Position: Capacity Building Technical Advisor

Duration: One year six months fixed term non renewable contracts

Responsible to: Project Lead, Enhancing Nigeria’s Response to HIV/AIDS(ENR)

Location: Benue

Grade: 7

Line Management:

This position requires dual reporting lines across the project. While the successful candidate reports to the State Programme Manager on the day to day basis, S/he also has technical line of reporting to the ActionAid Nigeria (AAN) Project Lead on Enhancing Nigeria’s Response to HIV/AIDS (ENR).

Overall purpose

The Capacity Building Technical Advisor will work with the rest of the ENR Team at the State level in building the capacity of Civil Society Organizations (CSO) that will be selected through a participatory process. They will provide technical assistance to State Coordinating bodies (SACA), LACA on prevention as well as Capacity building across the project in delivering Prevention strategies. Specific responsibilities include:

Specific Responsibilities

·  Providing technical assistance and mentoring to State Coordinating bodies (SACA), LACA and CSO partners’ key staff, to become more effective in capacity development through training, individual consultations and coaching initiatives.

·  Supporting the implementation of the comprehensive national HIV & AIDS response programming with bias on prevention by developing a menu of tools and follow-up activities appropriate for the States, LGAs and CSO partners;

·  Training state level staff in the four main functions of capacity development:

assessment, methods, materials, and measurement across identified relevant content areas;

·  Assisting SACA, LACAs and CSO Partners in ensuring effective and high quality

programming by following Technical Assistance (TA) standards; and,

·  Assisting SACAs in the production and monitoring of the State Capacity

Development work plans.

·  Submit to line manager timely informative reports, indicating performance in processes planned for the month and progress towards outputs and objectives of the ENR programme.

·  Submit situational and any other non-routine reports when necessary or when asked to.

·  Participate in programme meetings of the AAN ENR Team, sharing experiences from the field, bringing up issues of general programme nature for collective decision making.

·  Identify and recommend opportunities for collaboration and other forms of engagement by AAN outside the ambit of ENR.

Others

·  Represent AAN including the Right to Health (R2H) Theme and ensure the maintenance of optimum relations at all levels with relevant agencies and Civil Society Organisations in the state.

·  Actively take part in the overall policy, programme, procedure and strategy development of AAN in general.

·  Assume any other responsibilities relevant to the position as agreed with the R2H Theme Leader or assigned by the Head of Programmes or Country Director.

Internal Relationships: R2H Theme, Human Resources & Organisational Development (HR/OD) team & AAN team.

External Relationships: CSOs, relevant government agencies and partners

·  Masters degree in a related field
Experience / ·  A minimum of 7 years work experience
·  A minimum of 3 years experience in a similar position.
·  Experience in organisational & individual capacity building / ·  Experience of the Nigerian Policy environment as it relates with HIV/AIDS issues.
