1.0.  Background:

Disaster Management Institute, Bhopal in association with Disaster Management Institute, Imphal, Government of Manipur organized a Two Day Capacity Building Programme on Industrial and Chemical Disaster Management in Imphal with support of InWEnt and GTZ, Germany under the Indo-German Bilateral cooperation on “Industrial and Chemical Disaster Management” with the objective of imparting Safety awareness in the area of Disaster Management and Response.

The prime objectives of conducting the programme are to:

·  To recognize and control Hazard associated with the transportation of petroleum and petro chemical products, transportation and storage of the petroleum and distribution.

·  To provide opportunity for practical knowledge and training of those who deal in management of industrial and chemical industries, transportation and disposal of petroleum and petroleum products with required equipments and their use by practical demonstration.

·  To develop a web platform www.hrdp-idrm.in has also been developed to achieve all the training related activities and details have been made available for view and download of the relevant information.

2.0 The need of the programme

The conduct of the Two Day Capacity Building Programme on Industrial and Chemical Disaster Management by the DMI Imphal under the initiative of DMI Bhopal and Indo German Bilateral programme InWEnt GTZ could transfer the knowledge, experiences of those expertise to the participants particularly the government officials, law enforcing agencies, transporters of petroleum and petroleum products in the state that can create multiple effects in the area of Industrial and Chemical Disaster Management.

To make it more effective, the Two Day Capacity Building Programme, a series of Awareness Programmes and Seminars to the stakeholders is planned as under.

·  To recognize and control the hazards associated with the transportation of hazardous chemicals and materials particularly the petroleum products.

·  To provide an opportunity to practical training with ands on training on management of hazards in the transportation, storage, loading and unloading of petroleum and petroleum products at the retail depots and Reservoir Site at Chingmeirong and LPG in the Bottling Plant at Sekmai.

·  To discuss about the possibilities for use of the web www.hrdp-idrm.in for knowledge management and management of training programmes.

3.0 Overall objectives

The overall objectives of the Two Day Capacity Building Programme are to impart awareness and knowledge among the stakeholders, entrepreneurs, industrialists, transporters and the administrators with safety and security.

Awareness: To provide awareness on the following:

·  What are Industrial and Chemical Disasters?

·  What are the hazards in the industrial and factory sites?

·  Preparation of Disaster Management Plans and Safety precautions.

·  Emergency Response Precautions.

·  Practical training on the use of various equipments and instruments in onsite and offsite emergencies.

4. Programme details:

Dates and Venue:

The Programme commenced on Saturday, the 13th November, 2010 and concluded on Sunday the 14th November, 2010 successfully at the Classic Hotel, Imphal.

Registration:

The programme started as per schedule on Saturday the 13th November, 2010 with registration of participants.

Inauguration:

Dr. B. Lalhari Sharma, O.S.D. Relief and Disaster Management, Govt. of Manipur welcomed all the dignitaries, resource persons, participants, the media persons and others.

Dr. Rakesh Dubey, Director, DMI Bhopal highlighted the activities of the DMI in various states of the country and enactment of Disaster Management Act. 2005. He explained about he Formation of Chemical Wing of DMI Bhopal and the Guidelines formed in Bhopal in 2006. He added that 15 more programmes are to be held across India on the Safety and precaution in the Industrial and Chemical Sectors. The Two Day Capacity Building Programme on Industrial and Chemical Disaster Management which is held at Imphal is one of the programmes among those 15 programmes to be conducted which will certainly create awareness for the various stakeholders, administrators, entrepreneurs and preparedness for various disasters. He appreciated the efforts of the Disaster Management Institute, Imphal for organizing such programme.

Mr. Florian Bemmerlein-Lux: Advisor, Indo German Corporation, InWEnt, GTZ was appreciated the efforts of the DMI Imphal in organizing such programme for the various stakeholders in Manipur to Build up the Capacity to face the disasters situation and get themselves were aware and prepared. This is his first time in Manipur where his entry is restricted but with the efforts of the state government made him to visit this easternmost state in the country.

Shri P. Vaiphei : Commissioner, Consumer Affairs, Food and Public Distribution(CAF&PD), Government of Manipur expressed the importance of organizing such seminars regularly in the state as the transportation of Petroleum and petroleum products are brought only though the two NH 39 and NH 53 and stored at the Storage site at Chingmeirong Sangakpham maintained and controlled by the IOC (Assam Oil Division). He highlighted the need of the Offsite and Onsite Disaster Management Plan in the IOC Storage and depots and Gas Bottling Plants. He spoke about the need for exposure and preparation before and after disaster.

Shri P.C. Lawmkunga, IAS, Additional Chief Secretary, Government of Manipur had expressed his views on this and highlighted the importance of organizing such Seminar where the stakeholders, the transporters, dealers, tankers meet for the common cause and get themselves well aware of the various hazards which has the high susceptibility of creating disasters if not properly handled. P.C. Lawmkunga in his speech as the Chief Guest emphasized the need for disaster prevention with the participation of local people and different stockholders. He also recalled the bitter experience and confusion when disaster happened like Thanging Air Crash in Manipur. He said there is no warning for disasters so need for preparation for future management.

Dr. Suhel Akhtar: Commissioner and Director, Disaster Management Institute, Imphal expressed his gratitude to all the collaborators namely Dr. Rakesh Dubey, Director, DMI Bhopal who has the keen initiative to organize this programme in Manipur with support of InWEnt, GTZ Germany. He urged all the participants to follow safety measures while in transportation of the various hazardous chemicals, petroleum products from outside the state to avoid accidents and disasters. He also gave his vote of thanks to all the dignitaries, participants, media persons and all others who are attending the Two Day Seminar. Dr. Suhel Akhtar in his presidential speech spoke of the need of due precautions in the LPG Plants, Oil Depot, petrol pumps and transportation of hazardous materials in Manipur. He also mentioned the steps taken by DMI, Imphal in disaster management.

After the inauguration, the programme was started as per the schedule given in the Annexure –I.

TECHNICAL SESSIONS:

The session by activities is listed below:

Session 1: Mr. Florian Bemmerlein-Lux made his presentation on the topic “Application of Information Technology in Training Management: A Case Study of www.hrdp-idrm.in . He highlighted the importance of human resource development and knowledge management in the present day scenario and our knowledge can be developed through the above web where all the required and related information is availed within no time.

Session 2: Dr. Rakesh Dubey started his session on the topic “Chemical Disaster Management: a present scenario and Future Strategy. He highlighted the different types of hazards in the industrial and chemical industries in India. He mentioned the preparation of On Site and Off Site Disaster Management Plan by the concerned occupier, authorities with the following components viz: Risk Assessment & Management, B. Emergency Preparedness, C. Community Dialogue. He highlighted the requirement of various safety precautions to be taken up by all the transporters, tankers, industrialists and various stakeholders etc.

Session 3: Shri K.C. Roy highlighted the operation of the Oil Refinery with various disaster preparedness and mitigative measures particularly in an Oil Refinery where fire accidents are the major risk.

Session 4: Shri N. Minaketan Singh has presented on the topic Disaster Management with Special Reference to Industrial Establishment and Operation in Manipur. He highlighted about the proper maintenance of the hazardous chemicals and waste in the industrial establishments. He also mentioned about the need of the consent of Pollution Control Board as to avoid the cause of accidents in the Gas Bottling Plants and Oil depots.

Session 5: Shri G.S. Saini presented on the topic Civil Defence for Industrial and Chemical Disasters. He highlighted the unprotected disposal and distribution of chemical in the ports,

Railroads and highways which will cause chemical accidents to affect the community as well as the environments. He recalled the impact of Bhopal Gas Tragedy in which many innocents were killed and those who survived were changed forever. Lastly he urged all to get them PREVENTED and if PREVENTION FAILS, then GET PREPARED and RESPOND to the DISASTERS and WE REMAIN FOR A SAFER INDIA.

Session 6: Shri N. Noren Singh has presented the Role of Fire Service in the Industrial and Chemical Disaster. He has highlighted the key role to be played by the Fire Fighters and Civil Police in the protection of lives and property of the community. He has mentioned a few activities performed by the Fire Service in the State during the past years.

Session 7: Shri Ch. Rajendro Singh has presented his presentation on Industrial and Chemical Disaster Hazard Reduction in Manipur. He has highlighted the various hazardous elements in our surroundings which ultimately cause disasters. He has mentioned about the slow poisoning by use of various chemicals in our daily consumable items fruits and vegetables which are sold in the markets. Now the people should be well aware of the use of these pesticides and chemicals and the other way to prevent from such slow poisoning is to use the organic and bio fertilizer to safe the life from such chemical disasters.
