/Changes with Service Providers

·  There has been some changes – New President, VP, Secretary

·  Dynamics of Coalition shifting -- Coalition meeting will become more business oriented rather than service oriented. May see an increase in people coming to Service Providers.

Next Service Provider meeting – usual room that we use in the Job Center

Meetings for the rest of the year – downstairs at the job center (where the Somali presentation took place).

Input – What do you want to see going forward?

·  Location: Is Job Center ok? –Everyone thinks it is fine/nobody disagreed. May see a shift throughout the year if we outgrow the space.

·  Meeting: Feedback – send to Courtney. Doesn’t want meeting to be monotonous, pointless. Can’t be anonymous, but Courtney will keep information confidential.

·  Case Manager meeting: Doesn’t seem to be happening – is there a need?

o  Becky – HOH – there is a need.

o  Having meetings after service providers in order to cut down on the number of meetings people are going to each month.

§  Especially with Coordinated Entry meeting that are happening at variable times

o  Ashley’s suggestion – holding a Housing Resource Day meeting before Service Providers.

o  Proposed moving the Service Provider meeting to 8:30am or earlier.

§  The consensus was to move the meeting to 8:30am going forward.

Coalition Committees discussion –

·  Potentially having special events committee meetings right after service providers

·  Coordinated Entry – Try to combine the meetings so people aren’t attending too many throughout the month.

New meeting time – 8:30am at the Job Center.

If there is a smaller group that wanted to meet before 8:30 meeting – the job center opens at 7:45am.

Courtney will send out meeting information with agenda/minutes

Two trainings per year – We have money in the budget. What kind of trainings do we want to have?

·  Ethics and boundaries training? – Make this at least one of training.

·  We want to be sure to utilize the money that we have.

·  Maybe include in goals for 2016

·  Courtney has to submit budget to Mary. Currently $1,500 budget.

Ideas for trainings:

·  Police (gangs and drugs)

·  St. Vincent de Paul training - poverty

·  Fair Housing / Landlords tenant stuff

5.  Balance of State Updates

·  Chronic Homeless Definition – new requirements with documentation. Each situation is different.

·  There are webinars on balance of state website that are available to watch.

·  Let Courtney know if you want to have further discussion on this topic – she’ll add it to the agenda.

·  Discussion on who is responsible for getting documentation of chronic homelessness. Whichever organization is going to serve the chronically homeless needs to get the documentation.

6.  Coordinated Entry

·  Meeting tomorrow 2/24 @ Family Services

·  BOS and ICA both have many webinars available to watch.

·  New Intake Forms – helps to answer chronically homeless questions.

·  Brown County – one of the only counties using the reports on WISP.

o  We aren’t behind –we are trying, as is everyone else in the state.

·  Be sure when you are referring to the list, enter everything into the coordinated entry tab. All information must be present. Make sure data matches up in the report with the information that is true.

o  Use note section to note updates.

o  Follow up recommended 90 days (we were thinking every 30 days).

·  Is there more effective way to do a training? Webinar, large group, computers?

o  Some like webinars because it’s easier to follow along rather than getting lost when you are training as a large group. It was nice when we did the large group training at New Community because we had computers.

·  Non Wisp List discussion – how to pull people off wisp and non wisp list.

o  Ex – Andrea has updates who does she send those to?

o  Call Holli at Golden House for any Non Wisp List questions or to pull people off the list.

7.  Agency Updates

·  Ashwaubenon Schools – 70 kids homeless

·  StVdP – Slow time of year, able to respond pretty quickly, if anyone has brochures for agencies – bring brochures from your agencies to service providers give to Ashley or Chelsea. Interact training. Getting ahead.

·  TSA - Basic Needs – pathway of hope – case management program. Looking for people to get enrolled. Doubled up fams

·  FS TLP Fisbee – 2 new kids from school district, bring in more kids

·  FH – 11 families, one moving in today,

·  FSC – SHP Nobody on the list to pull, but they are looking to pull people. Singles. Scoring range 8 or above

·  TSA - TLP – no longer maintaining waiting list. Pulling from priority list. Coordinated entry has been challenging

·  Oneida Housing authority – 150 on waiting list.

·  ICS – no updates

·  Oneida – no updates

·  Brown County Human Services – no updates

·  CVI – no updates

·  New Community – There are beds available at New Comm.

·  SOFT – no updates

·  HOH – shelter updates - family moving in this week. Have had people calling up who are stably housed. March – 2 RRH families moving in

·  St. Johns – 30 seconds away, breaking the cycle. Movie about Chronic homeless in MKE. March 3rd 7:00 St. Norbert College

·  CESA 7 – no updates

·  Golden House – Coordinated Entry update – sending referrals/releases to specific agencies.

·  VA –Hud Vash – waiting list growing. May be hiring additional staff.

8.  Help for the Homeless

·  Happy Joe’s fundraiser. 10:30am-9pm 20% with flier.

·  Texas Roadhouse 10% - 4-10pm having somebody represent HftH

·  Hu Hot – Helping Hands

Boxes have gone out. Collecting for the next month. March 17th – Sorting day at GBCC
