5:30 PM – City Hall

Mayor Thorpe called the meeting to order at 5:30 PM with Council members Belmore, Reis, and Fuher present.

Absent: Schilling, Maunu and Ulmer.

City Employees present were: Police Chief Knutson, Attorney Selland, and Public Works Director Todd Flynn.

Also present: R. Johnson, Representing Dickey County Leader, T. Hanson, Representing Prince of Peace.

Agenda additions: Discuss ditch cleaning 5th St S; West Hwy 11 sewer pipe.

Minutes: Motion by Fuher, second by Reis, to approve the minutes of the October 12, 2015 Regular Council meeting; the October 26th and November 3rd Special Council meeting. All members present, aye. Motion approved.

Operating statement: Motion by Reis, second by Fuher, to approve operating statement as presented. All members present, aye. Motion approved.

Bills: Motion by Reis, second by Fuher, to approve the bills as presented. All members present, aye. Motion approved.

Delinquent accounts: T. Browning, J. Martin and J. Sitts.

Raffle Permits: Motion by Fuher, second by Belmore, to approve raffle permits for Prince of Peace and Caring Hearts Mission Team. All members present, aye. Motion approved.

Police Chief Knutson reported on the police activity for the month of October. The Click-it-or-Ticket program will be running through the month of November.

Public Works Report: Flynn discussed the monthly jobs completed in October. Motion by Reis, second by Fuher, to purchase a mosquito fogger. All members present, aye. Motion approved.

Prince of Peace – Chickens: Tony Hanson was present to request the possibility of having chickens on their property. This would be possible through an NDSU grant to help the residents have projects to work on and have responsibilities to help develop their daily skills. The local 4-H club would also be part of this project. Council tabled the subject to next meeting for more information.

Speed limit signs: Mayor Thorpe explained his thoughts of implementing a 15 mile an hour speed zone around the school. Discussion was held concerning the cost of the signage and where they should be placed. Motion by Fuher, second by Belmore, to spend up to $1,500 on approximately 10 signs. Motion was tabled to next meeting to gather additional information on cost of signs, appropriate verbiage and location.

Building Inspector Report: No report this month.

Building Permits: Motion by Reis, second by Fuher to approve the permit for Kenneth Retzlaff to replace windows; and to approve Connie Babcock’s permit to demolish the building located at 312 5th Ave N; approval for the placement of a manufactured house is pending and will be evaluated after demolition is completed. All members present, aye. Motion approved.

Main St. Properties: No additional information.

Property at 117 2nd St N: Chandler has verbally stated he wishes to withdraw the purchase agreement for the property at 117 2nd St N.

City Assessor Appointment: V. Jury will complete his contract with the City through the April 2016 Equalization meeting.

Ellendale Acres: Continued discussion.

Fire Hall Roof: No new information.

Discuss Rate Increase: Continued discussion on future rate increase. Application with USDA RD has been started for funding of the water tower.

Discuss Employee Evaluations: Evaluations have started and should be complete prior to December meeting.

Motion by Reis, second by Fuher, to approve the cleaning of the ditches along 5th St S, by the ball park, in the amount of $5,300. All members present, aye. Motion approved.

Discussed sewer pipe exposure by NDDOT during ditch cleaning on West Hwy 11.

Ordinance update will reconvene November 19th at DRN starting at 5:30 PM.

Senator Hoeven’s Aids will be at City Hall Monday, November 16th at 1:00 PM.

Next meeting will be December 14th at 5:30 PM.
